#IS innovation#decision support systems#management information systems#meta study#taxonomies#frameworks
peer-reviewed; Through this study we explore the literature discussing the innovations which have
progressed management information systems (IS) from the beginnings of transaction
processing through to expert systems in an attempt to clarify existing IS taxonomies into a
holistic discourse. The concepts are defined and discussed, the path of innovation in the
systems’ delineation are traced and discussed and each IS taxonomy is then framed with
regard to the whole. In this work we offer a diagram tracing the systemic elements which are core to the definition of what each of these systems are. This diagram is useful in explaining where an information system fits into the IS taxonomies found in IS literature.
Through this we have described the path of information systems innovation from the
processing of electronic transaction data through to expert systems. In particular we have
focussed on the elements of management information systems and decision support systems and their place within the available taxonomies.

Education management information systems
(EMISs), usually located within the ministry of education,
are tools that can help governments improve education system
administration by providing information that can be used in
strategic planning, resource allocation, and monitoring and
evaluation. Frequently, however, they are underutilized and
become merely a reporting mechanism. Using the data at the
point of collection usually individual schools in a
decentralized environment and feeding them into service
improvement action plans can circumvent problems with the
national EMIS, and allow the data to become instrumental in
improving local education service delivery outcomes.

The aim of this case-study is to show the creation and development of a virtual environment for an information systems subject. In order to prepare this work, we worried about some topics related with differences between traditional classroom teaching and web-based learning (WBL). Our paper is divided in two sections and finalize with some comments about our experience in blended learning methods for teaching management information systems. In the first part of this case-study, we try to explain some important constraints of these features. The second part shows our experience in building a virtual environment for our “Introduction to management information systems” subject in the Aula Virtual, the web-based environment of the Universidad de Cantabria in Spain.

Automation of government financial
management (GFM) systems is one of the core elements of the
reform program since ready availability of timely and
accurate information is critical to the management of
government finances and public funds; and it may simply not
be possible to obtain the information required for economic
management in a timely manner without some degree of
automation, in view of the large transaction volumes
involved and their dispersal across multiple sites around
the country. These systems are also referred to as
integrated financial management information systems (IFMIS).
As described in this handbook, IFMIS consists of a number of
modules which support the different functional processes
associated with GFM. These include modules for macroeconomic
forecasting, budget preparation, budget execution (including
cash management, accounting, and fiscal reporting), managing
the size of the civil service establishment and its payroll
and pensions, debt management, tax administration, and
auditing. This handbook tries to fulfill the need and to
provide information related to the entire systems life
cycle...

Approved for public release, distribution unlimited; The necessity for well-defined, integrated information systems (IS), driven by today's dwindling human, financial, and management resources, makes it essential to plan effectively. This can only be achieved by linking IS planning to the overall strategic plan of the organization. Department of the Navy (DON) IS planning has historically missed the mark in this report. Information Engineering, automated through Computer Aided Software Engineering (CASE) technology, offers significant benefits for improving DON IS planning. Two CASE workbenches, Information Engineering Systems Corporation's USER: Expert Systems and Texas Instruments' Information Engineering Facility, have proven highly effective in automating IE in DON applications.; Lieutenant, United States Navy Reserve

In recent years, the topics of budget transparency and open data have been increasingly discussed. Most discussants agree that for true transparency, it is important not only that governments publish budget data on websites, but that the data they disclose are meaningful and provide a full picture of their financial activities to the public. Most governments have made substantial investments in capacity building and technology for the development of Financial Management Information Systems (FMIS). This study is the first attempt to explore the effects of FMIS on publishing open budget data, identify potential improvements in budget transparency, and provide some guidance on the effective use of FMIS platforms to publish open budget data. Overall, there are only 48 countries (24 percent) where civil society and citizens have the opportunity to benefit from Public Finance (PF) information published on the web to monitor the budget and hold their governments accountable. In many countries, external audit organizations do not appear to be using the FMIS platforms effectively for monitoring the government's financial activities or auditing the budget results. Governments in high-and middle-income economies publish budget data dynamically in various formats...

This paper presents an approach to the development and use of
management information systems that is particularly applicable to systems
with the following characteristics:
- several classes of users, each of which has a different
degree of sophistication
- complex and changing security requirements
- data exhibits complex and changing inter-relationships
- changing needs to be met by information system
- must be built quickly nd inexpensively
- complex data validation requirements
The approach is hierarchical from the user's view in that he may
access the system at distinct levels, corresponding to his degree of
computer sophistication. A casual user has high level primitives to work
with, while an experienced user has more flexible but more detailed low-
level primitives.
We also have advocated that such systems be implemented in a hierarchical
fashion, because this technique provides for ease of debugging, independence
of hardware, and a basis for investigating properties of completeness,
integrity, correctness, and performance.

This paper describes (i) how a national health information System was designed, tested and implemented in Papua New Guinea, (ii) how the system was integrated with other management information systems, and (iii) how information has been used to support decision-making. It concludes that central coordination of systems design is essential to make sure that information systems are aligned with government priorities and can deliver the information required by managers. While there is often scope for improving the performance of existing information systems, too much emphasis can be placed on revising data collection procedures and creating the perfect information system. Data analysis, even from imperfect systems, can stimulate greater interest in information, which can improve the quality and completeness of reporting and encourage a more methodical approach to planning and monitoring services. Our experience suggests that senior decision-makers and political leaders can play an important role in creating a culture of information use. By demanding health information, using it to formulate policy, and disseminating it through the channels open to them, they can exert greater influence in negotiations with donors and other government departments...
