During the 19th century occurred in Germany the development of gymnastics...

This paper addresses the issue of intimate partner violence against women and its related immigration stressors in Pakistani immigrant families in Germany. Drawing on 32 in-depth interviews with Pakistani women in three cities in Germany, we found that psychological violence was the commonly reported violence among the study participants. The data showed that the process of immigration exacerbated tensions between spouses because of various immigration stressors such as threats to cultural identity, children’s socialization, and social isolation. In order to cope with the stressful spousal relations, women applied various indigenous strategies, but avoided seeking help from the host country’s formal care-providing institutions. This study also debunks some stereotypes and popular media clichés about the “victimhood of women from conservative developing countries” and provides an understanding of the issue of intimate partner violence within an immigration context. Further research with a larger sample will be helpful to understand immigration-induced stress and intimate partner violence in immigrant families.

Post-war immigration into Germany did not challenge education for a long time since work migration was regarded as temporary in the fifties and sixties of the last century. When workers began to settle – mainly as a result to the stop of recruiting workforce in 1973 – education had to deal with the situation of migrant children attending German schools in large numbers. The first answer to this new challenge was the concept of migrant education (Ausländerpädagogik). Multicultural education (´intercultural education` in the German diction) was developed in Germany rather reluctantly in the eighties as a second answer to this challenge when the concept of migrant education was no longer regarded as an adequate one by many educationalists in practice and research. In this paper we will discuss more recent challenges to multicultural education. First we will deal with the fact that multicultural education is now sometimes regarded as a concept of international education dealing with the cultures of the world. Although this is a necessary approach in our world of global relationships, it tends to neglect local diversity. Future challenges to multicultural education concern the combination of local and global aspects within this concept. There is a further problem to be considered with regard to a multicultural education that deals mainly with global relationships: The needs of children from migrant families. The recent PISA study (OECD 2001) has clearly pointed out that the German school system has failed so far to give them access to a good school career that is...

The 1990s witnessed a period of strong immigration in Finland with the number of foreign arrivals increasing five-fold during the course of the decade. A major reason was the collapse of the Soviet Union in 1991 and the arrival of the Ingrians and other ethnic Finns. A significant proportion (roughly one-fifth) of the immgratory flow were refugees. Yet Finland remains an homogeneous society, with the proportion of foreign citizens accounting for only 1.9 per cent, the lowest among EU countries. Nevertheless, the challenge Finland faces is one of transition from a monolithic to a polyvalent culture. The recent increase in immigration has created a number of problems. Unemployment among foreign citizens is still over 30 per cent; it is eight per cent nationally. Negative attitudes and xenophobia among the native population towards foreigners remains. The varied composition of migration - refugees, asylum seekers, displaced persons, ordinary migrants and family members – places unique pressures on policy-makers and the citizenry alike. The flows have become more flexible, and the incidence of illegal migration and people smuggling is increasing. To address these challenges, the EU is gradually moving towards adopting a common policy on immigration and refugee issues as flagged under the 1992 Maastricht Treaty. This shift to greater supra-national authority is inevitable. Finland is currently alone among EU states in having a Russian border. However...

The object of this research is the reconstruction of the existing legal response by European Union states to the phenomenon of immigration. It seeks to analyse the process of conferral of protection. One main dimension is selected and discussed: the case law of the national courts. The study focuses on the legal status of immigrants resulting from the intervention of these national courts. The research shows that although the courts have conferred an increasing protection on immigrants, this has not challenged the fundamental principle of the sovereignty of the states to decide, according to their discretionary prerogatives, which immigrants are allowed to enter and stay in their territories. Notwithstanding the differences in the general constitutional and legal structures, the research also shows that the courts of the three countries considered – France, Germany and Spain – have progressively moved towards converging solutions in protecting immigrants. The research contributes to a better understanding of the different legal orders analysed.; Defence date: 27 March 2004; Examining board: Prof. Francesco Francioni (European University Institute, Florence) ; Prof. Danièle Lochak (Université Paris X-Nanterre) ; Prof. Christian Tomuschat (Humboldt-Universität...

By analyzing public debates on integration and immigration and issues this paper investigates to what extent citizenship models can be considered a broader societal phenomenon. Do these models exist beyond legal regulations? Do they shape the way political actors struggle over such issues in public or are these debates transnational in nature and much more influenced by international actors and liberal norms? To answer these questions, positions and arguments of political actors in the context of various issues related to integration and immigration are investigated. Quantitative media data for the period 1999 – 2006 are used to analyze debates in Austria, France, Germany, the Netherlands, Switzerland and the United Kingdom. Results show that citizenship models are not reflected in national debates. On the contrary, they are very similar across countries. There is no form of direct transnationalism either: Foreign and international actors play a negligible role in national debates. However, forms of indirect transnationalism can be observed: Political actors relatively often resort to moral-universalist arguments to back their positions.

This dissertation examines the phenomenon of co-ethnic immigration to West Germany and Israel between 1948 and 1992. Its core object of study is the legal and institutional arrangements for co-ethnic immigration in both countries. Transcending notions of “ethnic stateness” and “diaspora return,” this thesis argues that the phenomenon was sustained in each case by specific models of statehood that originated in the wake of the Second World War. It shows that the German “refugee state” and the Israeli “settler and diaspora state” emerged from different contexts of population movement and originally followed fundamentally different logics of co-ethnic immigrant selection. Under the impact of international, Cold War-related developments as well as generational change among the target populations, the German and Israeli models partly converged over time, in particular during the transformation period between the mid-1960s and mid-1970s. Their re-divergence after the end of the Cold War, in turn, was due to the persistence of national differences in the approach to co-ethnic immigration. Germany never became a “national homeland” like Israel that actively sought the “return” of its “diaspora.” This dissertation further deals with the meaning and content of “co-ethnicity” in each case. Going beyond the letter of the respective laws...

This thesis aims to contribute to a broader understanding of spill-over of homeland conflicts the host country by diaspora groups and analyses how the repercussions of the Kurdish question in Turkey are reflected in the interactions between second-generation Turks and Kurds in Sweden and Germany. It is argued that the on-going conflict adversely affects the relationship between the two ethnic groups, but that the tensions and conflict dynamics are not an exact reflection of the situation in the homeland, and instead take a different form in each hostland. The contentions between the groups and their grievances are dependent on several factors that are rooted in the hostland and directly or indirectly affect how these groups establish contact with one another. These include: the profile of the migrants; the size of the ethnic communities; the ratio of one ethnic community to another in the hostland; the political and discursive opportunity structures in the hostland; and the relations between the homeland and the hostland. The second generation were selected as the sample group in this thesis as they offer a clearer picture of the host country impact, as well as the persistence of conflict dynamics in the diaspora spaces. The arguments that this thesis makes are based largely on field research...

The lasting disenfranchisement of foreign residents presents democratic countries of immigration with a problem of legitimacy. The urge to open access to citizenship has been omnipresent in the academic debate since Walzer’s Spheres of Justice. But what if immigrants do not want to naturalize in spite of liberal access? While many researchers studied the costs and benefits of naturalization little is known about the role of symbolic membership. This paper goes beyond past approaches. Next to pragmatic reasons of citizenship acquisition it considers the relation of immigrants to the majority group. The theoretical framework is developed from empirical findings and draws on the concept of symbolic boundaries. The analysis is based on a survey of Turkish residents in the German city of Hamburg. This group gains few additional rights through naturalization. Hence, symbolic aspects of membership become vital in the decision-making process. Results confirm the relevance of rights-oriented motives connected to the legal status. Moreover, symbolic aspects of membership are shown to be crucial for naturalization intentions. This insight offers an interpretation also for the non-naturalization of eligible immigrants. The paper is embedded in a larger project...

After World War 11, Israel and Germany adopted curiously similar policies of ethnic immigration, accepting as immigrants only putative co-ethnics. The objective of this article is to account for the main variation between the two cases, the resilience of Jewish immigration in Israel, and the demise of ethnic-German immigration in Get many. The very fact of divergent outcomes casts doubt on conventional accounts of ethnic immigration, which see the latter as deriving from an ethnic (as against civic) definition of nationhood. We point instead to the possibility of 'liberal' and 'restrictive' contention surrounding ethnic immigration, and argue that for historical and geopolitical reasons the political space for such contention has been more constricted in Israel than in Germany.

Migration of people from one country to another and their integration into the society of the destination country constitute a long and complex process. This process begins with the first plan of a person to leave her home country. It does not end until the immigrant stops assimilating and intensifying social networks to natives. In the introductory part of the dissertation an overview of the economic relevance of migration and integration shall be given. In four self-contained chapters aspects that have not gained much attention by economic research up to now shall be analyzed. How do migrants choose their destination country? In the second chapter, we analyze the effects of socio-economic and institutional determinants, especially labor-market institutions, on migrants' location choices. Based on a large data set constructed from micro-data for France, Germany, the UK, and the US, we study their decisions to migrate to one of the four countries using a Multinomial Choice framework. Our estimates confirm a number of conventional results, such as positive effects of wages and immigrant networks and negative effects of unemployment rates. In addition, we find that union coverage and unemployment benefits tend to have negative effects...

This paper calls attention to the influence of politics on German and Australian immigration policies, which by extension include refugee, asylum, and settlement policies. It traces the evolution of German immigration policies, recounts the debates surrounding the SPD-Green government 1998-2002, and with reference also to Australia, draws some conclusions about politics and immigration policies. Germany's refugee policies, traditionally among the most liberal in Europe, were gradually tightened in the 1990s in response to a rising foreigner population, social tensions and political pressures. A vigorous debate in 1999-2000 led to a major study by the Süssmuth Commission and then to policy changes introduced by in the SPD-Green government’s Immigration Act. But questionable passage in the Bundesrat led President Rau to delay his signature and the opposition parties to challenge the law in the Constitutional Court. CDU opposition leader Edmund Stoiber attempted to make immigration an election issue by threatening to annul the Act if his party won the 2002 election. He did not win, but the Act was annulled in December by an adverse Constitutional Court ruling, and the government and opposition are manoeuvring to adjust and resubmit it. Australia too has been riven by controversy...

This dissertation argues that public deliberation is a transformative force in democratic politics. I build a framework for analyzing public debates in advanced industrial societies, and then use it to illuminate the political stakes of "coming to terms with the past" in societies with recent histories of mass violations of human rights. My dissertation recasts dealing with the past as a punctuated series of elite debates over the "lessons of history." These lessons become important elements of political culture and important variables in partisan competition. My cases are Germany and Austria, and the dissertation addresses an important empirical puzzle: despite similar electoral institutions, partisan political landscapes, and pressures from immigration, right-wing populist parties have experienced very different fates over the last two decades in the two states. Austria has produced one of Europe's most successful right-wing populist parties (the Austrian Freedom Party, FPO), but no such party has come close to establishing itself in Germany. What explains the divergent strength of the far right in the two surviving successor states of the Third Reich? I argue against existing structural explanations, and instead contend that the divergence between Germany and Austria stems from differences in elite ideas about the Nazi past. In Germany...

In Western Europe, the attention of both the public opinion and politicians is being increasingly drawn to questions of immigration and asylum. Since 1973, immigration has been considered a problem to which the state should offer solutions. Since 1985, however, the European Commission has been considering the need to formulate a community immigration policy, but it was not included on the European Union agenda until the beginning of the following decade. Nowadays, there seems to be some agreement among the Member States’ governments in order to jointly deal with questions concerning immigration and asylum: the impossibility of tackling this problem independently and the interdependencies generated by the creation of an unified European market are becoming more and more obvious. At the same time, the peculiarities of each State in relation to this phenomenon and the perceptions and national normative references regarding the content of the immigration process complicate the attainment of clear and binding agreements. In this report some of the more relevant aspects of this phenomenon will be highlighted. In the first place, a brief description of European immigration patterns and some questions related to the political debate on this issue will be discussed: the aging of the population and the social cohesion around values considered to be important in Europe. Secondly...

No obstante, una alternativa a largo plazo sigue siendo el reconocimiento de la multiculturalidad y la creación de las correspondientes áreas municipales.; Town councils are the primary public institution to be confronted with the reality of immigration...

This paper is divided into three parts. The first section of the paper investigates the signs as well as the underlying causes for Turks’ separation from “native” German society by looking at a number of studies and articles. The issue of Turkish integration is important because Turks are the largest immigrant group in Germany. Social integration is defined as: “the process of immigrants being accepted into equal membership in the host society” and the author finds that within this definition Turks are not socially integrated and remain separated from “native” German society. Turks separation from “native” German society is apparent in a number of measures of social integration. “Native” Germans refers to citizens who have German ancestry and have lived in Germany for the last several generations. A root cause of Turks’ separation is their tendency to live in isolated ethnic communities. As a result the German language skills of Turks are lesser to those of “native” Germans and other immigrant groups, which has a restrictive effect on Turks’ academic achievement and success in the job market. Furthermore, Turks remain culturally divided from “native” German society, and Turkish traditions such as wearing headscarves and honor killing create tension and misunderstanding with “native” Germans. Compared to other immigrants Turks interact little outside of their ethnic group and identify more with Turkey than other immigrant groups identify with their respective countries of origin. The German government is also responsible for Turks’ separation from German society due to its policies on immigration and citizenship. Because German citizenship policy is based on ius sanguinis the children of immigrants born in Germany do not automatically receive birthright citizenship and naturalization remains difficult. The German government has recently formed policy initiatives focused on integration...

The expansion of the European Union eastwards in 2004, with an ensuing massive increase in East-West migration from the accession countries has been represented as a new migration system of a kind unique in recent migration history, with its specific features of rights of movement and low mobility and information costs accompanying persistent East-West wage differentials. In principle, it provides an ideal context in which to develop understandings of the ‘new migration’ reflecting complex motivations and migration trajectories as well as chain migration and transnational lives. Despite a rapid expansion of research in this area, new insights into the complexities of mixed migration motivations and migrant heterogeneity have tended to be focused on country-specific qualitative studies. In this paper we utilise a unique, four-country data source covering over 3,500 Poles migrating to Germany, the Netherlands, London and Dublin in 2009-2010, to enable the quantitative characterization of the new migration. Exploiting information on pre-migration experience as well as expressed migration motivations and post-migration structural, subjective and social measures of integration in the receiving country, we conduct a three-stage analysis. First we employ latent class analysis to allocate the migrants to six migrant types. Second...
