Esse trabalho tem como objetivo principal avaliar o atual cenário de biotecnologia no Brasil em termos econômicos, políticos e institucionais e, com base nessas informações, avaliar as condições pré-existentes que favorecem a implantação de uma rede inter-organizacional de empresas de biotecnologia no Brasil. Para que fosse possível tal avaliação foi realizada uma revisão bibliográfica que trouxe informações sobre: a biotecnologia enquanto oportunidade de negócio; os cenários nacional e internacional de biotecnologia; as características das empresas de base tecnológica e de biotecnologia no Brasil; os principais conceitos de rede de cooperação; o atual ambiente e as políticas para inovação e estímulo ao desenvolvimento da biotecnologia no Brasil. Para validar o quadro conceitual realizou-se pesquisa de campo com o estudo da recente experiência da BRBiotec - Rede Brasileira de Empresas de Biotecnologia, que, nasce com o propósito de dinamizar as várias cadeias produtivas que utilizam a biotecnologia no Brasil. Adotou-se, para coleta de informações de campo, sistematização e interpretação dos dados metodologia quantitativa e qualitativa combinadas, na forma de questionário eletrônico. Os resultados obtidos apontam para a necessidade de institucionalização de uma rede como instrumento essencial para a consolidação da biotecnologia no Brasil...

Land, capital and work dictated the organizations¿ success in the industrial era. Added to these factors, the intangible assets are considered the key complement to determine business¿ sustainability in the knowledge era. The globalization creates a new dynamic in the markets and the knowledge management becomes focal point to the organizations. It becomes more common the incorporation of inter-organizational nets to improve business, in a strategy win-win where the tacit knowledge, noncodified, which is shared. More specifically, the innovation management, one of the intangible assets aspects, plays an important role in the Federal Government agenda, through the PDP and other market players. BNDES made significant progress to assist companies¿ demands in the knowledge era, among them: the adoption of the Intangible Assets BSC methodology to evaluate companies¿ credit risk and the partnership with Brightom University (UK) to train innovation management to companies¿ managers. Besides the initial steps, what are the challenges that BNDES will face from now on? Research, development and technological innovation (RD&I) companies promote inter- and intra-organizational interactions based on the formation of research nets. This arrangement prioritizes the use of competencies of both people and institutions, stimulating the generation of new knowledge and competencies, and consequently technological innovation. The Brazilian Agricultural Research Corporation ? Embrapa, responsible for knowledge generation and technological innovation in the Brazilian agricultural sector, has put a lot of effort into the establishment of a collaborative environment which allows the exchange of information, knowledge and experience among researchers and promote new knowledge, competencies and technological innovation. The present paper discusses conceptual bases and presents a model of collaborative environment established by the above-mentioned corporation in order to favor the learning and the production of innovative solutions in agricultural research nets.; 2010

This research focuses on the design and verification of inter-organizational controls. Instead of looking at a documentary procedure, which is the flow of documents and data among the parties, the research examines the underlying deontic purpose of the procedure, the so-called deontic process, and identifies control requirements to secure this purpose. The vision of the research is a formal theory for streamlining bureaucracy in business and government procedures. ^ Underpinning most inter-organizational procedures are deontic relations, which are about rights and obligations of the parties. When all parties trust each other, they are willing to fulfill their obligations and honor the counter parties’ rights; thus controls may not be needed. The challenge is in cases where trust may not be assumed. In these cases, the parties need to rely on explicit controls to reduce their exposure to the risk of opportunism. However, at present there is no analytic approach or technique to determine which controls are needed for a given contracting or governance situation. ^ The research proposes a formal method for deriving inter-organizational control requirements based on static analysis of deontic relations and dynamic analysis of deontic changes. The formal method will take a deontic process model of an inter-organizational transaction and certain domain knowledge as inputs to automatically generate control requirements that a documentary procedure needs to satisfy in order to limit fraud potentials. The deliverables of the research include a formal representation namely Deontic Petri Nets that combine multiple modal logics and Petri nets for modeling deontic processes...
