Os Conselhos de fiscalização do exercício de profissionais da área da saúde são órgãos públicos, e, como tais, devem ter suas ações de comunicação orientadas pelos preceitos constitucionais, que determinam as ações de publicidade (o tornar público) pautadas pelos princípios do interesse público. O trabalho investiga, por meio dos procedimentos de análise de conteúdo de Laurence Bardin, se os propósitos constitucionais são cumpridos pelos Conselhos estudados (Conselho Regional de Medicina de São Paulo, Conselho Regional de Enfermagem de São Paulo Conselho Regional de Fisioterapia e Terapia Ocupacional da 3ª região) em suas ações e políticas de comunicação. Este trabalho trata da relação entre os atores que participaram no Conselho Estadual de Saúde do Rio Grande do Sul (CES/RS), no período 1999 a 2002. A partir da leitura de Atas das Reuniões Plenárias do CES/RS foram selecionados alguns conflitos e articulações em torno dos quais os conselheiros manifestaram posicionamentos acerca do funcionamento e do desempenho do Conselho. Através da formação da pauta e da atuação dos Conselhos Regionais, usuários e trabalhadores, em aliança com o gestor estadual, influenciaram a decisão no CES/RS e criaram meios para aumentar o controle sobre a distribuição dos recursos financeiros repassados a municípios e hospitais. A partir da criação destes Conselhos, diversos Planos Estratégicos de Desenvolvimento Regional foram produzidos pelos Coredes, objetivando a criação de instrumento de organização e hierarquização das demandas regionais, e também como instrumento de promoção do desenvolvimento, através da busca de soluções locais para os problemas enfrentados. Para a apreensão deste fenômeno foi necessária a descrição da experiência pelo sujeito que o vivencia. Com esse intuito foi realizada uma pesquisa qualitativa com enfoque na fenomenologia estrutural de Martins e Bicudo. Os Conselhos Regionais de Saúde selecionados estavam em pleno funcionamento na época das entrevistas (composição paritária e completa, mandato igual ou superior há 6 meses de exercício e reuniões mensais). Dissertation submitted in partial fulfilment of the requirements for the Degree of Master of Science in Geospatial Technologies.; Recent innovations in geospatial technology have dramatically increased the utility and ubiquity of cartographic interfaces and spatially-referenced content on the web. Capitalizing on these developments, the Farm2.0 system demonstrates an approach to manage user-generated geocontent pertaining to European protected designation of origin (PDO) food products.Wordpress, a popular open-source publishing platform, supplies the framework for a geographic content management system, or GeoCMS, to promote PDO products in the Spanish province of Valencia. The Wordpress platform is modified through a suite of plug-ins and customizations to create an extensible application that could be easily deployed in other regions and administrated cooperatively by distributed regulatory councils. Content, either regional recipes or map locations for vendors and farms, is available for syndication as a GeoRSS feed and aggregated with outside feeds in a dynamic web map.

The present study aims at making a theoretically reflection about the reconstruction process of democracy that can be observed in the country since the opening political process, which took place with the Geisel´s government in 1974, passing through the first civil president, in 1985, the Constitution process, in 1986, and finally the Constitution promulgation in 1988. It interests to this study analyses the premise that the 1988 Constitution inaugurates the moment in which democracy starts to be reconstructed in the country, and that this reconstruction is made in such a brand new way, once it included the possibility of participation of the civil society in the deliberation of the public politics, what became possible with the creation of new spaces of a gestion shared by the three executive powers: federal; states; municipalities, and with the civil society, in the councils created in those spheres. This paper analyzes the political participation of Social Workers at the Social Service Regional Council Region 14th. The theoretical and methodological framework of this investigation has as its perspective the totality of social life and its determining relations within the object of study. To the production, analysis and collecting of data it was used a qualitative approach considering a bibliographical and documental research as well as a series of twelve interviews with 2005-2008 and 2008-2011 managing counselors of CRESS/RN. It was also used the data obtained from other special interviews held with the social workers in the period between 2007 and 2008. The results of this study allow and affirm the political dimension of Caseworkers and the CRESS/RN as a space of political activity with opportunities for effective and collective elaboration of strategies in order to reach the fulfillment of the ethical and professional policy of the Social Work. From a historical viewpoint, the beginning of this process is marked by the struggle for democracy, the end of military dictatorship, the establishment of the State of Human Rights. The Lincoln County Historical Council began meeting December 17,1960 under the advisement of the Publicity, Planning and Development Committee of Lincoln County. The group was composed of three members appointed from each of the four existing historical societies: one member appointed from the executive of the Women’s Institute, one member from Lincoln County Council, the Deputy-Clerk and Treasurer of the County and a member from the Niagara Editorial Bureau. The Welland County Historical Council was soon formed after this along the same lines. In the early 1960’s the Lincoln and Welland County historical councils began work on an inventory of historic buildings with the intent to emphasize the historical significance of this area. The information gathered by volunteers and a professional photographer and an architect was used to present a “brief” to the federal government in 1962 and the provincial government in 1963. The dispersal of the powers exercised and functions performed by the two major land councils has been a subject of debate and recommendations on a number of occasions since the Aboriginal Land Rights (Northern Territory) Act 1976 came into effect. The Reeves Review of the Act in 1998, and the subsequent Inquiry into that Review by the House of Representatives Standing Committee on Aboriginal and Torres Strait Islander Affairs (HORSCATSIA) this year, have raised the issue to prominence again and ensured that it will be dealt with in the coming round of statutory amendments. This Discussion Paper considers the steps that have been taken towards regionalisation under the current provisions of the Act, and compares models for further regionalisation proposed by David Martin, the two land councils, and HORSCATSIA. These proposals, while more moderate than that of Reeves in that they all presume the continued existence of the Northern and Central Land Councils, differ on a number of points. Regionalisation within, or outside, the existing land council structures, provision for local initiative in seeking devolution, and the role of the Minister, are among the matters at issue in an attempt to secure both increased local or regional autonomy and improved land council efficiency. This paper updates earlier work on participation and representation in ATSIC elections. It adds analysis of the fifth round of ATSIC elections held in 2002 to those held in 1990, 1993, 1996 and 1999. It confirms and refines earlier findings relating to a number of different measures of participation and representation. It argues that overall voter turnout is reasonable given the voluntary nature of ATSIC elections. It discerns a distinctive geography of both voter turnout and candidate interest, which are higher in sparsely settled northern and central Australia, and lower in southern more settled Australia. It argues that women’s participation in ATSIC elections as voters, candidates and in being elected as regional councillors is quite high, but that there is some falling away in women’s election to the 52 full-time salaried offices of Commissioner and Regional Council Chairperson. It notes some weakness in the representation of women as regional councillors in remote areas and an under-representation of councillors under the age of 35. The Northern Territory government’s recent release of a ‘Stronger Regions Policy’ (Northern Territory Government 2003) raises major questions of public policy and social scientific interest. At the heart of this policy is the gradual establishment of regional governance structures, broader in conception than the current 65 Northern Territory local government councils, both spatially and functionally. As an exercise in restructuring, the key feature is a series of partnership agreements negotiated between the Territory government and these new regional representative bodies. Currently, one such body exists, a number are close to formation, and supposedly they will ultimately extend across the Territory. The agreements associated with them will serve to identify mutually determined social, economic, and service delivery outcomes together with the means to achieve them. Significantly, in the context of the present paper, these will be codified in a series of negotiated regional development plans, and they will be subject to a regular process of evaluation and monitoring against measurable outcomes. We use our experience as consultants to a regional mental health planning project in South Australia to describe three practical aspects of regional health planning. First, we systematically summarised various data on socio-demographic indicators, health status and health service use along with qualitative opinion about needs and services from consultations with over 200 stakeholders. In addition to these data, we found that attention to two other aspects of planning, circumstance and politics, were of critical importance, particularly if the plan was to be implemented and as a way of turning thinking into action.

Aboriginal representatives contemplating an open argument with the Aboriginal and Torres Strait Islander Commission(ATSIC) about funding or representation sometimes caution each other:'don't shoot the banker'. There is little doubt that this volume of essays on ATSIC will be taken in some quarters to be doing just that, but they are intended, and should be viewed, in a more constructive light. They are a collective attempt to analyse this complex organisation after six years of its operation, and to open up debate about reform. The writers adopt a variety of perspectives on the role and impact of ATSIC, and they do not agree with each other on all points. The volume as a whole concentrates on the representative role of ATSIC, its presentation of itself as the supreme Aboriginal representative and political body. It does not echo the fairly common, and often misplaced, criticisms of waste and inefficiency of ATSIC as a development program funding organisation. The Whitlam government of the 1970s introduced the principle of self-determination to Indigenous affairs. Since then it has been accepted as an important factor in attaining equality for Indigenous Australians. Self-determination can be broadly understood to mean the transference of political and economic power to Aboriginal and Torres Strait Islander communities. In is understood in terms of Aboriginal people having control over the ultimate decision about a wide range of matters including political status, and economic, social and cultural development and having the resources and capacity to control the future of their own communities within the legal structure common to all Australians. Political representation is a vital aspect of Indigenous self-determination as it is the forum in which Indigenous people can express their views and opinions as well as influence policies concerning their lives and communities and interact with the government in order to achieve the best possible results for all involved. This report analyzes, through a review of the regulatory framework, case studies, and international experiences, current arrangements for coordination of government programs in priority regions in Mexico, as well as opportunities for better addressing the development needs of those regions via enhanced coordination. Transparent budgets and public financial management processes constitute a key pillar of good governance. However, while this has been increasingly recognized for national budgets, little attention is paid to subnational budget transparency. To fill this lacuna, a World Bank-supported initiative piloted a local budget transparency index (LBTI) in two of Cameroon s ten regions. Thirty-one local councils in the Northwest Region and nineteen in the Adamawa Region self-assessed the openness of their budget processes by filling out questionnaires in 2012. The councils were then ranked, the results were published, and, in Adamawa, discussed in a public meeting called by the region s governor and attended by mayors and the media. Through this exercise, mayors of low-ranking councils were publicly questioned about their low scores, which led to a palpable desire on their part to better perform in the next round of the survey. Informações acerca dos conselhos de saúde são importantes para se traçar estratégias que garantam a gestão participativa desses e seu pleno funcionamento. Objetivou-se analisar a organização e funcionamento do conselho municipal e dos seis conselhos regionais de saúde de Fortaleza-CE. Para a coleta de dados deste estudo descritivo, utilizou-se consulta aos arquivos dos conselhos e entrevistas semi-estruturadas aplicadas aos conselheiros. Foram entrevistados quatro representantes do conselho municipal e três representantes de cada um dos seis conselhos regionais, perfazendo um total de 22 conselheiros. A amostragem foi aleatória e dependeu da decisão dos sujeitos em participarem do estudo. A análise dos dados foi realizada por meio de descrição das falas. Os dados foram apresentados por categorias. Verificou-se baixa freqüência dos conselheiros regionais as reuniões. Os sujeitos referiram dificuldades em reconhecer seu papel de conselheiros. Constatou-se que a maior parte dos conselhos regionais e o municipal possuem estrutura que permite o pleno funcionamento. Entretanto, aqueles considerados em péssimas condições em determinados aspectos, principalmente no estrutural, prejudicam o funcionamento, organização e a participação popular no acompanhamento e fiscalização da gestão.; Information about the health councils are important to set strategies that guarantee the their participative management and maximum performance.
