In Europe, the Social Economy is responsible for about 10% of the European business sector, with a share of about 6% in total employment (about 11 million people), revealing an industry that will be called to give a greater contribution to the current problems of unemployment and social cohesion in Europe due to the ongoing social and economic transformation. However, research on the phenomena of the Social Economy still lacks in many respects, concerning, for example, its role in the development of local, regional and national competitiveness. There is a lack of methodologies, tools and indicators appropriate to the social economy. This could be caused by the complexity and diversity of the organizations, on one hand, which is a barrier to their comparability, and on the other hand, to its late and recent recognition on the production of public services. Changes on public policies, the economic and financial crisis, the spread of unemployment and poverty, brings to the light the importance of these organizations, which are ceasing to be residual in economic terms, and are becoming, alongside the State and the Market, a mainstay of the economy. This article is a case study of a Social Economic Organization, where we will examine...

Neste caso...

peer-reviewed; The horse industry is a major contributor to the economy, rural diversity and culture of Ireland. It is a multi-faceted industry with significant regional spread. It is important to rural Ireland as it provides jobs and economic activity where other opportunities are limited. The horse industry can be divided into three broad sectors: the Thoroughbred Industry (TB), the Sport Horse Industry (SH) and other subsidiary services that support both the TB and SH industries. The objective of this study was to quantify the contribution of the horse industry to the economy of rural communities in Ireland using a case study of Co. Limerick. An expenditure approach was adopted for this analysis as this is deemed to be the most effective method to assess economic impact. The study was carried out using a personally administered questionnaire. The study took place in Co. Limerick. All horse enterprises involved contributed to the local economy through direct business activities and/or their use of subsidiary goods and services. For the purposes of this study Co. Limerick was divided into five regions: Castleconnell, Rathkeale, Newcastle, Bruff and Killmallock. The population of horses from these regions was representative of both the TB and SH industries. The questionnaire examined the following areas: number and type of horse...

Services as a share of gross domestic product and in foreign direct investment flows have increased in importance both globally and in the transition countries of Europe and Central Asia. So has the need for both academics and policymakers to understand the impacts of services liberalization in the transition countries. For this reason, the World Bank Institute, under a grant from the Government of Austria, commissioned seven studies under the auspices of the Economic Education Research Consortium (headquartered in Kiev, Ukraine) to investigate the impact of services liberalization on productivity, focusing on services reform in the transition countries of Europe and Central Asia. All of the studies have been produced by authors from the transition countries of Europe or Central Asia. This paper summarizes six of these studies that will appear in a volume in Russian edited by the author of this paper. The studies contribute to the growing empirical literature establishing that liberalization of barriers against service providers can make an important contribution to increase total factor productivity...

Small-and Medium-Sized Enterprises (SMEs) represent an important part of the Colombian economy, although they are not well documented in official statistics. In particular, there does not exist sufficient periodic data as to their characteristics, evolution, or overall contribution to the economy - in most cases, SMEs tend to be bundled together with micro enterprises in official statistics. The true size of the market is understated due to informality. Lack of access to finance has been cited as an important problem in recent surveys. However, there are significant differences in perceptions as to the size and causes of the financing gap. While there is strong evidence to support its existence following the 1999 crisis, the significant growth of this market in recent years raises some questions as to whether such perceptions remain valid. One of the lessons of the last few years is that banks will expand SME lending on their own accord - in spite of the presence of important constraints - when they perceive the attractiveness of this market and have begun to saturate easier (in terms of business model) market segments such as corporate and consumer lending. However...

Discussions about economic development in northern Australia tend to ignore the role of Aboriginal people. When issues affecting Aboriginal people are raised in public debate, it is generally within a welfare policy context. There is little recognition that Aboriginal people are engaged in a wide range of commercial activities, and their economic contribution to many local and regional economies is systematically ignored. In this respect, Aborigines are ‘invisible people’. ¶ The economy of northern Australia is highly dependent on government spending and transfers of taxation revenue from other parts of Australia. The fact that a large proportion of the population of northern Australia is comprised of Aboriginal people affects the size of these transfers. However, aboriginal people are routinely blamed for wasting ‘taxpayers’ dollars’ and for undermining economic development. In this respect, aborigines are highly ‘visible people’. ¶ This book examines some of these issues, and suggests that Aboriginal people can be seen as the stable, long-term base of development in northern Australia. The High Court’s decision in the Mabo case has guaranteed that the interests and rights of Aboriginal people will receive a great deal more prominence than they have in the past. Some of the ways that this might occur in northern Australia are discussed in this book.; no

In response to the need for further clarifications concerning the emerging concept of the “bio-economy”, the present study scrutinizes this concept in order to better delineate its analytical scope. It also describes methodologies of potential relevance to evaluation and monitoring of the bio-economy. Although not directly intended to prepare the ground for the future EU Bio-economy Observatory (BISO), the material presented herein may also meaningfully inform the design of monitoring activities which will be undertaken within the BISO framework. The introductory section sheds some light on the bio-economy’s multi-dimensional nature, scope, drivers, challenges and economic potential. In order to clearly distinguish between their specific features and coverage, a comparative description of eco-industries versus the bio-economy is included here. The current EU policy approach to the bio-economy is sketched in the second section of this report. With the purpose of defining the bio-economy’s scope and its internal flows, the third section advances an integrated analytical perspective on the EU bio-economy. This perspective builds upon descriptions provided in the related Commission documents. Its potential use in support of the future Bio-economy Observatory is elaborated...

The EU is currently evaluating different policy options towards the use of cloning or products derived from cloned animals in the food chain. This study presents a first attempt to quantify the likely effects of different policy scenarios on international trade and EU domestic production. In the context of the Impact Asessment process the JRC was requested to simulate via a modelling study the economic impact of selected policy options. Based on a literature review and the specific constraints for this study, the choice was made to perform the analysis through the use of a computable general equilibrium model and focus on the dairy and beef sector . The different model scenarios are constructed based on combinations of the discussed policy options such as a ban or traceability and labelling requirements with the productivity increase associated with cloning. The results show that only the situation where trade with countries using the technique of cloning is suspended has an effect on competitiveness. This suspension could be due to express prohibitions or a de facto decision by exporters when traceability and labeling costs increase. Unde this scenario imports drop significantly which is followed by a slight increase in domestic production and prices...

The present financial and economic crisis has obliged us to re-examine our conceptualisation of the economy as well as to seek new approaches. In the so-called Common Agricultural Policy (CAP) 'Health Check' the European Commission has recently proposed gradual transitional measures to allow a 'soft landing' of the milk sector to quota expiry. The aim of this paper is to help policy makers gain better insights in the implications of some of the most important economic assumptions and empirical choices made in partial equilibrium models focusing on dairy. Three partial equilibrium models are considered: the Agricultural Member states MODeling (AGMEMOD) model, the Common Agricultural Policy SIMulation (CAPSIM) model, and the European Dairy Industry Model (EDIM). This paper analyses how the economic supply components, as they are part of the three analysed key dairy models, affect milk output projections. A main conclusion is that the evaluation of the contribution of a study should not be based on one single characteristic (such as quota rents, supply responses). One isolated characteristic cannot explain finally obtained model outcomes. Quota rents, supply responses, shifters and the demand side have to be integrated with each other.; JRC.J.5-Agriculture and Life Sciences in the Economy

Gobalisation is continuing to increase the cooperation and interconnectedness of all states' domestic and foreign policy. The Group of 20 (G20) is an institution that has seen both its birth and renewal stem from the aftermath of a crisis, giving it a stable, heroic and dependent mandate for political trust and attention. As a middle power, Australia is always looking for ways to promote its keen multilateral attributes and rising economic status; the G20 gave it the opportunity to do this at a premier, international level. The role that Australia has played and is capability for the future is the focus of this paper. To adequately assess this topic four main elements of the G20 are examined. First, the history of the G20 is considered. A close examination of the purpose behind the creation of the institution is undertaken. This historical context, describing the birth and reformation of the G20 indicates that Australia was fortunate to attain membership from this exclusive group. When the G20 was elevated to the level of premier global economic forum it gave the institution and its members new levels of success and global influence. Second, the motivations behind the protagonist and enthusiastic role of Australia in the reinvigoration of the G20 to its current leader level status are examined. Scrutiny of these motivations highlights the desired international...

Evidently, both direct and indirect costs of children which are significant in many low income families put much financial burden on parents. Consequently, lower income families are prone to child poverty urging the government to offer assistance to make the cost of raising children more affordable. One of the schemes available is the Family Tax Benefits part A and B (FTB-A and FTB-B). Although both the FTB-A and FTB-B share the same goal to help families with dependent children, they differ considerably in terms of eligibility criteria . The FTB-A is understood to be delivering its objectives considerably well without affecting much the time allocation decisions of households.2 However, the FTB-B effects on work disincentives of secondary earners who are usually primary carers of children are debatable. 3 This report uses Effective Marginal Tax Rate (EMTR) in the scenario analysis to assess the relative gain and loss of income of females as a result of means testing and income tax increases . The objective is to provide a simple illustration of withdrawal effects that come with an increase in females' income. It is found that the FTB-B withdrawal effects take place much earlier than that of the FTB-A in the hypothetical low and middle income families . On the other hand...

Referring to the original context of Dutch Disease, the term refers to the fears of de-industrialization that gripped the Netherlands as a result of the appreciation of the Dutch currency that followed the discovery of natural gas deposits. Expansion of petroleum exports in the 1960s not only crowded out other exports, it actually reduced other exports disproportionately and fueled the fears of dire consequences for Dutch manufacturing. In the case of Equatorial Guinea, the secondary sector represents about 2 percent of the gross domestic product, manufacturing represents less than 1 percent, and oil represents more than 95 percent. The negative impact of the Dutch Disease in this context would be limited given the structure of the economy and on the contrary may even be a good thing because it fuels the structural transformational process of the economy, which is needed in Equatorial Guinea. This paper argues that the ongoing Dutch Disease is a natural and necessary reallocation of resources in the economy of Equatorial Guinea. The magnitude of negative macroeconomic consequences of the Dutch Disease depends on the country's economic structure and stage of development. In a country where the manufacturing sector barely exists or where the non-oil primary sector is structurally deficient...

It is widely recognized in Chinese policy-making circles that the World Bank made a significant contribution to the country s enterprise reform in the 1980s. A major contribution consisted of bringing eminent international scholars and policy-makers to China, and in sending leading Chinese scholars and policy-makers abroad. The World Bank's financial support for these activities had a significant impact on the development of ideas on enterprise reform, especially at the highly influential Chinese Economic System Reform Research Institute (CESRRI), under the state council. The contribution of the World Bank was given more concrete form in the shape of joint research (from 1983 to 1985) on state enterprise reform, between the World Bank and leading Chinese institutions, under the umbrella of the Economics Research Institute of the Chinese Academy of Social Sciences. The World Bank has been involved in several industrial projects through its loan program. The main point of focus has been the fertilizer sector, but it has also been involved in projects in the machine tool...

The findings and analysis of this study are based on desk review and secondary data to substantiate this growing phenomenon, especially among the female population. Further the recommendations that will be put forward in this study will be added to the literature and serve as a baseline for further study in the Caribbean region. The study is sectionalized as follows. Chapter one discusses in brief the demographics, social and economic profiles of Barbados, Dominica, Jamaica and Trinidad and Tobago. This chapter also examines the employment rate, gender and poverty, and the achievements and progress of member states as it relates to the MDGs especially goal number 3. Men are more likely to be employed in the formal sector than women, and earn higher wages and salaries in the labour market despite the fact women may have obtained tertiary level education. The literature showed that women are at home spending more time on child care and other household related responsibilities but this can still be considered employment. This chapter also addresses the achievements and progress of member states as it relates to the MDGs especially Goal 3. Chapter 2 identifies the literature review of related subjects for this study. Chapter 3 discusses the categories and type of labour activities in the informal economies in the Caribbean Region...

This Point of View summarizes the conclusion of a joint workshop organized by FAPESP's Environmental Research Programs - BIOTA (The Virtual Institute of Biodiversity) - BIOEN (Bioenergy Research) - Climate Change, to discuss the scientific contribution to the RIO+20 UN Conference. Brazilian scientists gathered at FAPESP's headquarters in Sao Paulo City in the first week of March 2012 raised the following concerns: a) that there are very few opportunities for the scientific community to interact with Conferences like the RIO+20; b) the deficiencies of the ZeroDraft, document produced by UN's Division for Sustainable Development for the RIO+20; c) the fact that the focus of all three research programs - biodiversity, bioenergy and climate change - are not on the agenda of discussions of RIO +20; d) that little emphasis is given to the oceans in the Conference Agenda; e) regarding market mechanisms associated with the transition to a greener economy, the need to emphasize the reduction of perverse subsidies and promotion of economic incentives to activities or processes to mitigate emissions and/or carbon sequestration; f) that in Brazil we need to stimulate and consolidate research focused on Ecosystem Services Assessments and Evaluation. The workshop participants recognized the need to strengthen knowledge about international conventions...
