The first edition of the Compendium of United Nations Standards and Norms in Crime Prevention and Criminal Justice was published in 1992. Between the first edition of the Compendium and the present one, new standards and norms have been developed and five binding legal instruments have been negotiated and adopted by the international community: the United Nations Convention against Transnational Organized Crime and its three supplementary protocols (the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, the Protocol against the Smuggling of Migrants by Land, Sea and Air and the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components and Ammunition) and the United Nations Convention against Corruption. The standards and norms in crime prevention and criminal justice, developed over the last 60 years have paved the way to the adoption of those conventions and have provided a starting point for their negotiation. Now the hope is that those legal instruments will reinforce and strengthen the value and significance of the standards and norms, by eliciting the kind of system-wide cooperation that will give full weight to their further application. This report examines the types of violence that are present worldwide, in the everyday lives of people, and that constitute the bulk of the health burden imposed by violence. Accordingly, the information has been arranged in nine chapters, covering the following topics: 1. Violence – a global public health problem 2. Youth violence 3. Child abuse and neglect by parents and other caregivers 4. Violence by intimate partners 5. Abuse of the elderly 6. Sexual violence 7. Self-directed violence 8. Collective violence 9. The way forward: recommendations for action; Because it is impossible to cover all types of violence fully and adequately in a single document, each chapter has a specific focus. For example, the chapter on youth violence examines interpersonal violence among adolescents and young adults in the community. The dissertation presents a novel learning framework on probability measures which has abundant real-world applications. In classical setup, it is assumed that the data are points that have been drawn independent and identically (i.i.d.) from some unknown distribution. In many scenarios, however, representing data as distributions may be more preferable. For instance, when the measurement is noisy, we may tackle the uncertainty by treating the data themselves as distributions, which is often the case for microarray data and astronomical data where the measurement process is imprecise and replication is often required. Distributions not only embody individual data points, but also constitute information about their interactions which can be beneficial for structural learning in high-energy physics, cosmology, causality, and so on. Moreover, classical problems in statistics such as statistical estimation, hypothesis testing, and causal inference, may be interpreted in a decision-theoretic sense as machine learning problems on empirical distributions. Rephrasing these problems as such leads to novel approach for statistical inference and estimation. Das Erfüllbarkeitsproblem der Aussagenlogik (SAT) ist nicht nur in der theoretischen Informatik ein grundlegendes Problem, da alle NP-vollständigen Probleme auf SAT zurückgeführt werden können. Durch die Entwicklung von sehr effizienten SAT Lösern sind in den vergangenen 15 Jahren auch eine Vielzahl von praktischen Anwendungsmöglichkeiten entwickelt worden. Zu den bekanntesten gehört die Verifikation von Hardware- und Software-Bausteinen. Bei der Berechnung von unerfüllbaren SAT-Problemen sind Entwickler und Anwender oftmals an einer Erklärung für die Unerfüllbarkeit interessiert. Eine Möglichkeit diese zu ermitteln ist die Berechnung von minimal unerfüllbaren Teilformeln. Es sind drei grundlegend verschiedene Strategien zur Berechnung dieser Teilformeln bekannt: mittels Einfügen von Klauseln in ein erfüllbares Teilproblem, durch Entfernen von Kauseln aus einem unerfüllbaren Teilproblem und eine Kombination der beiden erstgenannten Methoden. In der vorliegenden Arbeit entwickeln wir zuerst eine interaktive Variante der Strategie, die auf Entfernen von Klauseln basiert. ‣ Reading corpora as an instrument for studying a relevance-based account of language processing

Reading corpora are text collections that are enriched with processing data. From a corpus linguist’s perspective, they can be seen as an extension of classical linguistic corpora with human language processing behavior. From a psycholinguist’s perspective, reading corpora allow to test psycholinguistic hypotheses on subsets of language and language processing as it is ‘in the wild’ – in contrast to strictly controlled language material in isolated sentences, as used in most psycholinguistic experiments. In this paper, we will investigate a relevance-based account of language processing which states that linguistic structures, that are embedded deeper syntactically, are read faster because readers allocate less attention to these structures.

Typological datasets for quantitative historicallinguistic inquiry are growing in breadth, but a challenge is also to increase their depth, since advanced methods often ideally require many hundreds of traits per language. Using biphone transition probabilities from phonemicized vocabulary data, we extract several hundred high-definition phonotactic traits per language, for 17 languages in the Ngumpin-Yapa and Yolngu subgroups of the Pama-Nyungan family, Australia. We detect phylogenetic signal at a significant level (p < 0.001 for both subgroups), measured against a reference phylogeny inferred from basic vocabulary cognacy data. This contrasts with simpler, binary coding of biphones’ occurrence, which provides insufficient detail for the detection of phylogenetic signal. Thus, we demonstrate the viability of a new method in quantitative historical linguistics, and emphasize the inferential power to be harnessed from high-definition, trait-rich datasets for comparative research.

In this paper we assessed the cognitive plausibility of corpus-based flexibility measures for a sample of Italian idioms taken from the normative data by Tabossi et al. (2011). We found that psycholinguistic judgments on idiom predictability, literality and syntactic flexibility can be modeled by distributional representations of idiom semantics, entropy-based formal flexibility measures, frequency and the number of fully lexicalized arguments of idioms.

Natural language use is full of choices among multiple possible alternatives, whether phones, words, or constructions, which are influenced by a large number of contextual factors, and which rather exhibit asymptotic, imperfect tendencies favoring one or more of the alternatives, instead of single, categorical, perfect choices. This contrasts with item-by-item learning in simple controlled experiments which typically have been modelled by the Rescorla-Wagner equations. We find the former "messy" types of problems as a key area of interest in modeling and understanding language use, and consequently consider the application of the Rescorla-Wagner equations in the form of a Naive Discriminative Learning classifier to such complex phenomena of considerable utility in linguistic research.

Computational historical linguistics is a young and new field. Among it’s major challenge is the collection and preparation of suitable data resources. Here we present an approach that takes lexical data taken from a large collection of publicly available wordlists as input and infers automatic assessments regarding the cognacy of words and sounds. We illustrate the workflow and test it by comparing the results obtained from the computation of Maximum Likelihood trees with those provided by experts. The results show that our workflow still lags behind simpler approaches which analyze the data within a distance-based framework. However, since distance-based analyses bear a blackbox character, not allowing for a rigorous check of the individual decisions which lead to a certain classification proposal, we think that our experiments are an important contribution towards the establishment of more transparent methods in quantitative historical linguistics.

‣ Evaluating the Potential of a Large-Scale Polysemy Network as a Model of Plausible Semantic Shifts

We present a very large network of crosslinguistic polysemies, and compare the notion of semantic relatedness it encodes to the catalogue of semantic shifts maintained by the Russian Academy of Sciences. We separately evaluate all types of semantic shifts featured in the catalogue, including shifts occurring during semantic evolution, during borrowing, and during morphological derivation. The comparison shows that over one third of the attested semantic shifts take place between close neighbors in the network. This can be considered strong evidence for the usefulness of polysemy networks in modelling most types of lexical change, making them a valuable resource e.g. for semantic reconstruction or future automatization of cognate detection. We also show that the semantic shifts which occur during morphological derivation form a divergent class, and might need to be modelled separately.
