Objetivo: Fornecer subsídios para a formulação de políticas públicas baseadas na avaliação de riscos, para o gerenciamento de agrotóxicos, tendo como foco de estudo os atuais procedimentos técnicos utilizados em nível federal para registro de produtos agrotóxicos, e as exigências relacionadas à avaliação de riscos presentes em dois acordos internacionais sobre substâncias químicas. Resultados: O gerenciamento das substâncias químicas é descentralizado, sem pauta de ação definida e realizado por meio da individualização dos riscos das substâncias. Pelo menos quatorze instituições federais possuem alguma atuação no gerenciamento. A atuação unilateral da maioria das instituições envolvidas gera uma legislação fragmentada, e implementada sob baixo grau de coordenação. O controle da implementação é feito pelo Estado, por meio da fiscalização dos padrões de emissão definidos, ou pela restrição ou proibição. Apesar de existir um rico arcabouço legal, ele não garante que a sociedade esteja usufruindo benefícios, uma vez que a falta de dados oficiais, e o reduzido número de resultados de investigações científicas relacionados ao tema, dificultam as tentativas de análise. Este estudo teve como objetivo analisar a visão dos trabalhadores sobre o sistema de gestão por competências e sua percepção sobre o ganho social agregado aos trabalhadores por meio da implementação desse sistema. O estudo originou-se da inquietação relativa à crescente adoção de sistemas de gestão por competências pelas organizações no Brasil, acenada como uma nova tecnologia de gestão e/ou ainda, como uma ferramenta inovadora de gestão de pessoas. O pressuposto foi o de que os sistemas de gestão por competências adotados deveriam agregar valor econômico para as organizações e valor social para os indivíduos. Tal ganho social foi definido como um conjunto de aspectos que favorece o desenvolvimento do trabalhador como ser humano, em sua dimensão mais ampliada: como pessoa, profissional, cidadão, política e socialmente determinado. Considera-se relevante, não apenas a perspectiva do desenvolvimento profissional do trabalhador, mas sua inserção na sociedade e os impactos que, por meio dele, o grupo social pode auferir. The Organization of Eastern Caribbean States (OECS) face special development challenges, including limited institutional capacity, high per capita costs of basic social and infrastructure services, and vulnerability to natural disasters and other external shocks. This note identifies specific issues related to financial management and procurement. This note focused on the implications of differing donor practices for financing capital projects in a generally weak institutional and implementation environment for capital projects. The quality of implementation is also affected by a lack of adequate project management skills. The objective of this Policy Note is to increase the efficiency of capital investment project implementation in the OECS countries by (i) contributing to a more efficient use of limited institutional and human resource capacity, (ii) lowering transaction costs, and (iii) optimizing the use of public funds, while (iv) maintaining a robust control framework. The OECS economies are highly dependent on donor assistance for funding investment projects. This note identifies opportunities for sequential mainstreaming of fiduciary functions (financial management and procurement) and for a gradual approach to using mechanisms. The OECS countries' current efforts to rationalize institutional arrangements for capital projects by consolidating implementing entities or further mainstreaming implementation within existing structures in line ministries are consistent with the recommendations of the Country Program Quality Enhancement Review conducted by the World Bank in 2004.

This policy note is part of the World Bank's Programmatic Public Expenditure Review (PER) work program for FY2012-2014. The PER consists of a series of fiscal policy notes, which aim at providing the Government of Tajikistan with recommendations to strengthen budgetary processes and analysis. This policy note, the fourth in the series, continues the fiscal policy dialogue conducted in the previous notes. It is structured as follows. Section 2 describes the current state of public finance management (PFM) reform in Tajikistan. Sections 3 and 4 examine the amount and nature of public spending. Section 5 explores the objectives the Government aims to accomplish through its spending. The challenges faced by Zambia in public expenditure management (PEM) have been longstanding, and will require targeted efforts, as well as a strong degree of political will to address. The recently launched constitutional review, which includes issues of public finance, the anti-corruption campaign of the new Government, and the renewed interest by Parliament in governance issues, and accountability have all been encouraging steps. Nevertheless, for Zambia to assure that public accountability is enduring, and not dependent upon the Government of the day, it must take steps to strengthen institutions of the State that can provide public oversight, and that promote basic checks and balances. This report provides a very detailed analysis of the country's PEM, and accountability processes. Yet, many of the recommendations are not new, but have been cited in previous reports of the Bank, and/or other donors. The assessment for the Province of Buenos Aires was prepared jointly by the Ministry of Finance of the Province of Buenos Aires and the World Bank (WB) on the basis of findings from missions. It seeks to: (i) provide the provincial government with a reference tool for dialogue and action to strengthen their public financial management systems; (ii) assess the province's PFM systems and identify and address their main fiduciary issues, as well as their impact on the implementation of World Bank operations; and (iii) contribute in a broader sense to the dialogue between the Bank and Argentina's national and provincial authorities regarding fiduciary portfolio management and reliance on the country's systems. This Chapter discusses Ghana's efforts in 2009 and 2010 to restore macro-economic stability through fiscal consolidation. It underlines that a substantial fiscal adjustment was undertaken, and yielded important results in terms of foreign currency reserves position, consumer prices and exchange rate stability. The adjustment mostly took the form of expenditure containment, and had initially a significant impact on overall economic activity through its negative impact on aggregate demand. This effect was compounded by the absence of relay from the private sector, which found it difficult to access credit from a domestic financial sector crippled with non performing loans, the latter originating for a large extent from the continued accumulation of public expenditure arrears. Bosnia and Herzegovina (BH) hopes to successfully conclude the Stabilization and Association Agreement (SAA) with the European Union (EU) by the end of 2006, upgrading BH as a potential candidate for EU membership. Entry into the EU will increasingly shape the future reform program of BH in several areas, including public financial management. Strategic planning has improved, and ownership is more evident. A key development was the country-wide Poverty Reduction Strategy Paper (PRSP), known as the Medium Term Development Strategy (MTDS), which was prepared jointly by the three governments. These efforts have helped to familiarize the governments with policy-based frameworks in a multiannual context, yet the link between policy and budget is still very weak. Externally financed technical assistance has helped to ameliorate the lack of capacity within the finance ministries. It is too early to say whether the medium-term expenditure framework (MTEF) will be sustained without continuing external support although there are indications that it is becoming the starting point for the preparation of annual budget rather than remaining as a standalone document. The purpose of this study is to update the review of World Bank experience in Irrigation (IEG 1994) and to broaden the scope of evaluation to include all water lending for agricultural development. Since that first study, the proportion of World Bank lending for agricultural water management continued to decline, a trend that started in the late 1970s when the sub-sector received 11 percent of the lending, is falling to less than 2 percent in 2001-03. It has since staged a strong recovery and reached over 4 percent in 2005. Commitments for agricultural water management account for a quarter of all lending for agriculture and rural development more recently, this amount increased to one-half. A utilização de sistemas de gerência de documentos e de sistemas de gerência de workflow vem crescendo de forma expressiva nos últimos anos, motivados pela expectativa de obter-se benefícios organizacionais importantes, como o maior compartilhamento da informação e o aumento da eficiência dos processos. Pelo fato de a maioria dos processos organizacionais envolver a manipulação de documentos, é necessário, em grande parte das vezes, que esses sistemas trabalhem em conjunto. No entanto, a maioria das integrações entre tais produtos são proprietárias, causando prejuízos como a redução da liberdade de escolha dos usuários, a maior dificuldade de integração com sistemas legados e o aumento da dependência em relação aos fornecedores dos produtos.
