Esta tese trata do processo legislativo orçamentário e de que maneira uma reformulação dessa atividade exercida pelo Parlamento pode se tomar uma alternativa às limitações que esse Poder tem sofrido no que concerne às suas atividades fundamentais na atual concepção da separação de Poderes no Brasil. A partir do aprimoramento do processo legal de formação das leis do orçamento, o Legislativo pode melhor desempenhar a sua função de elaborador dessas normas e, mais do que isso, pode aprimorar sua atividade de controle sobre as ações da Administração Pública na execução do orçamento. O presente estudo se propõe a investigar em que medida o Parlamento é capaz de exercer, eficazmente, o controle do poder político, no contexto da globalização capitalista, com o objetivo de contribuir com a concretização dos direitos humanos econômicos e sociais. Compreende-se o controle do poder político como o direcionamento das ações do Estado para a realização de seus fins, por meio da fixação de metas e diretrizes, da supervisão e da responsabilização dos agentes políticos. O objetivo desta tese é explicar o impacto da TV legislativa sobre o comportamento parlamentar. A hipótese é a de que a TV legislativa tem potencial para estimular mecanismos de accountability, primeiro, porque seu modelo tem características que a tornam "accountable", no sentido de contribuir para a informação (e formação) do cidadão e, segundo, porque ela estimula comportamento responsivo dos representantes no exercício do seu mandato. Outra hipótese é a de que o impacto da TV legislativa é diferente nos diferentes níveis do Poder Legislativo, estadual, capital e interior. Para responder às indagações lançadas e sustentar as hipóteses construídas, a pesquisa contou com três entradas. A primeira foi o mapeamento das TVs legislativas brasileiras e a segunda entrada consistiu em uma radiografia das TVs legislativas das Assembléias Legislativas, da TV da Câmara de São Paulo e das TVs das Câmaras municipais do estado de São Paulo. Este trabalho tem como objetivo demonstrar os posicionamentos partidários das duas maiores agremiações e grupos transnacionais do Parlamento Europeu em relação à crise europeia, que se refletiu na área econômica, financeira, social e de emprego, no período entre 2009 e 2011. Para isto, esta dissertação analisou os programas partidários do S&D e do PPE-DC e seus documentos produzidos em quatro comissões do Parlamento Europeu. A principal conclusão dessa dissertação é que a ideologia foi importante para definir posicionamentos observados no âmbito das agremiações transnacionais. A partir desta descoberta, identificou-se também que a agremiação transnacional de esquerda e seu respectivo grupo no Parlamento Europeu produziram respostas políticas relacionadas a elementos da Terceira Via. Com referência à direita, descobriu-se que ainda persiste a defesa de políticas neoliberais. The slides were taken on collecting trips sponsored by the William L. Bryant Foundation, where books, music and art indigenous to the regions were gathered. They are organized by geographical location.; In 1625, Barbados was claimed on behalf of England. In 1627, Barbados was colonized and attained independence in 1966. The Barbados Parliament, established in 1639, was the third oldest Parliament in the British Commonwealth. The Parliament Buildings, completed in 1874, are the meeting places for the two chambers of Parliament, the Senate and the House of Assembly. The Legislative Council, originally established during the island’s colonization, was replaced by a Senate in 1964. The main entrance to the House of Assembly, the lower house, has a Bust of Sir William Conrad Reeves the first black person to be knighted. The architecture of the buildings reflects a Gothic revival featuring arches. The picture includes a woman in a yellow dress and a man next to a school. An abridged version of this paper will appear in Yvonne Galligan and Manon Tremblay (eds), Sharing Power: Women in Parliament in Post-Industrial and Emerging Democracies, Ashgate, London, 2004; Indonesia’s transition towards democracy since 1998 has been welcomed by democrats around the world as an important gain in a worldwide shift towards democracy. The nation has now held two democratic parliamentary elections – the first in 1999 and the most recent in April 2004. Each of these elections was free from violence and deemed to be free and fair by Indonesia and international observers. Yet there remains significant questions about who is participates in and is represented by Indonesia’s new democracy. Importantly, few women have gained access to political power, either within national or local parliament, despite considerable debate and the adoption of strategies to increase the number of women in politics. This paper explores the ongoing barriers to women’s participation in parliaments in Indonesia against the backdrop the legacy of history – particularly New Order ideology, prevailing stereotypes and a particular interpretation of Islam.

In recent years, the problematic relationship between conflicts of interest and corruption has been a sensitive one to democracy. Although conflicts of interest have not always resulted in corruption, they do constitute an important opportunity structure for such illicit behaviour. The Portuguese attempt at regulating conflicts of interest in parliament has been paradigmatic: eight legislative interventions to the first Statute of MPs in less than two decades and parliament was still unable to create an appropriate ethical framework to prevent financial impropriety deriving from the accumulation of the representative mandate with other outside jobs and activities. The incremental nature of adjustments, the peculiar “tailor made” nature of legislation and the importation of regulatory models “in place” abroad, raise important aspects in regard both to the scope and efficacy of the instruments adopted as well as the legislators’ intentions and willingness to move on with the necessary reforms. This paper attempts to assess the regulatory performance and reform efforts of the Portuguese Assembleia da República in addressing MPs’ conflicts of interest through the analysis of the control framework adopted, namely, rules of disclosure and legal constraints to accumulation.; no

In November and December 2013, a controversy erupted in Papua New Guinea when the speaker of the national parliament, Theodore Zurenuoc, a devout Christian, tried to rid Parliament House of what he described as ‘ungodly images and idols’. Zurenuoc had already begun by removing the carvings from a lintel above the entrance to Parliament House, but planned to remove many more carvings throughout the building. His plans were strongly opposed, and considerable debate was generated in the two national newspapers and in social media. Those who opposed him saw him as a ‘religious fundamentalist’ and his actions as ‘sacrilege’ and ‘cultural terrorism’,1 while those who supported Zurenuoc’s plans saw him as a ‘God-fearing’, ‘modern-day Reformer’ and ‘God’s anointed vessel’. Despite the protests, which included a number of high-profile critics, and the intercession of the prime minister, the speaker was unrepentant, vowing to continue his work until there were ‘no traces of elements of cult and demonic worship in the national parliament of PNG’ (Evara 2013). Die vorliegende Arbeit, die im Bereich der quantitativen Politikwissenschaft verankert ist, beschäftigt sich mit den Fraktionen des Europäischen Parlaments und den Handlungsmustern dieser politischen Akteure. Das Vorgehen der Analyse erfolgt in einem theoretisch geleiteten Dreischritt. Zunächst wird die Entwicklung der Rahmenbedingungen der Kammer und ihrer Akteure eingehend beleuchtet (1). Die Anzahl der Abgeordneten hat sich dabei seit der ersten Direktwahl 1979 von 410 auf heute 785 vergrößert. Es zeigt sich, dass sich innerhalb des Parlaments, und v.a. der Fraktionen, ein System von Akteuren, Rollen und Institutionen herausgebildet hat, das in seiner Art einzig (sui generis) ist. Basierend auf einer Datenbank von allen 6252 namentlichen Abstimmungen (roll-call-votes) der Jahre 2000 bis 2005 wird in einem zweiten Untersuchungsabschnitt deutlich, dass der Zusammenhalt innerhalb der Fraktionen des Parlaments (2) dem einer Legislativkammer eines präsidentiellen politischen Systems ähnelt. Im weiteren Verlauf der Analysen kann gezeigt werden, dass die Kohäsion der Fraktionen zudem vom Abstimmungsverfahren und vom Politikfeld abhängig ist. Weitere Berechnungen weisen darauf hin, dass größere Heterogenität innerhalb der Fraktionen wider erwarten mit größerer Geschlossenheit einhergeht. Dies kann als Hinweis auf eine Ausbildung von effizienten Rollen- und Strukturmustern innerhalb der Akteure betrachtet werden. The European Parliament (EP) now acts as an equal co-legislator with the Council of Ministers in adopting many policies that affect 500 million European citizens on a daily basis. However, the parliamentary legislative organisation is under-researched despite its profound consequences for EU policies and policy-making. Addressing this gap, this thesis studies the internal setup and legislative impact of the EP committees. Drawing on congressional literature, I confront distributive, informational and partisan theoretical approaches to answer the research questions of this project, namely whether and why the EP committees and their legislative output are dominated by preference-outlying legislators with special interests, experts serving the informational needs of the plenary, or loyal members of the working majority party group (coalition). Statistical analyses of committee assignments, allocation of legislative tasks, and adoption of committee reports in plenary are conducted using data on the 6th European Parliament (2004-2009). They are complemented with evidence from semi-structured interviews. The results show that legislators’ special interests and expertise account for the formally regulated assignment to committees depending on the predominant character of their legislative output (distributive or regulatory). La idea era conseguir que el alumnado se implicara de forma activa en un proceso electoral, desde sus inicios, para acabar constituyendo un Parlamento que llevara a cabo alguna de las funciones que competen a esta institución, al mismo tiempo que se conseguía la interiorización, desde un enfoque competencial, de unos contenidos del currículo de Educación Primaria, ya de por si complicados de entender para niños de estas edades. A modernização é um tema recorrente na literatura contemporânea, sobretudo das ciências sociais, e suas expressões trazem elementos de rápida transformação que influenciam toda a sociedade e também suas organizações. O presente estudo está inserido no tema da modernização das organizações, tendo como seu objeto de pesquisa o recorte dos Parlamentos, organizações do Poder Legislativo com características próprias deste Poder. Deste modo, o estudo contribui para o desenvolvimento do campo da administração parlamentar, área de pesquisa pouco desenvolvida no Brasil e que, embora guarde intrínsecas relações, se distingue dos Estudos Legislativos ou da Gestão de Organizações Públicas. This report focuses on the contemporary rotational art collection in Parliament House that is intended for the use of Members and Senators in their offices and suites. The design of Parliament House by architects Mitchell/Giurgola and Thorpe (MGT) incorporated a revolutionary Art and Craft Program of purchases and commissions which was to add meaning and a conceptual theme to the building in order to express the unique democracy and identity of Australia. Chapter one highlights this as well as the inaugural formation of an Art Advisory Committee (AAC) which was to guide the Art and Craft Program. It also highlights the facilitation and creation of the collection in terms of acquisition policies. The easy execution of a fulfilled and representative art collection was encumbered due to government initiated budget cuts to the Parliament House construction in 1986. These cuts effected the contemporary art collection greatly, which is discussed in chapter two. In the interim period between the 1986 budget cuts and 1994 few acquisitions were made in relation to the contemporary art collection and the Art Section was run merely as a service to parliamentarians, offering the art which was purchased between 1983 and 1986. With the 2004 European Parliament elections approaching, it is useful to consider what affects voting in these elections. This paper addresses the puzzle of declining turnout in European Parliament elections. After reviewing the influential “second order elections” explanation emphasizing domestic influences on turnout, especially Mark Franklin’s recent study stressing the importance of electoral salience factors, we develop a revised model to incorporate EU as well as domestic variables. Our model indicates that EU influences, at least on the aggregate level, may have more influence on EP elections than previously reported. Tests of our model for the first five EP elections, 1979 through 1999, find that it provides an alternative explanation of turnout similar in power to Franklin’s model. peer-reviewed; It is often said that European Parliament elections fail as an instrument to express the will of the European people. However, while the elections are not contested at the European level and are often dominated by national issues, this does not necessarily imply that they fail to connect policy views of voters and representatives. We examine policy congruence between voters and candidates, utilizing the candidate and voter surveys of the European Election Study 2009. First, we demonstrate that policy preferences of candidates and voters are constrained by three separate policy dimensions. Second, we show that the quality of representation is high in terms of left/right, the main dimension of conflict in European politics, but lower on the cultural and European integration dimensions. Finally, we demonstrate that in some cases the aggregation of national parties in political groups in the European Parliament poses problems for effective political representation.

Roland Barthes’s arguments in The Pleasure of the Text have brought a literary outlook to the concept of pleasure. For him, texts that do not have a closure ('indecisive texts') create pleasure both in the author and the reader due to polysemy resulting from writerly neurosis. Hence, the body of the text, like a physical body, becomes a site of pleasure. Chaucer’s the Parliament of Fowls presents such a site of bliss through the love debate among the birds where Chaucer depoliticises and satirises the medieval estate structure. Moreover, left open-ended, the text creates Barthesian bliss for both Chaucer and his readers. Thus, the aim of this paper is to elucidate and evaluate Chaucer’s the Parliament of Fowls as the source of textual pleasure.; O argumento de Roland Barthes em seu "O Prazer do texto" trouxe um olhar literário para o conceito de prazer. Para ele, textos que não possuemum fechamento ("textos indecisivos") criam prazer tanto para o autor como para o leitor, devido a polissemia como resultado de neurose da escrita. Assim, o corpo do texto, tal como o corpo físico, torna/se o lugar do prazer. The basic research question was: To what extent does the media coverage of events and processes in society affect initiatives in political life? We hypothesized that the mediatization of politics would increasingly tend to make members of parliament (MPs) base their initiatives on the media instead of receiving propositions from i.e. their constituencies or organized interests, thereby boosting the role of the media in the public policy process. The alternative hypothesis was that the combined effect of commercial pressures, fragmentation, and tabloidization have meant a decline in the influence of the media in setting political agendas. Based on these alternative hypotheses, the study intended to establish the number of incidents of referencing the media as a starting-point for political initiatives in the parliament. The study covered 15 years of parliamentary bills from elected private members of the Swedish Parliament, the Riksdag. Bills were studied comparatively over time —sampling the 1991-1992, 1996-1997, 2001-2002 and 2006-2007— parliamentary sessions to obtain a time-series of the prevalence of media quoted as sources of issues or problems needing political attention on a national level.
