In this paper, the method of Galerkin and the Askey-Wiener scheme are used to obtain approximate solutions to the stochastic displacement response of Kirchhoff plates with uncertain parameters. Theoretical and numerical results are presented. The Lax-Milgram lemma is used to express the conditions for existence and uniqueness of the solution. Uncertainties in plate and foundation stiffness are modeled by respecting these conditions, hence using Legendre polynomials indexed in uniform random variables. The space of approximate solutions is built using results of density between the space of continuous functions and Sobolev spaces. Approximate Galerkin solutions are compared with results of Monte Carlo simulation, in terms of first and second order moments and in terms of histograms of the displacement response. Numerical results for two example problems show very fast convergence to the exact solution, at excellent accuracies. The Askey-Wiener Galerkin scheme developed herein is able to reproduce the histogram of the displacement response. This paper reports experiments on the use of a recently introduced advection bounded upwinding scheme, namely TOPUS (Computers & Fluids 57 (2012) 208-224), for flows of practical interest. The numerical results are compared against analytical, numerical and experimental data and show good agreement with them. Este trabalho de pesquisa é dedicado ao desenvolvimento, análise e implementação de um novo esquema upwind de alta resolução (denominada PFDPUS) para a aproximação de termos convectivos em leis de conservação e problemas relacionados em mecânica dos fluídos. Usando variáveis normalizadas de Leonard, o equema PFDPUS é baseado em uma função polinomial por partes que satisfaz os critérios de estabilidade CBC e TVD. O desempenho do esquema PEDPUS é investigado na solução das equações de advecção de escalares, Burgers, Euler e MHD. O novo esquema é então aplicado para simular escoamentos incompressíveis envolvendo superfícies livres móveis. Para tanto, o esquema PFDPUS é implementado dentro do software CLAWPACK para problemas compressíveis, e no código Freeflow para poblemas incompressíveis. A bounded upwinding scheme for numerical solution of hyperbolic conservation laws and Navier-Stokes equations is presented. The scheme is based on convection boundedness criterion and total variation diminishing stability criteria and developed by employing continuously differentiable functions. The accuracy of the scheme is verified by assessing the error and observed convergence rate on 1-D benchmark test cases. A comparative study between the new scheme and conventional total variation diminishing/convection boundedness criterion-based upwind schemes to solve standard nonlinear hyperbolic conservation laws is also accomplished. The scheme is then examined in the simulation of Newtonian and non-Newtonian fluid flows of increasing complexity; a satisfactory agreement has been observed in terms of the overall behavior. One of the most important programs for Indigenous community and economic development is the Community Development Employment Projects (CDEP) scheme. CDEP employs around 35,000 Indigenous Australians and accounts for over one-quarter of total Indigenous employment. This paper reviews the evidence on the social and economic impacts of the scheme. The available evidence demonstrates that the scheme has positive economic and community development impacts and that it is cost effective in achieving these outcomes. The paper argues that the CDEP program should continue to be supported and resourced and outlines options for future policy directions in regard to Indigenous economic development and the role of the CDEP scheme.; no

During the 1990s, the number of Australian taxpayers involved in aggressive tax planning more than doubled. This aggressive form of financial planning poses a serious threat to the integrity of Australia’s tax system. In order to deal with the problem, the Australian Taxation Office (Tax Office) announced in 1998 that they would be implementing a number of initiatives aimed at combating aggressive tax planning. Part of the Tax Office’s crackdown on aggressive tax planning involved issuing amended assessments to the 42 000 Australians who invested in mass marketed tax schemes. The majority of scheme investors, however, resisted the Tax Office’s attempts to recover scheme related tax debts. This paper discusses the findings of an empirical study that shows that the widespread resistance exhibited by scheme investors was due partly to the manner in which the Tax Office dealt with the schemes issue. Using survey data collected from 2301 tax scheme investors, and 2040 taxpayers from the general population, it will be shown that those who invested in tax schemes are more disillusioned with the tax system, are more hostile and resistant towards the Tax Office, and are more likely to resent paying tax as a result. The background to the establishment of the Snowy Mountains Hydro-electric Scheme is examined, with an eye to any environmental considerations taken into account, either during planning, establishment or construction. The environmental assessment processes involved in the establishment of such a scheme today are, naturally, more involved than those surround the initial planning of the Scheme. Had these modern processes existed at the time of the establishment of the Scheme, a different outcome could have arisen. The ANZECC guidelines are used as a framework with which to examine the establishment of the Scheme. The current state of the environment surrounding the Scheme is examined, and while some areas are found wanting, others, namely concerns due to erosion, have been adequately examined with appropriate safeguards implemented. The modern framework of Environmental Impact Assessments prove to offer valuable insights in the implementation of large scale projects, and illuminates the processes by which the Scheme managed without an EIA, namely by concentrating on only those aspects of the natural environment which could directly feedback into and effect the viability of the Scheme. One essential component of global efforts on climate change mitigation is the incentive-based mechanism that seeks to Reduce Emissions from Deforestation and Forest Degradation and also enhances forest carbon stocks through sustainable forest management in developing countries (the REDD+ scheme). There are other potential co-benefits associated with the REDD+ scheme which include biodiversity conservation, poverty alleviation and enhancement of rural livelihoods. A clear challenge for the REDD+ scheme is that if its implementation should be deemed as successful, the various drivers of deforestation should be addressed whereas the rights of local or forest fringe communities to forest resources should concurrently not be compromised. This research uses Ghana as a case to explore the implications of the introduction of the REDD+ scheme for forest fringe communities. Multi-way relay networks (MWRNs) are a growing research area in the field of relay based wireless networks. Such networks provide a pathway for solving the ever in- creasing demand for higher data rate and spectral efficiency in a general multi-user scenario. MWRNs have potential applications in video conferencing, file sharing in a social network, as well as satellite networks and sensor networks. Recent research on MWRNs focuses on efficient transmission protocol design by harnessing different network coding schemes, higher dimensional structured codes and advanced relaying protocols. However, the existing research misses out the characterization and analysis of practical issues that influence the performance of MWRNs. It is possible to scale control-flow analyses for higher-order languages to complete, fully-fledged programming languages and consequently compute the flow analysis of realistic programs. This dissertation gives a formal specification of a universal flow-analysis framework for the functional programming languages Scheme and PreScheme that covers all aspects and features of these languages. Moreover, the dissertation proposes new implementation strategies and techniques that have been developed and tested in context of an implementation for Scheme 48. These techniques yield an efficient implementation that enables analysis of realistic programs.; Es ist möglich, Kontrollflussanalysen für Sprachen höherer Ordnung auf realistische Programme anzuwenden. Equality Rights Alliance or (ERA) is a network of member non-government and not-for-profit organizations and social enterprises coming together to advocate for women's rights and gender equality. The ERA regularly consults with their members through online media resources, information sharing and networking. The ERA empowers women to advocate within their own groups for equal rights and regularly represents women's groups at policy forums and with government representatives. (ERA, 2012) ERA would like to know the basics of the Paid Parental Leave Scheme to be able to advise on gender equality outcomes. This advice includes women's economic security when they take time off from paid work for having children and broadly the impacts of a Paid Parental Leave Scheme on working families. The ERA wishes to undertake research on the Paid Parental leave scheme so they have the capability to make informed recommendations on behalf of their network of members to the government. In 2005 India introduced an ambitious national anti-poverty program, now called the Mahatma Gandhi National Rural Employment Guarantee Scheme. The program offers up to 100 days of unskilled manual labor per year on public works projects for any rural household member who wants such work at the stipulated minimum wage rate. The aim is to dramatically reduce poverty by providing extra earnings for poor families, as well as empowerment and insurance. If the program worked in practice the way it is designed, then anyone who wanted work on the scheme would get it. However, analysis of data from India's National Sample Survey for 2009/10 reveals considerable un-met demand for work in all states. The authors confirm expectations that poorer families tend to have more demand for work on the scheme, and that (despite the un-met demand) the self-targeting mechanism allows it to reach relatively poor families and backward castes. The extent of the un-met demand is greater in the poorest states -- ironically where the scheme is needed most. Labor-market responses to the scheme are likely to be weak. Ce mémoire vise à recenser les avantages et les inconvénients de l'utilisation du langage de programmation fonctionnel dynamique Scheme pour le développement de jeux vidéo. Pour ce faire, la méthode utilisée est d'abord basée sur une approche plus théorique. En effet, une étude des besoins au niveau de la programmation exprimés par ce type de développement, ainsi qu'une description détaillant les fonctionnalités du langage Scheme pertinentes au développement de jeux vidéo sont données afin de bien mettre en contexte le sujet. Par la suite, une approche pratique est utilisée en effectuant le développement de deux jeux vidéo de complexités croissantes: Space Invaders et Lode Runner. Le développement de ces jeux vidéo a mené à l'extension du langage Scheme par plusieurs langages spécifiques au domaine et bibliothèques, dont notamment un système de programmation orienté objets et un système de coroutines. L'expérience acquise par le développement de ces jeux est finalement comparée à celle d'autres développeurs de jeux vidéo de l'industrie qui ont utilisé Scheme pour la création de titres commerciaux. It is currently embargoed pending publication.; The research reported sought to develop a framework for systematically analysing classroom dialogue for application across a range of educational settings. The paper outlines the development and refinement of a coding scheme that attempts to represent and operationalise commonalities amongst some key theorists in the field concerning productive forms of educational dialogue. The team has tested it using video recordings from classroom settings in the UK and Mexico, across age phases, subject areas, and different interactional contexts including whole class, group and paired work. Our Scheme for Educational Dialogue Analysis (SEDA) is situated within a sociocultural paradigm, and draws on Hymes? Ethnography of Communication to highlight the importance of context. We examined how such a tool could be used in practice. We found that concentrating on the ?communicative act? to explore dialogue between participants was an appropriate level of granularity, while clustering the 33 resulting codes according to function of the acts helped to highlight dialogic sequences within lessons. This paper demonstrates the use of shape-preserving exponential spline interpolation in a characteristic based numerical scheme for the solution of the linear advective-diffusion equation. The results from this scheme are compared with results from a number of numerical schemes in current use using test problems in one and two dimensions. These test cases are used to assess the merits of using shape-preserving interpolation in a characteristic based scheme. The evaluation of the schemes is based on accuracy, efficiency, and complexity. The use of the shape-preserving interpolation in a characteristic based scheme is accurate, captures discontinuities, does not introduce spurious oscillations, and preserves the monotonicity and positivity properties of the exact solution. However, fitting exponential spline interpolants to the nodal concentrations is computationally expensive. Exponential spline interpolants were also fitted to the integral of the concentration profile. The integral of the concentration profile is a smoother function than the concentration profile. It requires less computational effort to fit an exponential spline interpolant to the integral than the nodal concentrations. By differentiating the interpolant, the nodal concentrations are obtained. This results in a more efficient and more accurate numerical scheme.

This paper proposes a second-order scheme of precision integration for dynamic analysis with respect to long-term integration. Rather than transforming into first-order equations, a recursive scheme is presented in detail for direct solution of the homogeneous part of second-order algebraic and differential equations. The sine and cosine matrices involved in the scheme are calculated using the so-called 2N algorithm. Numerical tests show that both the efficiency and the accuracy of homogeneous equations can be improved considerably with the second-order scheme. The corresponding particular solution is also presented, incorporated with the second-order scheme where the excitation vector is approximated by the truncated Taylor series.

Due to the open environment, all network systems suffer from various security threats. The remote user authentication scheme is a secure mechanism to allow users obtaining a variety of information services through insecure channels. For efficiency and security, many remote user authentication schemes identify users with smart cards. However, many smart card based schemes are vulnerable to lots of attacks. Recently, Hsiang et al. proposed a smart card based remote authentication scheme. In this article, we show that their scheme is vulnerable to the smart-card-loss-attack. That is, if an unauthorized person obtains the smart card, he/she can guess the correct password to masquerade as a legitimate user to login the system. The attack is caused by the smart card outputs fixed message for the same inputs. We propose an improved scheme to fix the flaw. The improved scheme withstands the off-line password guessing attack, parallel session attack and smart-card-loss-attack. Moreover, it also has the merits of providing mutual authentication, no verification table and users can freely update their passwords.

An objective analysis of daily rainfall over Maharashtra (India) by distance weighting function on a mesoscale grid is described. The Barnes scheme is applied to interpolate irregularly distributed daily rainfall data on to a regular grid. The spatial resolution of the interpolated arrays is 0.25 degrees of latitude by 0.25 degrees of longitude. Some objectively determined constraints are employed in this study: (i) weights are determined as a function of data spacing, (ii) in order to achieve convergence of the analyzed values, two passes through the data are considered, (iii) grid spacing is objectively determined from the data spacing. The case of a typical westward moving monsoon depression during the 1994 monsoon season is chosen for this study. Objective analyses of six days (16 to 21 August 1994) have been carried out using variable length scale two pass (V2P) and fixed length scale two pass (F2P) Barnes scheme. A length scale of 80 km for the outer pass and 40 km for the inner pass are considered. Analyses show moderate improvement of V2P scheme over F2P scheme. The bias of the analysis based on V2P is 2% lower than that of analysis based on F2P.

A scheme of arrangement involving a regulated company and its shareholders is defined as an "affected transaction" in the Companies Act 71 of 2008. Although scheme of arrangements, which can be used to achieve a takeover of a company, are a common occurrence, the Act provides no definition of such schemes. The importance of knowing what actually constitutes a scheme of arrangement becomes apparent when it is noted that section 121 of the Actprovides that any person making an offer which if accepted would result in an affected transaction is obliged to comply with all the relevant reporting and approval requirements in the Act, as well as the Takeover Regulations, unless the Takeover Regulation Panel has granted an exemption. Giving effect to an affected transaction is prohibited, unless the Panel has issued a compliance certificate or granted an exemption.
