Os Modelos Aplicados de Equilíbrio Geral (modelos AEG) são úteis para analisar o impacto de políticas do governo sobre a economia de um país sem perder os detalhes em nível setorial. Os modelos AEG inter-regionais fornecem detalhes adicionais em nível regional, o que é interessante para a análise de políticas públicas para o Brasil que tem diferenças econômicas e sociais em nível regional. Dessa forma, o Modelo Inter-regional para a Economia Brasileira MIBRA foi trabalhado para analisar as políticas econômicas e sociais propostas pelo governo federal, com mandato de 2003 a 2006. Além do objetivo de analisar as políticas públicas brasileiras, o tratamento endógeno do investimento foi incorporado no modelo MIBRA, o que permite melhorias nos resultados tanto para a análise de estática comparativa como para a dinâmica recursiva. A hipótese básica verificada neste trabalho é que as propostas de políticas apresentadas pelo novo governo federal são efetivamente realizadas se existir uma combinação do aumento dos investimentos e gastos públicos com o aumento da produtividade dos fatores de produção. O modelo MIBRA foi trabalhado com 16 setores e cinco macrorregiões brasileiras. Este tese tem por objetivo analisar o papel da legislação enquanto prática institucional de estruturação das políticas públicas. Pretende-se oferecer uma estrutura conceitual que auxilie na compreensão do modo como leis são desenhadas, da forma como administradores comportam-se diante destes arranjos legislativos, da capacidade de tais atos normativos de influenciar a atividade de implementação de programas governamentais, bem como a relação existente entre determinadas estratégias legislativas e os resultados das políticas públicas. Para tanto, esta tese se baseará nos pressupostos e fundamentos de uma teoria da legislação capaz de fornecer as ferramentas analíticas necessárias para a identificação das potencialidades e limitações de diversos instrumentos de engenharia legislativa para promover o controle político da administração e a efetividade das políticas públicas. Ver-se-á que a formulação de uma lei envolve escolhas não só sobre o conteúdo das políticas públicas, mas também sobre aspectos formais das normas jurídicas e dos procedimentos de tomada de decisão administrativa que constarão do texto legislativo. Esta tese se insere no campo da avaliação de política pública e com esse escopo faz a avaliação da implementação da política do governo federal denominada “Programa Mais Educação” que se propõe a ser um indutor da ampliação da jornada escolar na perspectiva da educação integral. Trata-se de uma pesquisa de caráter qualitativo que teve como objetivo geral avaliar processos de implementação e impactos do Programa na qualidade da educação e no financiamento do ensino fundamental em escolas da rede estadual de ensino do Rio Grande do Sul. Nos aspectos teóricos, o estudo apresenta um breve histórico da política pública enquanto campo de conhecimento e aspectos legais e conceituais de política pública e de avaliação de política. Como referencial metodológico foi utilizado o modelo analítico do ciclo de política de Stephen Ball e Richard Bowe, por ser uma abordagem que propicia a investigação das políticas como um processo contínuo, bem como pela sua preocupação com os efeitos das políticas. Esta Tese é o resultado de uma pesquisa cuja motivação é a melhoria das políticas públicas; tema que preocupa sociedades que anseiam consolidar a sua democracia num momento em que é intenso o debate acerca de qual modelo de Estado é o mais adequado para tanto. Mas, dado que qualquer que seja o modelo que emergir desse debate, a sociedade e o próprio Estado terão que prestar crescente atenção a como se formulam, implementam e avaliam as políticas públicas, foi este o foco da pesquisa. E não o Estado em si ou o debate em curso; assuntos que, diga-se de passagem, estão sendo bem explorados em nosso ambiente acadêmico. Já no início da pesquisa, ficou claro que, embora muitos dos autores que tratam o tema das políticas públicas e muitos dos pesquisadores que sobre elas pesquisam não explicitem, foram identificadas duas maneiras de estudá-las. Classificar os dois enfoques da avaliação e da análise de política pública ? de maneira a possibilitar aos interessados no tema um painel das contribuições dos autores que se alinham com cada um deles, foi o objetivo perseguido ao longo de boa parte da pesquisa. Esta tese de doutorado, usando uma metodologia qualitativa e conceitos de economia solidária, de política pública e Estado, burocracia, poder político e tomada de decisões, investiga a implantação de política pública de economia solidária no Governo Federal (2003-2006), Governo do Estado do Rio Grande do Sul (1999-2002), Municípios de São Paulo (2001-2004), Santo André (1989-2004), Osasco (2005-2007) e no município de Campinas (2001-2007). Busco, a partir dos marcos legais e das intencionalidades da política, estabelecer nexos dessa construção e, a partir daí categorizá-la como política pública em construção através dos indicadores propostos. Em particular no município de Campinas (2001-2007), utilizando a metodologia do estudo de caso, a partir de um duplo papel de pesquisador e gestor da política, apresento a construção dessa política a partir de seu marco legal, detalhando a ação da burocracia pública na análise das proposições construtivas da política no fomento aos empreendimentos solidários. Utilizo os espaços de construção da política, definidos entre os sujeitos constitutivos da política, para estabelecer os nexos entre o conceito de economia solidária e da política pública de economia solidária. O objetivo da tese foi compreender a relação complexa da política pública para a educação superior, entre 1995 e 2008, por meio do arcabouço teórico da vertente histórica do neoinstitucionalismo. Por meio da análise tridimensional da política (polity, politics e policy), a pesquisa procurou reconstruir o ambiente multifacetado do processo de gestação da política pública, que tem início na constituição da agenda pública e perpassa a formulação e a implementação da política educacional nos governos dos presidentes Fernando Henrique Cardoso (1995 a 2002) e Luís Inácio Lula da Silva (2003 a 2008). O fio condutor é a dinâmica da Arena Decisória de Educação Superior, na qual a política pública gestada pelo MEC influenciou e foi influenciada pelo conjunto de atores governamentais e sociais. A política pública foi entendida como um conjunto sistêmico interdependente de sete pilares, a saber:autonomia, centralização do poder decisório, avaliação, formação de professores, flexibilização curricular, expansão e financiamento, que contribuíram para intervenção do Poder Público em prol da expansão da educação superior.O exame da complexidade de cada um desses elementos possibilitou responder a primeira indagação proposta pela tese. From the course home page: Course Description Fundamentals of Public Policy is an introductory course that explores policy-making as both a problem-solving process and a political process. We look at policy-making from the perspective of different focal actors and institutions, including: administrative agencies, legislators, the courts, the mass public, interest groups, and the media. We examine the interplay between policy development and institutions, and review normative and empirical models of policy-making. Exploring these issues will require us to address questions like: How and why does something come to be seen as a "public problem" requiring a governmental response, while others fail to get attention? Why do we need public policies? What determines the content and nature of public policies? Who decides public policy priorities? Does public policy every accomplish anything worthwhile?

The research entitled Public Policy Space at the Agribusiness municipality of Rio Verde - presents theoretical contributions on public policy and its relationship to geographical space. The book showcases an innovative
approach to social policy that the author believes can act
to transform the capacity of states to implement policies to
enhance equality of opportunity among citizens. The approach
is built around the framework of social guarantees and
emphasizes multiple dimensions in the delivery of services
and the realization of rights. The social guarantees
approach converts abstract rights into defined standards
that can be used as a framework for making public policy
accountable to citizens. It emphasizes that effective
realization of social rights requires attention not just to
dimensions of access, but also to elements of quality,
financial protection, and the availability of mechanisms of
redress. Social guarantees strengthen citizenship through an
emphasis on the policy mechanisms and democratic processes
needed to define and support such standards. Rigorous
analysis of available public resources and of institutions,
programmatic approaches, and legal frameworks is essential
to underpin the provision of social guarantees and to ensure
that the set standards can be delivered to all.

Since the early 1990s, the importance of
chronic non-communicable diseases (NCDs) to global health
has gained increased recognition. This report contains an
agenda for action in response to the growing economic,
social, and health problems posed by NCDs. Its objective is
to enable the World Bank and its clients to examine and,
where appropriate, strategically shift their approaches to
public policy as a tool to prevent and control NCDs. The
report highlights two broad themes. First, public policies
need to prevent NCDs to the greatest extent possible and, in
doing so, promote healthy aging and avoid premature deaths.
Second, at the same time, public policies need to recognize
that the burden of NCDs will increase because of population
aging, and therefore public policy has a role to play in
dealing with the pressures that this will impose on health
services. Thus the report has a dual purview: how to avoid
the burden of NCDs as much as possible and how to prepare
for the consequences of more NCDs associated with
demographic change.

four perspectives: 1) the changing profile of the poor, who
they are, where they live, their defining characteristics,
so as to better understand the dimensions of the problem
(Chapters 1 and 2); 2) the changing profile of income
inequality in Thailand, to assess whether income
distribution should be an issue for public policy (Chapters
3 and 4); 3) some of the strategic, cross-sectoral issues
that are at the center of public policy debates on poverty
reduction in Thailand (Chapter 4); and 4) the performance of
recent policies and programs to reduce poverty, so as to

The aim and the reality of community consultation in the public policy process are often at odds. Simple mechanical remedies of consultative models and practices will not in themselves include the citizen beyond the ballot box. This Discussion Paper discusses the findings of a study conducted as part of PhD work in progress that examines two current public institutional trends in the ACT, purchaser-provider public sector arrangements and community consultation. The Australian Capital Territory offers the academic and practicing public policy community a unique opportunity to observe the interaction of old and new trends in OECD public policy best practice. Internationally, ideas about purchaser-provider models have been in place for some time. Current OECD activity is now emphasising community consultation to "strengthen government-citizen connections" in OECD countries and notes that there is now a strong trend towards renewal and expansion of public consultation in regulatory development which is underway in OECD countries (PUMA 1999). The ACT has both purchaser provider arrangements and significant investment in community consultation and provides a practical insight into the interaction of past ideas and current preoccupations in public policy. The Discussion Paper's study has found indications in the ACT that public institutional and reported service delivery arrangements have conditionally resulted in greater government control over the policy process; elected representatives have greater determination of public services...

Mass media play a crucial role in
information distribution and in the political market and
public policy making. Theory predicts that information
provided by the mass media reflects the media's
incentives to provide news to different groups in society
and affects these groups' influence in policy making.
The paper use data on agricultural policy from 69 countries
spanning a wide range of development stages and media
markets to test these predictions. The empirical results are
consistent with theoretical hypotheses that public support
for agriculture is affected by the mass media. In
particular, an increase in media (television) diffusion is
associated with policies that benefit the majority to a
greater extent and is correlated with a reduction in
agriculture taxation in poor countries and a reduction in
the subsidization of agriculture in rich countries, ceteris
paribus. The empirical results are consistent with the
hypothesis that increased competition in commercial media
reduces transfers to special interest groups and contributes
to more efficient public policies.

Urbanization is proceeding rapidly across the globe. During the 20th century, the urban population grew from approximately 200 million to 2.9 billion worldwide [1]. By 2030, the United Nations predicts cities will be home to another 2 billion residents [2]. Such rapid growth is likely to have widespread consequences for urban ecosystems, which in some places are already stressed due to changes in land cover; air pollution; local, regional, and global climate; water quality and availability; and biodiversity. Yet, few studies have focused specifically on the influence of urbanization on key ecosystem services, such as the provision of clean water and air. As a result, the implications of coming urbanization for local sustainability efforts remain underdeveloped.
The goal of this paper is to map ecosystem stress and response strategies with respect to urban air pollution. To this end, the paper briefly summarizes the conceptual linkages between urbanization, air quality, and ecosystem services. The paper next reviews existing research on areas already stressed by air pollution, compiles predictions regarding future urbanization and its likely air quality impacts, and compiles information regarding locally-adopted sustainability strategies to deal with coming air pollution stress.
