As private non-profit, locally based organizations, community development financial institutions (CDFIs) are increasingly important supporters of community development policies and programs designed to alleviate poverty. In the face of declining federal funds and political support for social programs, deregulation in banking, and capital market failure, CDFIs provide a range of financial services that encourage economic self-sufficiency and wealth in low-income communities. In order to expand their impact, some CDFIs have increased their assets to serve more customers and offer more products and services. This thesis seeks to answer the question: which factors and practices do large CDFIs employ to increase their total assets that other small CDFIs do not? This thesis uses two research methodologies: web surveys and case study interviews. Surveys of low-income credit unions (LICUs) and community development loan funds (CDLFs) indicate that large CDFIs grow through geographic expansion, customer and product diversification, more debt and equity funding sources, and a focus on fundraising.; (cont.) In this study, we examine the process of "late standardization," in which latecomers engage in standards activities in order to move towards and beyond the technological frontier. Based on case studies of latecomers in the semiconductor and mobile telecommunication industries in South Korea and Thailand, we analyze the strategic, organizational, and institutional aspects of the late-standardization process. We hypothesize that latecomer firms and states must engage in standards activities to progress beyond catch-up, because standards are a prerequisite to technological development. Standards are strategic leverages that allow latecomers to link with and learn from technology leaders. Specifically, latecomer firms have to engage internally in quality standardization to take advantage of latecomer advantages. Quality standards help improve production capability, while enhancing credibility and reputation. Without quality control, latecomers cannot become part of global value chains and have difficulty in acquiring advanced technologies from forerunners. In order to address rising energy costs and global climate change, Massachusetts has adopted greenhouse gas reduction goals and implemented programs and policies to promote the clean and efficient use of energy. Despite these efforts, however, the rate of development of distributed generation (DG) in the state pales in comparison to that of traditional centralized generation facilitates. DG is the production of electricity at or near the location where it will be used. Instead of relying on power generated at large, centrally located facilities and distributed over long transmission lines, DG customers use small, modular generators to produce the power they use. DG units can generate electricity using wind turbines, solar panels, fuel cells, gas powered microturbines or other combustion engines. One class of DG, combined heat and power (CHP), has the immediate potential to accelerate DG growth and drastically improve the efficiency of electricity production. But technical and regulatory barriers associated with interconnection to the electricity grid and general project management challenges inhibit the wide-scale development of CHP. Public mortgage insurance (MI) is one type of supply-side government intervention in housing finance. It is an important component of the modem housing finance market, employed to expand homeownership and provide credit enhancement to mortgage loans. This research explores the feasibility and functioning of public MI, by conducting an international comparison of three representative public MI programs: the U.S. Federal Housing Administration; the Dutch Homeownership Guarantee Fund; and the Mexican Federal Mortgage Corporation. The main purpose is to build an integrated framework for policymakers when considering a public MI scheme, from institutional, financial, and operational perspectives. Research methodologies used include case studies, interviews, Monte Carlo simulation models, and regression analyses. The analytical framework of this research comprises three research questions: a) What are the primary economic problems in housing and housing finance markets that cause market inefficiency and hence call for government intervention in the form of public MI? b) What are the implied liabilities imposed on the backing government of sponsoring a public MI enterprise? and c) What are the potential economic problems that can result from the creation of a public MI system?; (cont.) This dissertation examines the potential of land use as a mobility tool to affect travel, a subject of long and ongoing policy debate. Land use strategies such as densification, mixed-use development, and non-driving-oriented design have been recommended by many to reduce vehicle travel. Others argue that land use is an ineffective mobility tool; direct and effectual policies are economic measures such as pricing. This dissertation suggests that either is necessary but not sufficient. To achieve the environmental and social objectives of transportation, the two should act together as complements. The mobility role of land use is to modify transportation supply and to support expansion of travel choices, whereas pricing is to manage and redirect vehicle travel demand. This dissertation presents two case studies: Metropolitan Boston and Hong Kong. Taking a disaggregate approach, the empirical analysis builds on the economic choice theory and focuses on three aspects of travel behavior: mode choice, trip frequency and automobile dependence. Logit models of mode choice and trip frequency are estimated to examine the importance and magnitude of land use affecting travel when travel costs and socio-demographic factors are controlled for.; (cont.) This dissertation shows how administrative reforms of the State Tax Administration Bureaus (STABs) in Brazil between 1997 and 2005 contributed to strengthening public sector bureaucracies and institutions at the sub-national level, while increasing tax revenues and compliance. STABs' administrative reform comprised changes in organizational structure (i.e. rationalization of procedures and processes), technological processes (i.e. computerization and on-line processes), and institutional arrangements (i.e. development of public-private sector relationships to improve tax collection and tax collector professionalization). Beyond the market-oriented reforms, these joint changes made possible to taxpayers and tax collectors to visualize the connections and functioning of the tax administration and collection process that they were not able to think about before, i.e., there is evidence for how the administrative reform facilitated the understanding of the links among the several processes in the tax collection, particularly the backward and forward linkages in each industry. The understanding of these linkages advanced a conceptual shift and the adoption of a new cognitive axis-the industry linkages that changed the way tax collectors envisioned the tax collection process. Although many Americans assume that the education provided by public schools will prepare them for higher learning and/ or the workforce, recent studies have shown that American students' test scores lag behind their counterparts around the world and a growing number are not prepared for graduation. School choice, in the form of publicly funded vouchers for low-income students, has caused significant debate as a form of education reform. Proponents argue that vouchers will induce competition between schools, help low-income students obtain a better education, and increase parental satisfaction. Opponents of school vouchers argue that publicly funded vouchers will drain public schools of much needed resources, leave the most difficult to educate students in public schools, and violate the constitution by funding sectarian institutions. School voucher programs have been implemented in New York, Florida, Cleveland and Milwaukee yet there is no consensus in terms of the effect of vouchers on achievement scores.
