In the 1970s, the Indonesian government undertook a massive national development program which involved the relocation of 1.5 million people throughout the islands of the archipelago. Known as transmigration, the program resettled people from Java and Bali, two islands experiencing overpopulation, urbanization and increasing poverty, to the "Outer Islands" of Sumatra, Kalimantan, Sulawesi, the Moluccas and Papua. One of the objectives of transmigration was the integration of the many ethnic and religious sub-communities throughout Indonesia to fashion Indonesian citizens which collectively would represent the national motto of Bhinneka Tunggal Ika, or "Unity in Diversity." Unfortunately, many of the transmigration settlements were established as exclusively Javanese or Balinese enclaves resulting in instances of inter-communal conflict with the indigenous groups. This thesis examines the unusual transmigration settlement of Mopugad, in Northern Sulawesi. Here the locus of integration is between two groups settled in the same town, creating an opportunity to assess whether the shared experience of migration is a condition of unification.; (cont.) We can see that in Mopugad the two communities, one Javanese and the other Balinese, have remained largely distinct and are apparently becoming increasingly distinct due to the evolution of religious culture. The relationship between the two communities can partly be seen in the negotiation of cultural and administrative jurisdictions visible in the changing physical order of the town. This thesis explores one tool of government action - information - and its influence on local policy and planning. This thesis is not a comprehensive account of information-based strategies, which would require far-reaching analysis. Instead, this thesis explores designation as one example of an information-based strategy that is used in planning and development. Specifically, this thesis explores how the act of designating an area as a national historic site ("designation") can, if at all, influence local policy and planning and, subsequently, shapes our built environment. Using the Blackstone River Valley National Heritage Corridor as a case study, I demonstrate that information strategies such as designation can provide a vital and dynamic planning tool for government. Designation presents a new approach to preservation and development by encouraging dynamic, cross-boundary partnerships that are simultaneously committed to common goals and dynamic enough to respond to the complexities of place. Designation allows local communities to maintain a place-specific approach to planning, while operating within a larger regional network. In the case of the Blackstone River Valley National Heritage Corridor, designation united twenty-four communities across a bi-state region between Massachusetts and Rhode Island. The term "shrinking" is often considered a death sentence for Small Town America. Public officials, planners and residents often try to "solve" the condition of shrinking, applying the same tool kit used for growth, with little success. A widespread assumption is that shrinking is the opposite of growth and synonymous with decline, and therefore common practice in planning and design practice has been to try and reverse the trend of population loss, often with last-ditch efforts such as free land offers, problematic industrial recruitment or unrealistic visioning exercises. If growth, even in its most destructive forms, can be made smart, can shrinking be made graceful, and if so what approach is needed to achieve it? This thesis argues that shrinking is not the opposite of growth but rather requires a much more complex and nuanced understanding, and that the condition of shrinking does not have to be a terminal diagnosis for a small town. Those communities that identify, adapt, and reuse existing human and physical assets can in fact shrink gracefully, especially given that shrinking is seldom a rapid process, but rather one that plays out over generations, providing the luxury of time to be purposeful about the planning and design process.; (cont.) Although a significant number of trips are made by foot in developing cities, pedestrian infrastructure, amenities, and services are often neglected in municipal planning and budgets. Since helping city planners understand the scope and extent of local pedestrian conditions relative to other cities would be a positive step towards improving the quality of the pedestrian environment, I was retained by the World Bank to devise a walkability index, which would rank cities across the world based on the safety, security, and convenience of their pedestrian environments. To accomplish this task, I first generated a list of Index variables by studying existing tools for evaluating non-motorized transport and by consulting experts from a variety of related fields. After considering different methods for survey area selection, field data collection, and data aggregation, I created prototypes of the index and survey materials and organized field tests in cities throughout the world, including Beijing, Washington, and Delhi. I also oversaw a full-scale pilot in Ahmedabad, India, where 65 volunteers from the Centre for Environmental Planning and Technology (CEPT) conducted physical infrastructure, public agency, and pedestrian surveys in eight neighborhoods...
