With the increasing size of wind power
generation it is required to perform power system stability
analysis that uses dynamic wind generator models.
In this paper are presented all the wind power system
components, including the turbine, the generator, the power
electronic converter and controllers. The aim is to study the
Doubly Fed Induction Generator (DFIG) operation and its
connection to the power system, either during normal operation
or during transient grid fault events.
Two different control system design technologies are present,
the first is performed by standard PI controllers and the second
is based on artificial neural networks

The objective of this report, therefore,
is to provide a comprehensive analysis of the development of
the renewable power generation sector in the country over a
period of ten years, from 1996 to 2006, as a reference for
the design of future policy and market interventions in Sri
Lanka and other countries. This analysis aims to assist
stakeholders to assess the potential for growth in terms of
energy contribution from indigenous renewable resources,
private sector investment and rural infrastructure
development. The report also serves to reveal the
conflicting priorities of stakeholders, which impact the
development of indigenous energy resources, and thereby
create a platform for constructive debate towards realizing

The objectives of this study are to develop a taxonomy of the existing power market structures, as shown by the extent of vertical and horizontal unbundling found among restructured power systems, across developing countries; to design an analytical framework for assessing the desirability of unbundling under the variety of economic conditions found among developing countries; and To propose insights for operational guidance on alternative market structures based on relevant criteria, in particular on the initial conditions of a country and its power sector. The study specifically examines whether power system size and country per capita income can be reliable indicators of initial conditions for guiding policy on power market structure. This guidance is needed to address issues such as whether there are solid foundations for recommending vertical unbundling for small power systems in low-income countries, particularly in the absence of short term privatization prospects. The policy recommendations therefore have to be tailored to the specific taxonomy of market structures that characterize the electricity sector in developing countries. A 1999 study by the Bank, which
summarized the unprecedented opportunity for economic, and
environmental benefits for individual countries, and the
entire Greater Mekong Sub-region (GMS) associated with
cross-border power trade, concluded that a full trade
scenario, could yield significant savings over the next two
decades, even before quantifying substantial environmental
benefits. Based on these conclusions, GMS member countries
were surveyed (attached as an appendix), and, this report
compares the status of institutional/regulatory, and
commercial policies across the region, to provide background
information. Specifically, the focus is on the compatibility
of national regulatory systems, especially for wheeling; the
compatibility of pricing principles at both production, and
transmission; and, the potential barriers to enhanced trade,
which are revealed in this review. Section 2 provides a
brief review of on-going reforms in member countries.

Developing countries are increasingly
pursuing and benefitting from regional power system
integration (RPSI) as an important strategy to help provide
reliable, affordable electricity to their economies and
citizens. Increased electricity cooperation and trade
between countries can enhance energy security, bring
economies-of-scale in investments, facilitate financing,
enable greater renewable energy penetration, and allow
synergistic sharing of complementary resources. This
briefing note draws from the experiences of RPSI schemes
around the world to present a set of findings to help
address these challenges. It is based on case studies of 12
RPSI projects and how they are dealing with key aspects of
RPSI, such as: (i) finding the right level of integration;
(ii) optimizing investment on a regional basis; (iii)
appropriate regional institutions (iv) technical and
regulatory harmonization; (v) power sector reform and
integration (vi) the role of donor agencies (vii) reducing
emissions through RPSI; and (viii) RPSI and renewable energy.

This report reviews the evolution of the
Indian power sector since the landmark Electricity Act of
2003 (EA 2003, or EA), with a focus on distribution as key
to performance and viability of the sector. While all three
segments of the power sector generation, transmission, and
distribution are important, revenues originate with the
customer at distribution, so subpar performance there hurts
the entire value chain. Persistent operational and financial
shortcomings in distribution have repeatedly led to central
bailouts for the whole sector, even though power is a
concurrent 1 subject under the Indian constitution and
distribution is almost entirely under state control.
Ominously, the recent sharp increase in private investment
and market borrowing means power sector difficulties are
more likely to spill over to lenders and affect the broader
financial sector. Government-initiated reform efforts first
focused on the generation and transmission segments,
reflecting the urgent need for adding capacity and the
complexity of issues to be addressed at the consumer

This book reviews the major developments
in and the lessons learned from the 21-year (1991-2012)
experience with private sector participation (PSP) in the
power sector in India. It discusses the political economy
context of the policy changes, looks at reform initiatives
that were implemented for the generation sector, describes
transmission and distribution segments at different points
in the evolution of the sector, and concludes with a summary
of lessons learned and a suggested way forward. The
evolution of private participation in the Indian power
sector can be divided into different phases. Phase one was
launched with the opening of the generation sector to
private investment in 1991. Phase two soon followed - early
experiments with state-level unbundling and other reform
initiatives, including regulatory reform, culminating in
divestiture, and privatization in Orissa and Delhi

In many countries, diverse legislations are today asking for more rational use of energy. For this reason, several initiatives are nowadays promoting a reduction of the overall energy consumption. The European Union has published a Directive 2009/125/EC which fix eco-design requirements to energy-related products. One of these products is power transformers which are a basic piece of generation, transmission, distribution and consumption of electrical energy. The operation of these machines implies the transformation of energy, a part of this energy is dissipated in electrical and magnetic circuits. The amount of losses produce by transformers is defined during the design of these machines. So, they must comply with the above EU Directive. In fact, the Official Journal of the European Union has set a list of energy efficiency limits to be fulfilled by new machines sold in Europe (Commission Regulation 548/2014). This article presents three parts. The calculation of the maximum performance is presented in the first part. This is independent of the load percentage, the impedance and the voltage level. This paper describes a preliminary experience with the installation and use of a no-gap power quality meter network along a distribution grid in the North of Spain. No-gap power quality meters record all cycles of voltage and current waveform for all the monitored channels. This approach extends the analysis further than the classical approach provided by other power quality meters that records only survey data and events triggered according predefined rules. A comparison with the classical approach is discussed and the results of a two year power quality survey are also provided.

substantial decline in the cost of solar PV power plants (80
percent reduction since 2008) has improved solar PV’s
competitiveness, reducing the needs for subsidies and
enabling solar to compete with other power generation
options in some markets. The World Bank Group (including the

Agency) helps client countries secure the affordable,

This report assesses progress in
implementing the government of India's power sector
reform agenda and examines the performance of the sector
along different dimensions. India has emphasized that an
efficient, resilient, and financially robust power sector is
essential for growth and poverty reduction. Almost all
investment-climate surveys point to poor availability and
quality of power as critical constraints to commercial and
manufacturing activity and national competitiveness.
Further, more than 300 million Indians live without
electricity, and those with power must cope with unreliable

Sub-Saharan Africa is in the midst of a
power crisis marked by insufficient generating capacity,
unreliable supplies, high prices, and low rates of popular
access to the electricity grid. The region's capacity
for generating power is lower than that of any other world
region, and growth in that capacity has stagnated. The
average price of power in Sub-Saharan Africa is double that
of other developing regions, but supply is unreliable.
Because new household connections in many countries are not
keeping up with population growth, the electrification rate,
already low, is actually declining. The manifestations of
the current crisis are symptoms of deeper problems that are
explored in this study of power sector institutions in 24
countries of Sub-Saharan Africa, which draws extensively on
a new body of research undertaken as part of the multi-donor
Africa Infrastructure Country Diagnostic (AICD). There are
nearly 60 medium- to longer-term power sector projects
involving the private sector in the region excluding leases

At the end of 2011, the Indian power
sector found itself in financial crisis, just a decade after
the 2001 bailout of state electricity boards (SEBs) by the
central government. Bankrupt state power distribution
utilities in several states were unable to pay their bills
or repay their debts. Despite the passage of the landmark
2003 Electricity Act and implementation of a broad set of
reforms over the past decade, the sector today is looking at
another rescue from the center, four times larger than
before. This financial rescue scheme amounts to about Rs 1.9
trillion ($42 billion) and was instigated by the
nonperforming assets of the banks and other financial
institutions. The Electricity Act was envisaged to create
independent companies functioning on commercial principles,
but they are still far away from that goal. This report
presents a diagnostic of the financial and operational
performance of segments in the power sector value chain
between adoption of the Electricity Act, 2003, and 2011,
including analysis of the factors that contributed to the

This paper studies the performance of several
different physical clearing mechanisms in the electricity
market. The study is done using the simulation tool,
Marketecture, developed at the Los Alamos National Laboratory.
Two cities, Portland and Chicago, are used for
simulating the physical clearing algorithms. The algorithms
were chosen according to their ability to serve as a proxy
for some of the well known policies. Our results show
that, based on the economic measures chosen, both cities
perform very similarly under the different physical clearing
