Este trabalho estuda os Conselhos Gestores de Saúde das Subprefeituras de São Paulo e os conselheiros que deles fazem parte. Estes Conselhos são desdobramentos do Movimento Popular de Saúde, que consiste em fóruns públicos para reivindicação de melhorias no sistema de atendimento à saúde, e tem seu início na década de 1970 em meio a forte repressão política, exercendo importante papel no processo de redemocratização do Brasil. Tal movimento conseguiu exercer intensa influência no capítulo da Constituição Federal que trata do Sistema Único de Saúde, e inscreveu a obrigatoriedade da existência dos Conselhos Gestores nos Municípios da Federação. Estes Conselhos têm por função institucional fazer o controle popular das políticas públicas empreendidas pelo Sistema Único de Saúde. Como se tratam de fóruns participativos, é plausível que sejam pensados e analisados através da teoria da democracia deliberativa. Partindo desta concepção de democracia, discutiu-se a possibilidade de processos deliberativos gerarem capital social e cultura cívica nas pessoas que participam destes fóruns. O objeto de análise nessa tese são as práticas pedagógicas e a cultura escolar do Colégio Salesiano de Santa Teresa, localizado em Corumbá-MS. Uma instituição confessional católica em atividades educacionais desde 1899. Para esse estudo, elegemos os anos de 1972 a 1987. A proposta de entendimento das práticas pedagógicas e da cultura escolar por meio das festas, comemorações escolares e do culto cívico no Colégio Salesiano de Santa Teresa em Corumbá-MS, está relacionada ao interesse em conhecer adequadamente a relação da escola com o município e o imaginário que se tem dela em relação à população local. O objectivo do presente artigo consisteemexplorar o impacto da participação associativa na cultura cívica dos jovens portugueses.Aanálise privilegia essencialmente dois planos. No primeiro equaciona-se o efeito diferenciador da prática associativa nas “virtudes” e competências cívicas, procurando articulá-lo com outras propriedades estruturais. No segundo plano contempla-se o efeito de socialização proporcionado pelo tipo de pertença associativa, ou seja, avalia-se em que medida as actividades associativas produzem desenvolvimentos desiguais em termos de cultura cívica juvenil. A base empírica decorre de numa pesquisa extensiva por questionário aumaamostra de mil indivíduos representativa da população juvenil portuguesa.; The goal of this article is to explore the impact of participation in associations on the civic culture of Portuguese youth. Interpersonal trust is a central concept in social capital theory and in the discussion of civic culture. Explanatory models of support for democracy, membership in associations, and civic involvement commonly include measures of interpersonal trust. Although central to the theoretical debate over civil society and democracy, this concept has been measured in very simplistic ways. The conflicting and contradictory results of recent studies may well stem from the lack of reliability in measurements of trust. This study, based on a unique data set that contains different measures of interpersonal trust and uses factor analysis, concludes that there are two dimensions of trust, one of which has been consistently ignored by previous studies.

Chez les historiens qui se sont consacrés à l’étude de l’Allemagne contemporaine, plusieurs considèrent qu’en perpétrant un crime aussi barbare que la Shoah, le Troisième Reich a provoqué une « rupture de civilisation » (Zivilisationsbruch) au sein de l’histoire occidentale. En règle générale, ces spécialistes ont réfléchi sur le sens ainsi que sur les implications historiques et philosophiques de cet événement pour le monde contemporain. Peu d’entre eux, toutefois, se sont intéressés au pendant de cette « rupture de civilisation » : le processus de « recivilisation » qui a été à l’œuvre dans la société ouest-allemande au cours des premières décennies d’après-guerre. Employing a view of culture as a communicative phenomenon involving discursive engagement, which is deeply influenced by social and economic inequalities, the authors argue that the struggle to break free of poverty is as much a cultural process as it is political and economic. In this paper, they analyze important examples of discursive spaces - public meetings in Indian village democracies (gram sabhas), where villagers make important decisions about budgetary allocations for village development and the selection of beneficiaries for anti-poverty programs. They examine 290 transcripts of gram sabhas from South India to demonstrate how they create a culture of civic/political engagement among poor people, and how definitions of poverty and beneficiary-selection criteria are understood and interrogated within them. Through this examination, they highlight the process by which gram sabhas facilitate the acquisition of crucial cultural capabilities such as discursive skills and civic agency by poor and disadvantaged groups. Whether in the domains of scholarship or practice, important advances have been made in recent years in our understanding of how culture, politics, and development interact. Today s leading theorists of culture and development represent a fourth distinctive perspective vis-à-vis their predecessors, one that seeks to provide an empirically grounded, mechanisms-based account of how symbols, frames, identities, and narratives are deployed as part of a broader repertoire of cultural "tools" connecting structure and agency. A central virtue of this approach is less the broad policy prescriptions to which it gives rise -- indeed, to offer such prescriptions would be something of a contradiction in terms -- than the emphasis it places on making intensive and extensive commitments to engaging with the idiosyncrasies of local contexts. Deep knowledge of contextual realities can contribute constructively to development policy by enabling careful intra-country comparisons to be made of the conditions under which variable responses to otherwise similar problems emerge. Public policy initiatives in the U.S. target Latino identifiability in order to constrain its expression in U.S. civic culture. As Latino identifiability increases in U.S. society, so does its perceived threat to valued esources. As a result, public policy initiatives are promoted by the dominant group that seek to constrain the access of Latinos to valued resources. In addition, these public policy initiatives utilize racial profiling to limit the participation of Latinos in other areas of civic life – the right to vote, the freedom to travel, and the privilege of self-identification. Civil society in Yemen is vibrant and diverse but highly fragmented. It includes independent registered and organized civic groups, less organized local self-help organizations, and charity oriented groups. The first period, from 1950 to 1963, saw a growth in associational activity in the modern enclave of late colonial Aden and within the protectorates of the northern imamate amidst heavy immigration and modernization. Over the past decade the international community, especially the World Bank, has conducted programs to increase local public service delivery in developing countries by improving local governing institutions and creating social capital. This paper evaluates one such program in Sudan to answer the question: Can the international community change the grassroots civic culture of developing countries to increase social capital? The paper offers three contributions. First, it uses lab-in-the-field measures to focus on the effects of the program on pro-social preferences without the confounding influence of any program- induced changes on local governing institutions. Second, it tests whether the program led to denser social networks in recipient communities. Based on these two measures, the effect of the program was a precisely estimated zero. However, in a retrospective survey, respondents from program communities characterized their behavior as being more pro-social and their communities more socially cohesive. Alexis de Tocqueville est un auteur canonique du libéralisme. Son inscription au sein du libéralisme s’opère fréquemment par une accentuation unilatérale de sa défense de la liberté individuelle. Certes, Tocqueville défend la liberté individuelle, elle prend une place décisive dans son œuvre où l’objectif théorique proposé révèle sa volonté d’élever l’individu à côté de la société et de l’État. Mais cette défense est constamment pensée chez Tocqueville en interrogeant ses conditions de possibilité qui sont indissociables d’une culture politique où la participation politique est une dimension essentielle. El interés por desarrollar el tema de cultura ciudadana y su influencia sobre los indicadores de movilidad referidos a la accidentalidad, surge a partir de una percepción de éxito de tres alcaldías que lograron transformaciones culturales y físicas en Bogotá. El propósito era comprobar a partir de un análisis cuantitativo que la cultura ciudadana funcionó como herramienta de gestión y que había logrado afectar positivamente las crecientes tasas de accidentalidad vial en Bogotá, durante dichas alcaldías (1995-2004). El miedo al delito es uno de los temas sociales a los que debe dar respuesta la política criminal de los países, por sus posibles repercusiones en los ámbitos públicos de la salud, la economía y la interacción de los ciudadanos con el sistema de justicia. Niveles altos de miedo al delito pueden afectar la conducta social en el espacio público, alimentar los sistemas de vigilancia privada, las formas privadas de justicia y amenazar la democracia a favor de alternativas que prometen seguridad. El objetivo de este trabajo exploratorio y correlacional es mostrar los niveles de miedo al delito, victimización y cultura ciudadana en una muestra de estudiantes universitarios (n=572) de cinco países iberoamericanos: Argentina, Colombia, El Salvador, España y Perú. Se muestran los niveles de temor al delito y probabilidad percibida de victimización por países. This historic cultural landscape continues to play a role in American identity today. At the turn of the twenty-first century, a combination of factors has caused the expansion of community garden landscapes; these factors include increasing interest in civic agriculture and environmental sustainability, influenced by economic recession. The community garden cultural landscape expresses the changing culture of food, agriculture, and man's relationship with land in history and today. The community garden is a model example of vernacular landscape. A distinct type of cultural landscape, the vernacular landscape is formed by everyday human activity, rather than by action or design imposed upon people, resulting in an authentic sense of place. The suburban community garden cultural landscape demonstrates a synergistic relationship between the land and people, expresses a wide breadth of human needs and desires, and represents greater society and its social interactions. This article explores the possibilities for new forms of ‘digital citizenship’ currently emerging through digitally supported processes of narrative exchange. Using Dahlgren's (Dahlgren, P. 2003. “Reconfiguring Civic Culture in the New Media Milieu.” In Media and the Restyling of Politics, edited by J. Corner, and D. Pels, 151–170. London: Sage; Dahlgren, P. 2009. Media and Political Engagement. Cambridge: Cambridge University Press.) circuit of ‘civic culture’ as a model for exploring the interlinking preconditions for new acts of citizenship, we discuss the contrasting outcomes of research at three fieldwork sites in the North of England – educational (a sixth form college), civil society (a community reporters' network) and social (a local club). Each site provided clear evidence of the elements of Dahlgren's circuit (some depending on the intensive use of digital infrastructure, others predating it), but there were also breaks in the circuit that constrained its effectiveness. A crucial factor in each case for building a lasting circuit of civic culture (and an effective base for new forms of digital citizenship) is the role that digital infrastructure can play in extending the scale of interactions beyond the purely local.
