Embora a tecnologia da informação (TI) venha sendo utilizada em aplicações de negócios desde a década de 60, foi só a partir do final da década de 80 que essas tecnologias transformaram-se em elementos essenciais para corporações de qualquer porte. Dessa forma, o perfil dos usuários de TI deixou de ser o das grandes corporações e passou a compreender também empresas de médio e pequeno porte. Atualmente, as TI são fartamente empregadas na realização e gestão de processos de negócios através de sistemas corporativos orientados para diversas finalidades como, por exemplo, ERP (Enterprise Resource Planning), SCM (Supply Chain Management) e CRM (Customer Relationship Management). A crescente busca pela utilização do gerenciamento de projetos enquanto diferencial estratégico no mercado atual e, mais recentemente, a procura pelo gerenciamento de projetos formal e estruturado, como parte da estratégia competitiva da organização, associadas à popularização do termo maturidade, justificam o conceito de maturidade em gerenciamento de projetos e a existência dos modelos de maturidade em gerenciamento de projetos. Existem atualmente diversos modelos de maturidade no mercado. O presente estudo objetivou compreender o significado que os graduandos de enfermagem de uma Universidade Estadual Pública atribuem à Gerência da Assistência de Enfermagem. Para essa finalidade optou-se por uma abordagem qualitativa, na vertente da fenomenologia. Esse desenho metodológico contribui para iluminar a ideia de Gerência da Assistência para estudantes de graduação e procura tornar visível o que está oculto. Busca-se a essência dos significados atribuídos pelos sujeitos sobre o fenômeno investigado e procura compreender o homem segundo a realidade vivenciada por ele. Essa metodologia também possibilita desvendar os valores, as percepções e emoções dos sujeitos envolvidos. Studies carried out by the United Nations (UN) show that a third of the population of the planet is suffering from the lack or inadequacy of dwellings and infra-basic structure. The deficit per dwelling is more serious in underdeveloped countries and developing countries, such as Brazil, and is becoming increasingly difficult to be solved without a great effort of the public, private initiative, financial institutions, education/research and associations on the basis of the various categories of work. As an alternative provision housing, has-if the participative management by mutual assistance, highlighting-if the housing cooperatives of auto-management. This program have presented high performance, where the works housing are being marketed and financed through this modality constructive, reducing the overall cost and increase the quality of the ventures. The mitigation of the overall cost of venture is a preponderant factor of success and survival of housing cooperatives of auto-management. In contrast, this thesis focuses on Knowledge Management practices utilised by small-scaled project-based Irish software development organisation Enverian, headquartered in Dublin. It is intended that the results of this work will uncover Knowledge Management areas within Enverian, which require improvement, and at the same time contribute to the better understanding and appreciation of knowledge management in small-scaled software project-based organisations. The research strategy chosen for this thesis was survey research. The main research activity was the conducting of structured interviews with two company directors, and a distribution of Knowledge Management Assessment Tool (KMAT) questionnaire to the employees and management in Enverian. It allowed for better understanding of the company’s culture, current practices and attitudes towards Knowledge Management, and uncovered the areas of Knowledge Management that require improvement. This study assesses the current state of Public Financial Management and Accountability (PFMA) systems in Indian urban local bodies. It identifies, analyzes, and documents good practices, focusing on their existing context, success factors, and replicability. It is important to mention that urban governance in India is a state subject and there are vast differences in the levels of reform that have achieved in different states. For the purpose of comparison, this study has developed good practice benchmarks in each PFMA area and used those to compare practices across Urban Local body (ULB)s. This review aims to describe, and to the extent possible, analyze public expenditure management systems in Iran, including those involved in budget formulation and execution, financial management, procurement, and oversight (but not the management of the civil service). As such, it contains elements of a Public Expenditure Review, a Country Financial Accountability Assessment, and a Country Procurement Assessment Report. The report stops short of recommending additional or different reforms or action programs, pending further collaborative work within the agreed multiyear program. This report presents a baseline of understanding, bolstered by selected analytical and comparative diagnoses, on which the Bank can begin to tailor its work with Iran in the area of public financial management. The main chapters of the report thus summarize the size, structure, and functioning of the Iranian budget system, covering public spending performance, resource allocation, and expenditure execution. The final chapter contains a framework for assessing public financial risk in Iran, which summarizes the salient risk characteristics of the Iranian system and efforts to attenuate them. This framework could provide an agenda for future discussions on follow-up work.

The Debt Management Performance Assessment (DeMPA) comprises a set of fifteen debt performance indicators (DPIs), which aim to encompass the complete spectrum of government debt management (DeM) operations as well as the overall environment in which these operations are conducted. While the DeMPA does not specify recommendations on reforms and/or capacity and institution building needs, the performance indicators do stipulate a minimum level that should be met under all conditions. Consequently, if the assessment shows that the minimum requirements are not met, this will clearly indicate an area requiring attention or priority reform. The scope of the DeMPA is central government debt management activities and closely related functions such as issuance of loan guarantees, on-lending, and cash flow forecasting and cash balance management. The aim of this thesis is to critically analyze the theoretical grounds that govern the Brazilian Public Management. Based on the negative dialectic method proposed by Adorno (2009), we argue that the historical and ideological processes that support the theoretical assumptions which guide the practices of the Brazilian Public Management are the source and expression of his damaged character, therefore requiring denaturalization. Our critical perspective, related to the Public Management, is based on an interdisciplinary approach. Moreover our analyses mediated by a critical organizational thinking, associated with the Critical Theory, and are sustained by a sociological critic of the public management. The intent of the second chapter is to establish the theoretical and methodological approach of this work. In this way we choose to begin its explanation with a critical bases research following the lead up to the negative dialectic as the method to criticize the Brazilian public management. The primordial elements in Adorno’s method - nonidentical, anti-system, semi-formation, object primacy, instrumental rationality, mimesis and expression, immanent critique - all of them fundamental for subsequent analysis are introduced and enlightened in the third chapter. This paper analyzes the status of public debt management performance in 17 small states through the findings of the Debt Management Performance Assessment reports. Empirical evidence indicates that the higher the quality of a country's policies and institutions, the better is its capacity to carry debt and withstand exogenous shocks. Borrowing for productive purposes can be an important element in boosting growth of gross domestic product but, conversely, excessive borrowing or poorly structured debt in terms of maturity, currency, or interest rate composition can quickly offset the positive impact, deter new foreign and domestic investment, compromise reform programs, depress growth of gross domestic product, exacerbate the challenge of meeting debt service obligations, and may induce or propagate economic crises. Arguments in favor of sound debt management are especially compelling for small states that must mitigate the particular risks to which their economies are exposed. This paper aims at providing a guide to ensure efficiency in the management of Chad's windfall to support the development process and poverty reduction. The analysis is based on the lessons and experience of countries that have successfully used natural-resource-generated windfalls to launch their development process while avoiding the natural resource curse. The paper also discusses the petroleum management arrangements in place in Chad for poverty reduction. Mismatches in the spatiotemporal variability of resource, resource users and management actions breeds inefficiency in the management of marine resources. To date, the spatiotemporal resolution and extent of fisheries management has been largely dictated by logistical and political constraints, and secondarily by the geographic range of the species or meta-population dynamics. Management units are rarely smaller than 1000 km2 in developed coastal fisheries, and management measures generally occur at resolutions larger than 100 km2. From a temporal perspective, the finest resolution of management measures is at best a month but more generally a year. As such, attempts to manage processes and patterns at sub-10 km, sub-1 month resolution often involve some level of spatiotemporal mismatch. To address the obvious spatiotemporal mismatch between a dynamic ocean and static management, to allow for a comprehensive implementation of ecosystem-based fisheries management, and to minimize inefficiency in our management of marine resources, we must seek to develop more dynamic management measures that allow managers to address scales, processes and patterns occurring under ten kilometers.
