Decision making processes are based on performance measures that are compared with other performance measures values or with targets. Generally, the performance measure is only a number which do not consider the uncertainty associated with obtaining it such as measurement errors, precision and accuracy of measurement tools and subjective judgment. In this work, the uncertainty associated with performance measures is quantified through fuzzy numbers. The decision criterion is also represented by a fuzzy number. An indicator that considers both uncertainties in performance measure and decision criterion is developed. Optimization with stochastic algorithms has become a relevant approach, specially, in problems with complex search spaces. Due to the stochastic nature of these algorithms, the assessment and comparison is not straightforward. Several performance measures have been proposed to overcome this difficulty. In this work, the use of performance profiles and an analysis integrating a trade-off between accuracy and precision are carried out for the comparison of two stochastic algorithms. Traditionally, performance profiles are used to compare deterministic algorithms. This methodology is applied in the comparison of two stochastic algorithms - genetic algorithms and simulated annealing. The results highlight the advantages and drawbacks of the proposed assessment.

The process of performance measurement encompasses the activities required for data collection (use stage), which was previously designed (design stage) and contribute to decision-making after data analysis (analysis stage). The lack of quality of performance measures (PMs) may influence decision-making. Since the process of performance measurement involves generally several actors, the decisionmaker may not be aware of the level of uncertainty associated with performance measures. In this paper, fuzzy sets are used to represent the uncertainty generated in performance measures during its design, use and analysis stages. The uncertainty sources are arranged on three cause–and-effect diagrams representing controllable factors that can lead to imperfect design, use and analysis, impacting on PMs uncertainty. This degree of imperfection will be labelled deficiency (at a given stage) and a methodology is presented to infer its effect on the PM uncertainty. The identification of uncertainty sources and the determination of an Uncertainty Index support actions to improve performance measures’ quality. In this work, the performance measurement process is studied to quantify the uncertainty induced in the resulting performance measure (PM). To that end, the causes of uncertainty are identified, analysing the activities undertaken in the three following stages of the performance measurement process: design and implementation, data collection and record, and determination and analysis. A quantitative methodology based on graph theory and on the sources of uncertainty of the performance measurement process is used to calculate an uncertainty index to evaluate the level of uncertainty of a given PM or (key) performance indicator. An application example is presented. Nesta tese são comparadas diferentes estratégias seguidas por fundos de investimento em ter-mos de performance ajustada ao risco, tendo por base índices de fundos. Os resultados apontam para as estratégias de retorno absoluto como o investimento com melhor relação retorno/risco nos últimos 20 anos para o investidor norte-americano. Esta estratégia de fundos aparece no primeiro lugar do ranking quer em medidas de performance ajustada ao risco que utilizam medidas de risco com distribuição de rendibilidades simétrica (como a volatilidade) quer nas que utilizam medidas de risco com distribuição assimétrica (como a downside deviation). This work aims to identify and rank a set of Lean and Green practices and supply chain performance measures on which managers should focus to achieve competitiveness and improve the performance of automotive supply chains. The identification of the contextual relationships among the suggested practices and measures, was performed through literature review. Their ranking was done by interviews with professionals from the automotive industry and academics with wide knowledge on the subject. The methodology of interpretive structural modelling (ISM) is a useful methodology to identify inter relationships among Lean and Green practices and supply chain performance measures and to support the evaluation of automotive supply chain performance. Using the ISM methodology, the variables under study were clustered according to their driving power and dependence power. The ISM methodology was proposed to be used in this work. The model intends to provide a better understanding of the variables that have more influence (driving variables), the others and those which are most influenced (dependent variables) by others. The information provided by this model is strategic for managers who can use it to identify which variables they should focus on in order to have competitive supply chains.

Performance-based budgeting has long been a recommended reform in both industrial and developing countries. Yet considerable ambiguity remains on how to define and implement this approach. A relatively strict definition is that performance-based budgeting allocates resources based on the achievement of specific, measurable outcomes (Fielding Smith 1999). This definition promises a rational, mechanistic link between performance measures and resource allocations, with the ability to state the level of outputs that can be achieved with an additional amount of resources. But outputs cannot always be quantified precisely-and while performance information offers benefits to governments, it cannot eliminate the inherently political nature of budgeting. Over the past decade U.S. state governments have experimented extensively with performance- based budgeting. The goal of mangrove restoration projects should be to improve community structure and ecosystem function of degraded coastal landscapes. This requires the ability to forecast how mangrove structure and function will respond to prescribed changes in site conditions including hydrology, topography, and geophysical energies. There are global, regional, and local factors that can explain gradients of regulators (e.g., salinity, sulfides), resources (nutrients, light, water), and hydroperiod (frequency, duration of flooding) that collectively account for stressors that result in diverse patterns of mangrove properties across a variety of environmental settings. Simulation models of hydrology, nutrient biogeochemistry, and vegetation dynamics have been developed to forecast patterns in mangroves in the Florida Coastal Everglades. These models provide insight to mangrove response to specific restoration alternatives, testing causal mechanisms of system degradation. We propose that these models can also assist in selecting performance measures for monitoring programs that evaluate project effectiveness. Purpose – When acquiring advanced manufacturing technologies (AMT), the greatest caution should be taken regarding the performance measurement system to be used: the decision regarding new investments should not be conditioned by the excessive use of financial indicators to the detriment of the strategic objectives that motivated the investments. It is intended to analyze the aeronautical sector, for which the purchase of AMT is qualifying criteria, with two intentions: first, to identify the performance measurement systems that are used, and second, to test their correspondence with the objectives that motivated the investments. Design/methodology/approach – A survey of the 20 plants in the population was conducted via a postal questionnaire plus a structured interview. The unit of analysis has been maintained through the triangulation of data sources. Findings – The findings suggest that both financial and non-financial indicators are used, with the latter gaining predominance over the former on some occasions, even though there is no clear correspondence between strategy and the measurement of performance. This paper proposes an examination of public and private Research and Development (R&D) relationships performance and factors that determine possible success (good performance) levels, especially within a learning and knowledge management context. We apply Data Envelopment Analysis (DEA) to arrive at relative efficiency scores, which serve as performance measures. The data set includes intersectoral R&D relationships supported by Spanish companies and Public Research Centres (PRC). We empirically investigate how R&D project and organisational characteristics influence R&D project performance. Our findings reveal that PRCs show more synergy with smaller organisations. Small organisations take better advantage of PRC expertise and resources. Likewise, we also show that integrated R&D projects achieve better results when they are not joined with other R&D projects or organisational functions.

This study examines factors relevant to the development of organizational measures of effectiveness for the Naval Aviation Engineering Service Unit (NAESU). NAESU's principal function is to provide training and assistance to enable Navy and Marine air units to operate, maintain, and repair assigned equipment. This is accomplished through engineering and technical personnel, commonly called ETS or tech reps, assigned to detachments co- located with military air units. This study was designed to enable NAESU to develop performance measures for its organizational components, i.e., DETS, regions and headquarters. The provision of tech rep services requires NAESU to assure tech rep competence, to provide internal support processes, and to facilitate tech rep interchanges with suppliers and customers. Approved for public release, distribution is unlimited; The Monterey Navy Flying Club has undergone tremendous change in the last decade by sustaining a painful downsizing due to the closure of Fort Ord and the substantial reduction in number of members, flight hours, aircraft, and staff. During the peak period when Fort Ord was open the volume of members and flight hours allowed informal short-term planning to fulfill all the clubs financial needs. Additionally, the club had an ample supply of surplus military aircraft along with significant free parts support. Currently, the club has depleted its supply of free parts support and is now faced with the dilemma of whether or not to keep one T-34 in compliance with an expensive Airworthiness Directive. The clubs current financial control measures are do not provide insight into the financial health of the organization. MWR provides financial statements but there is currently no analysis of the statements. The focus has been on short-term thinking that has led to other Navy Flying Clubs disbanding and aircraft that are otherwise airworthy being grounded due to insufficient funds to overhaul components. Monterey Navy Flying Club has been living in the short-term management mode and is still struggling to settle into its new environment of fewer members and aircraft. Navy Flying Clubs need to start assessing their maintenance and aircraft replacement needs and budgeting accordingly. Today the clubs have no plans to pay for replacement aircraft when the current aircraft become unserviceable. Results from the incentive literature suggest that performance measures are often distorted, eliciting dysfunctional and unintended responses. The existence of these responses, however, is difficult to demonstrate in practice because this behavior is typically hidden from the researcher. We present a simple model showing that one can test for the existence of distortions by estimating the change in the association between a performance measure and the true goal of the organization with the measure's introduction. Using data from a public-sector organization, we find evidence consistent with the existence of distortions. We draw implications for the selection of performance measures.

Este estudo tem como objetivo identificar a relação entre medidas de desempenho econômico-financeiro das empresas e a divulgação de medidas de desempenho da área de Recursos Humanos, consideradas proxies para a mensuração do valor gerado pelas pessoas para a organização. Entende-se como medida de desempenho da área de RH a divulgação de ações da área em relatórios não obrigatórios, disponibilizados pelas empresas em seus sites. O estudo, de natureza quantitativa, analisou o site das 500 maiores empresas que atuam no Brasil, conforme lista divulgada pela Revista Exame (ordenadas por seu Lucro Líquido), em busca da existência de divulgação de indicadores de desempenho da área de RH; esses indicadores foram construídos pelos autores do estudo a partir da bibliografia existente. Os resultados mostram que as empresas fazem pouca divulgação dos indicadores relacionados à gestão de RH; nas empresas que os divulgam, não há fortes associações entre essa divulgação e o Lucro Líquido do exercício. Os resultados encontrados sugerem que, embora o capital humano seja apontado como uma das principais fontes de competitividade, ainda não há medidas que elucidem melhor a relação entre as pessoas e o resultado econômico-financeiro das organizações. The pressure for financial accountability contributed to widespread concern about the function of marketing within the company. Consequently, marketers have become preoccupied with measuring the performance of marketing activity. Diverse financial and non-financial methods have been developed to provide evidence of how marketing activity impacts on the bottom line. This article proposes an approach whereby financial and non-financial performance measures are combined to measure the contribution of marketing to sales. Secondary data from two retail brands within the same industry were analysed whereby actual accounting data were adjusted to examine the link between marketing expenditures, specifically with regard to the 4Ps (typical non-financial measures), and sales. The results of the time series regression showed that the nature of the relationship between marketing expenditures and sales is dependent largely on the product characteristics. The link between marketing and sales depicted serves as a starting point from which to build a more robust measurement tool incorporating financial and non-financial marketing performance measures that will serve to justify investment in the marketing of a brand.
