The major objective of this chapter is to analyse and briefly describe the
evolution of Portuguese agriculture in the context of the European Agriculture. It
is not a comprehensive analysis. It is a sketch of its major changes due to major
aspects that had influenced in particular the Common Agricultural Policy, and how
has evolved with respect to changes in CAP orientation and reforms. This analysis
provides an example that might be useful to understand what can be done in the
future both in Portugal as in other countries In some aspects figures about these
countries including Poland will be presented to benchmark the analysis.
Besides this introduction, the chapter has five additional sections. In the next
section, background on the Portuguese agriculture and policy before accession is
provided. Then, in the third, socio-economic structural characteristics of
Portuguese agriculture and their evolution for the last four decades are briefly
presented. In the fourth section analysis turns read and understand the evolution
as major implications of changes in agricultural policy from CAP reforms. In the
fifth section we turn to aspects that are the focus of post-2013 CAP reform and

In this paper globalization is conceptualised as a process that marks a new phase of capitalism (Moreira 1994). The aim of this paper is to propose a systematic approach to the economic and social consequences of the globalization process, with particular attention to agriculture and agri-food as well as the use of rural areas. Therefore, understanding the role of the main agents of globalization is a necessary condition to assess the impact of this process. My working hypothesis is that the different actors in the globalization process do not demonstrate the same behaviour, justifying a closer look at the logic and dynamics of its main agents, and the reactions that these changes provoke.

The objective of this article is to reflect on three basic questions concerning globalization and its effects on agriculture and food: 1) what are the major characteristics of globalization; 2) who are its major actors and 3) what are the future trends?
Globalization continues to be a disputed concept despite the immense literature dedicated to it. I will focus on features of the current globalization process that can be employed to better understand the direction and reach of changes, particularly in agriculture and food.1 It is not my goal to produce original contributions about the theoretical relevance and accuracy of globalization or about its scale and scope. I will use a theoretical framework based on a political economy perspective focusing on the global agents, their logic and dynamics. However, this must be tempered by calling attention to the agencies and contingencies involved in the process. In fact, political economy insights suggesting global lines of evolution are not contradictory but rather complementary to actor-oriented, actor-network theory and social constructivist approaches, which acknowledge the social agencies and the complex articulations of the different spaces involved in agro-food production and consumption (Llambí et al. 1999...

Urban agriculture contributes to local
economic development, poverty alleviation, the social
inclusion of the urban poor and women, as well as to the
greening of the city and the productive reuse of urban
wastes. Urban agriculture encompasses a wide variety of
production systems in both urban as well as peri-urban
areas. This study examines the contribution of urban
agriculture to livelihoods, food security, health, and the
urban environment through an assessment of existing urban
agriculture activities among poor households in four
selected cities. Another important benefit from urban
agricultural production is in the cash savings from
self-produced food that would otherwise have to be
purchased. The role and importance of urban agriculture will
likely increase with urbanization and climate change, so the
integration of urban agriculture into development strategies
and policy decisions would be important for long-term

The Latin America and Caribbean (LAC)
region has been in many ways successful in increasing
agriculture production and competitiveness, as well as
tackling nutrition. Mainstreaming nutrition considerations
into agriculture operations can increase the availability of
and access to nutritious food, which can improve the
nutrition status of individuals. The challenge is how to
bridge the gap that exists in region between being an
agriculture powerhouse and yet having to tackle nutrition
problems from the same households that produce the food. The
new challenge of integrating nutrition and agriculture
should be achievable with political leadership and
inter-institutional coordination. This guidance note seeks
to bridge some of the important knowledge gaps on how best
to identify, design, implement, monitor, and evaluate
agriculture and food security interventions. This note

Agriculture is a small but stable part
of the Lebanese economy. Approximately 20 to 25 percent of
Lebanon's active population is involved in the sector
in one way or another. This note is a synthesis of previous
work written on agriculture development in Lebanon and
related public expenditures in the sector. It starts with an
overview of the agriculture sector in Lebanon and its role
and contribution to the economy. Approximately eight percent
of Lebanese households live below the poverty line. Among
major economic sectors, agriculture has the highest rate of
poverty. Over 20 percent of heads of households engaged in
this sector are very poor. The North governorate is among
the hardest hit areas with one in four agriculture workers
likely to be poor. Agriculture sector development could play
an important role in pro-poor growth. This note aims to
focus on an agriculture sub-sector with significant growth

years, and an overall assessment of the budget process in

Three out of every four poor people in
developing countries live in rural areas, and most of them
depend directly or indirectly on agriculture for their
livelihoods. In many parts of the world, women are the main
farmers or producers, but their roles remain largely
unrecognized. The 2008 World development report: agriculture
for development highlights the vital role of agriculture in
sustainable development and its importance in achieving the
millennium development goal of halving by 2015 the share of
people suffering from extreme poverty and hunger. Climate
change and rising food prices are reminders of the need to
focus on food security and agriculture for development; and
the material presented in the gender in agriculture
sourcebook suggests that accounting for the different roles
of women and men and gender equality in access to resources
and opportunities is a necessary condition for doing so.

This paper analyzes the trends and
evolution of public spending in the agriculture sector in
Indonesia, as well as the impact of public spending on
agricultural growth. It finds that, in line with empirical
work undertaken in other countries, public spending on
agriculture and irrigation during the period 1976-2006 had a
positive impact on agricultural growth, while public
spending on fertilizer subsidies had the opposite effect.
The composition of spending patterns in Indonesia over the
past decade can partly explain why significant increases in
public spending for agriculture have not resulted in a
commensurate increase of agricultural production. The paper
is structured as follows. Section I presents analytical and
empirical findings about the impact of overall public
spending on growth, with a particular focus on Indonesia,
followed by an analysis of the government's role in
agriculture. More precisely, it discusses how public
spending can contribute to higher productivity and faster

The concept of sustainable development has evolved from a mere movement for the protection of the environment, to other multidimensional approaches. Indeed, today it calls for a holistic approach, seeking to preserve and improve not only the environment, but also to achieve social equity and economic sustainability. In Europe, society demands quality and safe products, not only in the industrial sector but also in agriculture.
According to FAO, sustainable agriculture development is a key element of the new global challenges to meet human food security needs at 2050. Unsustainable practices based on intensive soil tillage and agro-chemical applications have increased agri-environmental risks. Whereas world’s food needs are expected to increase by 70% by 2050, agricultural land in Europe will also have to face environmental, economic and social challenges related to sustainable agriculture. As a result, in the EU 2020 Strategy, it is expressed that the new Common Agricultural Policy (CAP) is required to contribute to smart, sustainable and inclusive growth, enhancing social well-being, providing ecosystem services, managing resources sustainably while avoiding environmental degradation.

There is need in Malawi to increase agricultural yields to feed the growing population. Concurrently, conventional agriculture techniques practiced by subsistence farmers steady depletes soil fertility thereby reducing the potential yield on the arable land. The practice of conservation agriculture may be a solution for rural farmers to improve the long-term soil health as well as increase yields and buffer potential losses due to drought, problems with the fertilizer import market and farmer health.
The non-governmental organization Total Land Care, LLC, with support from the United States Agency for International Development, manages the Chia Lagoon Project in the Nkhotakota and Ntchisi districts of Malawi. One part of this project teaches conservation agriculture and has had extraordinarily successful results—project managers have documented high yields, farmer involvement and requests from other farmers to be part of this project component.
