MBA Professional Report; Study compares airline tickets purchased through the Defense Travel System (DTS) for Naval Postgraduate School (NPS) travelers to prices for similar tickets available at online travel agent (OTA) and carrier websites. The study's purpose is to determine if prices are significantly different and if savings can be achieved by purchasing tickets from different sources. The study finds that DTS tickets are cheaper than carrier refundable tickets, but more expensive than nonrefundable carrier and OTA tickets. Sensitivity analysis indicates nonrefundable tickets would have to average 1.83 and 2.72 changes per ticket, before itinerary changes offset cost savings for nonrefundable carrier and OTA tickets purchased, respectively. Similarly, 26% and 39% of nonrefundable carrier and OTA tickets would have to be canceled to offset saving. Ultimately, this study can help determine if traveler flexibility achieved by purchasing refundable DTS tickets at negotiated "city-pair" rates from carriers is worth the additional cost. This study shows the flexibility achieved through DTS refundable tickets available in the city-pair program comes with a cost; which is the potential savings that could be achieved by using nonrefundable tickets. Major changes in the advanced education of officers have always occurred following a wartime period. In the post-Vietnam period 1 change can again be anticipated and educational policy should be reviewed . The overall objective of Navy postgraduate education is to provide an efficient springboard for the continued professional development of career officers. This objective is broken down in the FY 1974 DOD Military Manpower Training Report in terms of five specific military needs: (1) The need to fill specified billets in which graduate education is essential for optimum performance of duty. (2) The need for a well-educated pool of manpower from which to select leaders and policy makers of the future. (3) The need to sustain morale and job satisfaction -- many officers seek personal fulfillment through higher education and its application in their work . (4) The need for satisfactory career progression -- in the all-volunteer force environment of the future 1 the military must attract prospective officers who see industry and government organizations providing advanced educational opportunities for their employees. (5) The need for military officers to keep abreast of developments in the civilian sector -- the military officer cannot function insulated and divorced from the civilian society. MBA Professional Report; The rapidly changing demands and increasing complexity in software application deployment have necessitated and improved approaches for delivering rapid software application support and updates to non-resident students at the Naval Postgraduate School. The delivery of course material to non-resident students on locked-down computer systems, i.e., NMCI, has become more difficult with the increased security requirements over the past year. Many NPS course offerings require installation and development of various software and programs on student workstations, which is prohibited by policy. Moreover, the process of gaining approval and installation of the course software is often longer than the upgrade cycle of the material, which affects both resident and non-resident students' ability to fully participate and benefit from the learning experience. This problem poses a challenge for the Information Technology Academic and Client Support (ITACS) department at NPS. To counter this problem, NPS must implement a new system wide virtual software delivery method that would: a) provide easy, client-less, conflictfree application deployment and rollback; b) reduce costs for support and regression testing by delivering fully tested applications to users; c) reduce infrastructure requirements and costs with no client or server components to manage or maintain; and...
