The Government of Kenya (GoK) has a number of well-established social insurance schemes and safety net programs, but their coverage has tended to be low and their effectiveness limited. The coverage of cash transfer programs has grown significantly but remains low in comparison with the size of the population in need. This assessment uses the draft guidance notes on Program-for-Results (PforR) operations prepared by the Operations Policy and Country Services (OPCS) department of the World Bank. The assessment reviews the fiduciary aspects of the government's national safety net program. The strategic / sectoral social and environmental assessment of power development options (SSEA) offers an overview analysis of major regional power development options and regional transmission interconnections in the Nile Equatorial Lakes region in Eastern Africa. The assessment provides a solid foundation for planning the development of the power sectors of the region as it contains a proposed development strategy and a regional Nile Equatorial Lakes indicative development plan to the year 2020. The SSEA is based on a review of the current environmental and social context, the existing legal and regulatory framework, an assessment of the power needs for the region, and identification of the power development options and a comparison of these options in terms of environmental, socio/economic and risk considerations. The purpose of the assessment is to provide the Montenegrin authorities with an internationally-recognized benchmark evaluation of the performance of the Montenegrin Public Financial Management (PFM) systems in order that they may thereafter consider the systems' strengths and weaknesses and develop strategies to strengthen them. The assessment comes at a critical juncture. After double-digit growth in 2007, economic growth has slowed considerably. On the fiscal side, the boom contributed to fiscal surpluses which cannot be sustained in the current economic climate and additional challenges in fiscal management have emerged. Clinicians frequently use task-based assessment tools to evaluate clients' balance and mobility with the aim of predicting falls and providing targeted fall prevention interventions, but no consensus exists on the optimum tool(s) to use for this purpose. This review aims to identify the task-based assessment tools that can best predict falls among community-dwelling older adults. METHODS: Online databases Academic Search Complete, AMED, Biomedical Reference Collection: Expanded, CINAHL Plus, MEDLINE, General Science, and SPORTDiscus were searched from 1983 to 2013 to identify prospective studies assessing the performance of specific tasks in order to predict falls. Following screening, the methodological quality of studies included for review was appraised using a checklist based on the Critical Appraisal Skills Programme tool for cohort studies [1]. RESULTS: Thirty-seven studies, dating from 1996 to 2013 and largely of high methodological quality, were included in this review. A range of task performance-based assessment tools suitable for use in both clinical and laboratory settings were identified. Process monitoring and controller performance assessment are essential tools for ensuring that manufacturing processes operate safely, predictably, meet quality targets and operate profitably. Efficient techniques for process analysis and controller assessment facilitates are important for identifying areas for process and control improvement. Sheet- and film-forming processes pose special challenges for these techniques, because they often have periods of non-steady-state operation, and can exhibit both spatial and temporal variations. Existing process evaluation and analysis methodologies are oriented primarily for processes under steady operation, and focus on temporal variations. New tools are proposed to address limitations on the application of minimum-variance-based controller performance assessment to metal rolling processes. Extensions are proposed which address: 1) non-constant deadtime that arises from changes in rolling speed during startup, steady operation and wind down in the rolling process; 2) constraints on control actions; and 3) different sampling intervals for the manipulated variable input and the process output. The efficacy of the proposed extensions are demonstrated using an aluminum rolling mill and simulation examples. Stroke is an acute injury of the central nervous system and is caused by the disruption of blood flow or by the rupture of blood vessels. A stroke can impact many body functions, often causing motor, speech, memory, vision and other sensory impairments. It is highly prevalent and often requires long hospitalizations and post-stroke rehabilitation. The key to successful rehabilitation after stroke is an accurate assessment of the impairment. Current clinical assessments of stroke-related impairments involve physical assessment and visual observation by physicians. Existing clinical scores of upper limb function often use observer-based ordinal scales that are subjective and commonly have floor and ceiling effects. Therefore, these methods are not adequate to reliably discriminate different levels of performance. Robotics and integrated virtual reality systems have a tremendous potential to be used in computational systems that analyze, visualize and aid clinicians to identify and assess sensory-motor impairments. OBJECTIVE: We set out to assess the feasibility, reliability and convergent validity of the Camberwell Assessment of Needs for the Elderly Scale in older residents of a Brazilian urban elderly population of low socioeconomic status. METHOD: We identified 32 older users of community health services from a population-based catchment area survey. We administered the Brazilian version of the Camberwell Assessment of Needs for the Elderly Scale to the older person and to an informal caregiver, and tape-recorded the assessments. Interviewers made a rating. Tape-recordings were independently co-rated. RESULTS: Items contributing to older person and caregiver reports of needs and unmet needs had a high internal consistency. Inter-rater reliability was excellent for all needs, and fair to good for unmet needs. Older person and caregiver's reports, and interviewer ratings were highly mutually consistent. Convergent validity was supported by associations, as hypothesized, between needs and disability, and needs and dementia. CONCLUSIONS: The Brazilian version of the Camberwell Assessment of Needs for the Elderly Scale is a feasible, reliable and, to the extent assessed, valid assessment of unmet needs in a disadvantaged low and middle income countries setting. A atividade psicodiagnóstica é valorizada na Psicologia por sustentar seu status científico e fundamentar a identidade profissional. Embora o Psicodiagnóstico Tradicional contraponha atividades avaliativas e terapêuticas, o Psicodiagnóstico Interventivo as aproximou, modificação que acarretou consequências epistemológicas e metodológicas. O presente estudo examinou essa alteração e suas consequências para o status científico da Psicologia e para a identidade profissional. Para tanto, realizou-se uma exposição dos paradigmas quantitativo e qualitativo de investigação e uma análise dos fundamentos epistemológicos e metodológicos dessas duas práticas. As conclusões revelam que o Psicodiagnóstico Interventivo encontra-se coerentemente baseado na perspectiva qualitativa, ao contrário do Tradicional, que apresenta embates paradigmáticos internos. O presente estudo teve como objetivo analisar as avaliações, que foram empregadas pelos professores de ensino médio na disciplina de biologia, quando é abordado o tópico sobre biologia celular, traçando um paralelo entre as avaliações realizadas e os conteúdos de outras avaliações de âmbito mais geral, com destaque para o Concurso Vestibular da UNICAMP e o Exame Nacional do Ensino Médio - ENEM. Nas escolas pesquisadas foram analisados os conteúdos dos livros, os seus exercícios, e os planos de ensino dos professores. Além disso, foram propostos questionários, os quais abordaram um conjunto de questões que visou mostrar a forma como o professor encara o processo ensino/aprendizagem e como a avaliação se insere nesse contexto. Este conjunto de questões correspondeu a dois instrumentos, sendo que o primeiro entrevistou, de modo semi-estruturado, 15 professores de biologia das escolas selecionadas e o segundo instrumento entrevistou, num questionário tipo escala Likert, 59 professores de várias disciplinas. Estas entrevistas ocorreram em escolas localizadas no centro e na periferia de duas cidades da região de Campinas. Rasmussen's encephalitis is characterized by refractory epilepsy, neurological deterioration and progressive atrophy of one cerebral hemisphere. The objective of this study is to describe the importance of neuropsychological evaluation in the treatment decision and follow-up of patients with Rasmussen´s encephalitis. Neuropsychological assessment was performed in two steps. Firstly, the clinical history was obtained and the Vineland adaptative behavior scale (VABS) was applied. After this first step, the patients with social maturity level equal or higher than the inferior limit underwent a battery of neuropsychological assessment. We evaluated three patients before any specific treatment was started, and six months after the intervention (surgery or plasmapheresis). Patient 1 underwent left hemispherectomy and had global improvement on second neuropsychological assessment. This suggests that the decision of performing surgery was adequate. Patients 2 and 3 underwent plasmapheresis. They did not present cognitive decline between both evaluations which suggest that our decision of postponing surgery was adequate as well. We conclude that neuropsychological assessment is important when evaluating patients with Rasmussen´s encephalitis. That is especially true for patients in whom disease progression is slow...

In this paper the nature and relevance of the information provided by intonation is discussed in the framework of second language learning. As a consequence, an automatic intonation assessment system for second language learning is proposed based on a top-down scheme.A stress assessment system is also presented by combining intonation and energy contour estimation. The utterance pronounced by the student is directly compared with a reference one. The trend similarity of intonation and energy contours are compared frame-by-frame by using DTW alignment. Moreover the robustness of the alignment provided by the DTW algorithm to microphone, speaker and quality pronunciation mismatch is addressed. The intonation assessment system gives an averaged subjective–objective score correlation as high as 0.88. The stress assessment evaluation system gives an EER equal to 21.5%, which in turn is similar to the error observed in phonetic quality evaluation schemes. These results suggest that the proposed systems could be employed in real applications. In the field of complex energetics, human societies to survive follow the same ‘maximum power principle’ as other living systems. In this view, human societies developed because they have been able to increase ‘their capacity to convert energy at a given time rate’ rather than simply increase ‘their level of energy consumption’. This was translated into an increase of the level of power capacity in human societies so far. Yet, one can expect that the level of power capacity will be altered in light of the unavoidable progressive depletion of fossil energy resources. The systemic study of power capacity in sustainability assessment is therefore essential for facing the external constraints ahead. This paper seeks to clarify the concept of power capacity in sustainability assessment. It provides explicit methods of assessment for the different types of power capacity used by human societies. Power capacity refers to the converters transforming energy flows at a given time rate. Dealing with societal transitions therefore requires being able to characterize properly those converters in addition to the study of energy flows. However, this requires extending the timescale typically considered in conventional energy analysis which entails several epistemological problems over sustainability assessment.

The development of learning autonomy and the acquisition of professional discourse in a second language are current priorities of higher education content and language integrated learning (ICL-HE). Research regarding assessment of these objectives is lacking. This action research study explores the use of formative and self and peer assessment in the teaching of professional discourse in an ICL-HE context. It examines how student generation and application of an instrument to assess written professional discourse creates a knowledge building environment (KBE) and opportunities for learning and tracks the learning behaviour trajectory of one student. Interaction analysis is applied to audio and video data collected during a professional discourse writing activity. Classroom data provides evidence for the creation of KBE and opportunities for learning. Longitudinal data collected from one student reveals increasing orientation toward the learning object. The student generation of assessment instruments is a viable formative assessment technique in ICL-HE contexts.; El desenvolupament d'autonomia en l’aprenentatge i l'adquisició del discurs professional en una llengua addicional són prioritats de l’aprenentatge integrat de contingut i llengua en educació superior (ICL-HE). Research assessment has become one of the most taxing exercises that scholars have to endure on a regular basis. Publications seem to be the currency used nowadays for everything from getting funds for a PhD, to access to an academic post and indeed promotion. Research assessment results are also of key importance in university departments, as funding and resources are increasingly linked to research results. In the Department of Translation and Interpreting at the Universitat Autònoma de Barcelona a pro-active policy has been adopted with the aim of increasing results from research activities at all levels. Within this context we gathered a list of T&I (Translation and Interpreting) journals and joined efforts with our colleagues in the Library of Humanities of our university, to include information about where these journals are indexed. Based on the collected data about T&I journals along with the existing assessment requirements made public by the various Catalan and Spanish quality agencies, we have analysed the objective parameters taken into consideration when evaluating research.
