Esta dissertação tem o objetivo de estudar os órgãos técnicos e consultivos da sociedade anônima, em sua configuração mais contemporânea, segundo a qual são mais conhecidos como os comitês da sociedade anônima. Para isso, serão avaliados os movimentos internacionais que têm exercido influência na criação desses órgãos nas companhias brasileiras. Esses movimentos estão intrinsecamente ligados às forças de convergência dos padrões internacionais de governança corporativa, tema que também é apreciado no decurso do trabalho. Após, a dissertação cuidará de avaliar as medidas externadas em âmbito nacional, que demonstram a tendência à adaptação dos referidos padrões internacionais de governança corporativa, com recomendações, e também algumas determinações, para que as companhias criem os comitês nas suas estruturas. O presente trabalho assume como tema a Assessoria Econômica do Segundo Governo Vargas e tem como objetivo contribuir para a interpretação do segundo período em que Vargas esteve na chefia máxima do país. Dentre as questões levantadas pela historiografia do período detivemo-nos sobretudo na questão do projeto para a nação presente nesse período através da figura de Vargas. A primeira parte do trabalho dedica-se à reconstrução da constituição da Assessoria Econômica e seu funcionamento dentro do aparelho de Estado. A segunda parte analisa a historiografia do período e busca localizar a Assessoria Econômica em meio às diversas interpretações existentes. The growing need for improved project management technique points to the usefulness of a knowledge-base advisory system to help project managers understand current and future project status and optimize decisions based upon the project performances. The work here demonstrates the framework of an advisory system with improved ability in project management. Based upon the literature survey and discussion with relevant experts, the Bayesian Belief Network (BBN) approach was selected to model the steam generator replacement proj ect management problem, where the situation holds inherently large uncertainty and complexities, since it has a superior ability to treat complexities, uncertainty management, systematic decision making, inference mechanism, knowledge representation and model modification for newly acquired knowledge. Two modes of advisory system have been constructed. As the first mode, the predictive mode has been developed, which can predict future project performance state probability distributions, assuming no intervening management action. The second mode is the advisory mode, which can identify the optimal action among alternatives based upon the expected net benefit values that are incorporating two important components: 1) expected immediate net benefits at post-action time...

Agriculture and Consumer Protection September 2011 Consumers in modern consumer societies are confronted with an abundance of largely similar products, especially in the food sector. They are usually completely unable to process the detailed, product-related information these products contain. In this context labels are an important information tool for consumers. They can bundle information and are thus used more often and at an earlier point in time than other information. They can play a key role when it come to trust-related properties of products or services, as consumers do not have a reliable alternative source of this information. To contribute to consumers being able to make an informed decision, however, labels must be easy to understand, based on sound verified criteria and familiar to consumers. In addition to this, they must not be allowed to get lost in a flood of similar and sometimes ambiguous labels. The Farm Advisory System (FAS) has been established by all Member States in the EU since 2007. Advisory services provided within the FAS shall cover at least cross-compliance issues but Member States can extend them to topics that go beyond cross-compliance. This paper describes the main characteristics in the implementation of FAS in the Member States; as an example, it analyses the uptake of an agri-environmental scheme in an Italian region and discusses the relevance of extending FAS to assist farmers to implement agri-environmental measures (AEM). Yearly surveys carried out have showed that, even if FAS is differently operational in the Member States, the core approach is based on one-to-one advice on the farm mainly covering cross-compliance issues. Only in some Member States advice on agri-environmental issues within the FAS has been reported. In Lombardy Region the uptake of an agri-environmental measure on balanced fertilisation and crop rotation demonstrates how the participation of farmers within a geographically homogeneous area can be scattered. Therefore advisory services for agri-environmental measures can play an important role both in increasing farmers¿ awareness and in advising on agricultural practices that go beyond minimum cross-compliance requirements. In the frame of Regulation (EC) No 882/2004, the European Union Reference Laboratory for Genetically Modified Food and Feed (EU-RL GMFF) has the duty to organise comparative testing rounds for National Reference Laboratories (NRLs). The EU-RL GMFF is assisted in its duties by a so-called Advisory Board for Comparative Testing. The aim of the Advisory Board is to provide support to the organisation of the comparative testing rounds and to give guidance on the approach for participants’ assessment and on participants’ results and performance. Within two months after the Advisory Board meeting has taken place a financial and technical report has to be submitted to DG SANCO. This research analyzes the successful and less successful practices of the Fort Ord Restoration Advisory Board in expediting environmental cleanup at Fort Ord, making former military land available for civilian use. It includes descriptions of Base Realignment and Closure selection criteria, President Clinton's Revitalization initiative, the Restoration Advisory Board process, and an extensive literature review of citizen involvement in advisory groups and conflict. Nine semi-structured interviews were conducted with Army representatives, regulatory agency representatives, citizens, and other individuals that were either members of or asoociated with the Fort Ord Restoration Advisory Board. This paper draws conclusions and offers recommendations about how challenges encountered by the Fort Ord Restoration Advisory Board can be avoided at other military installations that either have existing advisory boards or are required to form boards due to fixture Base Realignment and Closure actions.

In 2008, Uzbekistan significantly improved its rank in the doing business 'getting credit" indicator, moving up 38 positions from the previous year, and by July a draft law titled, 'On Sharing Credit Information," which meets best international standards, was developed by a six-member working group, including International Finance Corporation (IFC) staff and two regulators from the Central Bank of Uzbekistan (CBU). Pending the draft law's passage by the Parliament of Uzbekistan, this major achievement will significantly improve the still-developing regulatory environment in this sphere. These results were achieved thanks to a common approach and efforts of two IFC advisory services projects: the Uzbekistan Business Enabling Environment Project (UzBEE) and the Azerbaijan Central Asia Leasing Facility (ACALF) Project. In this smart lesson, the authors describe experience in carrying out joint activities between two different IFC projects and the lessons learned for how to assure successful cross-project collaboration by building an enthusiastic team and assigning clear objectives to individuals.

More than 200 million people in the developing world were out of work this year. Over 1 billion are hungry, while millions more are confronting the threat that climate change poses. The United Nations estimates that 884 million people don't have safe drinking water and more than 2.6 billion people lack basic sanitation. The population of the developing world will expand by a third over the next four decades, growth that will strain already weak infrastructure. In this environment, International Finance Corporation (IFC) is innovating to create opportunity where it's needed most. IFC committed a record $18 billion in fiscal year 2010, $12.7 billion of which was for own account. We invested in 528 projects, an 18 percent increase from FY09. Advisory Services portfolio comprised 736 active projects valued at more than $850 million, with annual expenditures totaling $268 million. Countries served by the International Development Association, or IDA, accounted for nearly half our investments 255 projects totaling $4.9 billion and more than 60 percent of Advisory Services expenditures. La Carta de la Organización de las Naciones Unidas establece dos funciones principales que la Corte Internacional de Justicia debe desarrollar; en primer lugar está la bien conocida función contenciosa que tiene como objeto dirimir conflictos entre los Estados miembros y, en segundo lugar, la función consultiva abierta al Consejo de Seguridad y a la Asamblea General –así como a los organismos que la Asamblea autorice–.El presente artículo muestra aspectos generales de la función consultiva y su importancia desde una doble óptica: la consolidación de instituciones de Derecho Internacional y su potencial utilidad en la solución de controversias internacionales –o diplomacia preventiva–. Y concluye considerando las formas de mayor utilización de la función consultiva en el sistema internacional. Proposiciones que se justifican en los más de sesenta años de práctica consultiva de la CIJ.; The Charter of the United Nations Organization establishes two main functions the International Court of Justice should perform; first, the well known contentious function, which aims to settle differences between Member States, and second, the advisory function, open to the Security Council and to the General Assembly –also to the organisms the General Assembly authorizes–.This article presents general aspects of the advisory function and its importance from a double optic: the consolidation of International Law institutions and its potential utility in the settlement of international disputes –or preventive diplomacy–; to conclude considering ways of extensive use of the advisory function in the international system. The Northwest region of the State of São Paulo is one of the main producers of table grapes in Brazil. However, the climate of this region is highly favorable for fungal diseases during the growing season. The use of disease advisory systems and plastic covers are promising alternatives for rationalize the use of fungicides for disease control. Thus, the objective of this study was to evaluate the efficacy of the combination of advisory systems and plastic covering in the control of downy mildew (Plasmopara viticola) on vineyards of the Northwest region of State of São Paulo, Brazil. The experiments were carried out at the EMBRAPA - Tropical Viticulture Experimental Station, located in Jales, SP, Brazil. Three rows of 120 m of the seedless grape cultivar ?BRS Morena? (Vitis vinifera), spaced with 3.0 m between plants were conducted during 2012 and 2013 growing seasons. Half of the vineyard was covered with braided polypropylene plastic film installed over a metallic arc-shaped structure and the other half with black screen, with 18% of shading. The experimental design was randomized blocks composed of five treatments, with six repetitions per covered environment. OBJECTIVES--To assess the value of the Oxfordshire Medical Audit Advisory Group rating system in monitoring and stimulating audit activity, and to implement a development of the system. DESIGN--Use of the rating system for assessment of practice audits on three annual visits in Oxfordshire; development and use of an "audit grid" as a refinement of the system; questionnaire to all medical audit advisory groups in England and Wales. SETTING--All 85 general practices in Oxfordshire; all 95 medical audit advisory groups in England and Wales. MAIN OUTCOME MEASURES--Level of practices' audit activity as measured by rating scale and grid. Use of scale nationally together with perceptions of strengths and weaknesses as perceived by chairs of medical audit advisory groups. RESULTS--After one year Oxfordshire practices more than attained the target standards set in 1991, with 72% doing audit involving setting target standards or implementing change; by 1993 this had risen to 78%. Most audits were confined to chronic disease management, preventive care, and appointments. 38 of 92 medical audit advisory groups used the Oxfordshire group's rating scale. Its main weaknesses were insensitivity in assessing the quality of audits and failure to measure team involvement. CONCLUSIONS--The rating system is effective educationally in helping practices improve and summatively for providing feedback to family health service authorities. The grid showed up weakness in the breadth of audit topics studied. IMPLICATIONS AND ACTION--Oxfordshire practices achieved targets set for 1991-2 but need to broaden the scope of their audits and the topics studied. OBJECTIVES--To investigate perceptions of family health service authorities and medical audit advisory groups of advisory groups' involvement in clinical audit and wider quality issues; communication with the authorities; and manager satisfaction. DESIGN--National postal questionnaire survey in 1994. SETTING--All family health services authority districts in England and Wales. SUBJECTS--Chief executives or other responsible authority officers and advisory group chairpersons in each district. MAIN MEASURES--Priorities of advisory group and authority for audit; involvement of advisory group in wider quality issues; communication of information to, and contacts with, the authority and its involvement in planning the future work of the advisory group; and authorities' satisfaction. RESULTS--Both groups' views about audit were similar and broadly consistent with current policy. Advisory group involvement in wider quality issues was extensive, and the majority of both groups thought this appropriate. Much of the information about their activities collected by advisory groups was not passed on to the authority. The most frequent contact between the two groups was the advisory group's annual report, but formal personal contact was the most valued. Most authority respondents thought their views had been recognised in the advisory group's planning of future work; only a small minority were not satisfied with their advisory groups. Objectives--To determine the role of medical audit advisory groups in audit activities in general practice. Design--Postal questionnaire survey. Subjects--All 104 advisory groups in England and Wales in 1994. Main measures--Monitoring audit: the methods used to classify audits, the methods used by the advisory group to collect data on audits from general practices, the proportion of practices undertaking audit. Directing and coordinating audits: topics and number of practices participating in multipractice audits. Results--The response rate was 86-5%. In 1993-4, 54% of the advisory groups used the Oxfordshire or Kirklees methods for classifying audits, or modifications of them. 99% of the advisory groups collected data on audit activities at least once between 1991-2 and 1993-4. Visits, questionnaires, and other methods were used to collect information from all or samples of practices in each of the advisory group's areas. Some advisory groups used different methods in different years. In 1991-2, 57% of all practices participated in some audit, in 1992-3, 78%, and in 1993-4, 86%. 428 multipractice audits were identified. The most popular topic was diabetes. Science is host to a constantly emerging series of new paradigms, and it is this characteristic that makes science both interesting and dynamic. As a part of this continuum, it became possible to create recombinant DNA molecules. Immediately it was recognized that there was a potential for serious adverse events associated with this new technology. Following two scientific conferences at Asilomar, California, the National Institutes of Health moved quickly to create the Recombinant DNA Advisory Committee (RAC). For approximately 38 years the RAC has served as an open forum for review of various recombinant DNA experiments, and for the last 23 years it has played a pivotal role in the oversight of human gene therapy. The RAC's existence obviated the need for more restrictive governmental legislation and has supported the development of genetic interventions that are leading to actual human therapies.

This thesis examines the international growth and diversification of real estate advisory services in the United States, the United Kingdom, Germany, and Japan from over a 30-year period, 1960-1990. These four countries were selected because they were the most active in cross-border direct investment during this period, and intricate economic interdependencies among them prompted the greatest advancements in innovative real estate advisory services. Economic and cultural differences and similarities among the four focal countries and their respective service professions provide the bases for evaluating the primary hypothesis: the internationalization of real estate advisory services were most efficiently and effectively achieved by firms that first built solid reputations in their home nations, and subsequently expanded into multiregional organizations by responding to the cross-border investment activities of existing and prospective multinational clients. If leading firms in the focal countries expanded in domestic markets to capitalize on the national economy's maturing real estate markets, then moved into foreign markets to capitalize on rising cross-border investment flows over the 1960-1990 period, the primary thesis raises a question about the relative significance of cross-border real estate investment to national economic conditions...

This study analyzes the subjective theories regarding school violence held by six school officials of the city of Coquimbo (Chile). School violence is action carried out by a member of a school community that intends to cause harm against any member of that community. The study's main objective is to identify and interpre tthe various subjective theories regarding school violence held by the school officials as well as to explore whether there is a moral dimension to their subjective theories. We are interested in the moral dimension of the problem because research has shown that processes such as moral reasoning, moral identity, or moral motivation are linked to students' behavior in schools. Furthermore, social interactions are critical for the development of more advanced levels of moral reasoning. The study focuses on six members of the academic advisory board from six different schools, three municipal (public) schools and three subsidized private schools in the region of Coquimbo (Chile). The Pathways to Resilience Project is an ongoing, community-based participatory research (CBPR) project. Its express focus is the exploration of how at-risk youths use formal services and/or informal, naturally occurring resources to beat the odds that have been stacked against them, with the intent of partnering with communities to promote youth resilience. As part of this exploration, project researchers partnered with representatives of participating communities, or advisory panels (AP). However, in literature documenting the worth of participatory methodologies in knowledge generation and social change, there is little mention of how partnerships with AP support communities build on existing knowledge to effect meaningful change. Therefore, the aim of this article is to report the instrumental case study of the AP to the South African Pathways to Resilience Project, between 2008 and the present, in order to foreground the research-informing, knowledge-generating, and practice-shaping value of collaboration with an AP. Simultaneously, this case showcases the complexity of AP-researcher partnerships in order to sensitise CBPR researchers to the need for reflexive, flexible cooperations if communities are to cogenerate and implement local knowledge in enabling ways.
