Detroit is often regarded as America's largest city in decline, a metropolis that has failed to recover from an insidious cycle of deindustrialization, racism, suburban flight and laggard politics. This image of the city highlights the tragic aspects of Detroit's urban development and obscures the numerous initiatives and opportunities for social and spatial development that have emerged as a result of the city's particular evolution. This thesis examines the recent transformations in Detroit's urban environment to provide a more nuanced picture of the city and to develop new planning tools that address its ills. To do this, I explore the major forces that have affected the city over the last 100 years and survey the efforts of 10 ocal initiatives engaged in the process of urban reconstruction. This analysis informs the final component of the thesis, a collection of strategies for urban design, spatial management, and social-cultural development that illustrate ways in which Detroit could reprogram vacant and, bolster ailing public schools, reorganize its planning processes, improve communication and discover the opportunities lurking in its human and physical landscape.; (cont.) Government decision-makers and especially urban planners increasingly face difficulties engaging citizens given trends of public apathy, cynicism towards government, language and cultural barriers, and the growing complexity of government bureaucracy. As municipal governments increasingly focus on the long-term engagement of citizens, particularly special interest, advocacy, and community organizations, a key dilemma is how to create an on-going process for training stakeholders to participate in consultation and conflict resolution efforts. Many individuals and interest groups are ill prepared for participation in public planning processes and do not understand how municipal government functions, the key dilemmas it faces, or the urban planning concepts and procedures that shape economic, social and physical life. Likewise, many planners are not trained to understand and integrate "local knowledge" --the specific expertise and on-the-ground information brought by local citizens--with technical information and bureaucratic processes. As a result, communication with the public is often constrained as citizens perceive government as a "black box" that is unapproachable.; (cont.) In this dissertation I examine the change in youths' sense of urban and non-urban places brought about by involvement in a multi-site agriculture program. The concept of 'Place' is more than the biophysical and built settings in a defined space; it also includes the human meanings and values associated with these locations. How a place is experienced is often referred to as sense of place, which may be defined broadly as the collection of meanings, beliefs, symbols, values, and feelings that individuals or groups associate with a particular locality. The literature in this area comes from a broad range of disciplines, including geography, environmental psychology, sociology and anthropology. It has also entered the lexicon of a diversity of practitioners, including environmental educators, urban planners, architects, and real estate developers. Its broad use suggests that these concepts resonate with a wide spectrum of scholars and practitioners. Surprisingly, little has been written about the sense of place among youth (either with reference to their home environment or in relation to other places that they may or may not have directly experienced).
