This thesis explores the measures for the Japanese electric power utilities to meet the Kyoto Target, and the technological development of the coal thermal power generation to meet the further abatement of the carbon dioxide beyond Kyoto. To meet the Kyoto Target, the present measure by the Japanese government to reduce the carbon dioxide emissions in the energy sector relies much on the development of the nuclear power generation. Therefore, the current delay of nuclear power development, mainly due to the lack of public acceptance for the nuclear energy, and, consequently, the increase of the carbon dioxide emissions are crucial problems to be solved to the achieve the target. In this paper, possible measures to achieve the abatement target of the carbon dioxide emissions are examined. Among the five measures, changing dispatch from high carbon emitting capacity to low emitting one provides a sufficient abatement with relatively low cost. Other measures, like wind power or re-powering of existing thermal power plant require the higher abatement cost or fail to provide sufficient quantities. Looking at the scenario beyond the Kyoto Target after 2012, further reduction of the carbon dioxide emissions calls for the technological development. A system dynamics model is developed and run to study the adoption of fiber-to-the-home as a residential broadband technology. Communities that currently do not have broadband in the United States are modeled. This case is of particular interest to U.S. policymakers, but also relevant to other regions concerned with economic development in rural areas. The model is used to explore the effects of government policy on fiber-to-the-home deployment and on the telecommunications supply chain. The research finds that government policy relating to broadband deployment has been based on a weak understanding of the dynamics involved, resulting in trial and error policy making that has unintended consequences. The thesis shows that the current monitoring of broadband deployment by the Federal Communications Commission is inadequate to contribute to the formation of reasoned policy decisions. The model is used to explore the consequences that different regulatory scenarios have on fiber-to-the-home deployment. Among the policy choices considered are: resale of fiber-to-the-home lines to competitive providers; low cost government loans for commercial deployments; rapid deployment to all communities currently without service; and a ban on municipal deployments. The current Rural Utilities Service loan program is also included in the model and its effects are analyzed. Motivated by the super high electron mobility of Indium Antimonide (InSb), researchers have seen great potential to use this new material in high switching speed and low power transistors. In Dec, 2005, Intel and its partner, QinetiQ, Ltd, announced 85nm gate length enhancement and depletion mode InSb quantum well transistors. Such transistors can operate as high as 305GHz and power consumption is reduced by a factor of 10. In this thesis, the emerging InSb transistor technology is discussed in details. Given its superior performance, it may complement silicon transistor to extend Moore's law in the next decade. The prospect of InSb transistor is also compared with other nanotechnology transistors, such as carbon nanotube and silicon nanowire. Several potential markets are figured out, namely, microprocessor, low noise amplifier and millimeter wave device. Related patents are evaluated. It is found that most of the patents are held by Intel's partner, QinetiQ Ltd. and thus patents issue would not block the launch of products. A joint venture or strategy alliance model is proposed to reduce the risk of investment. In addition, a cost model is presented at the end. This thesis presents lessons from the development of an on-line, web-based feedback system and preliminary analysis of the socio-technical interactions associated with the specification, design and use of this system. The system has been designed to facilitate many forms of feedback in educational environments. Novel technical components of the system include: (1) a highly detailed and flexible data model representing the social-system feedback loops, (2) reusable feedback objects and sub-objects which minimize content entry requirements while improving data aggregation capabilities, and (3) feedback objects which respond dynamically based on the context in which they are used. Novel social system learning associated with this thesis centers on the mechanisms to facilitate feedback in academic and industry learning environments. This thesis features the design, implementation, and preliminary use of the Online Feedback Organization, Requesting and Monitoring for Educators (OnFORME) system. OnFORME was created to enable ubiquitous feedback collection in a semi-transparent manner for educators in both academic and corporate training environments. OnFORME provides a way for educators to quickly author feedback objects (e.g. surveys) and publish them via the World Wide Web so that students can easily respond. Optical communications promise the delivery of high bandwidth service to all types of customers. The potential for optical communications is enormous and has generated excitement and anticipation over the last decade. However, the emergence of a growing market has not materialized and the 1990s communications "bubble" has burst. One result of the bubble burst is that manufacturers of optical components have seen demand for their products plummet and are now struggling to survive. The future of the communications industry depends on its ability to provide better services and higher reliability. At some point, the upward curve of communications demand will require a strong optical components industry to support the industry. If the current stagnation continues, and the manufacturers fail, the economic pillar that is communications will suffer. The MIT Microphotonics Center has initiated a Communications Technology Roadmap study to better understand the technical, economic, and political factors that are inhibiting growth in the optical communications industry. This thesis examines the current state of the optoelectronic manufacturing industry and the causes of the decline. This thesis uses an in-depth case study, with integrated data analysis, to compare and contrast globally distributed and co-located software teams within the IBM Corporation. Important differences in information sharing, collaboration and other behaviors were observed, along with a range of innovations in work operations. Technology and policy implications that draw on the benefits of each model are identified. The development of this thesis began with a seminar that was conducted at MIT to invite stakeholders in various areas of knowledge-based offshore outsourcing to discuss strategic, economic, organizational and technical issues raised in various environments. Large and small firms, various industries, and various business models were covered. The context provided by these stakeholders was used to design an in-depth case study at IBM, with the focus on a matched pair of software teams, which were studied for a period of one year. It is often difficult to forecast the future budgetary environment for today's space systems. Indeed, multiple NASA missions and programs have been put into jeopardy or canceled outright, due to discrepancies between the expected and actual lifecycle costs. This has resulted in the loss of billions of dollars in taxpayer money spent on false starts. It is therefore in the best interests of all stakeholders, including NASA and the U.S. Congress, to arrive at a solution which will allow NASA's space exploration endeavors to be funded at a politically sustainable level. Understanding the mechanisms and processes by which a program may exhibit politically sustainability is of paramount importance to the space exploration enterprise. In particular, budgetary sustainability has proven to be a driver for The President's Vision for Space Exploration, which instructs NASA to "Implement a sustained and affordable" space exploration program. This dissertation asks how the United States physically built its global empire. Between 1840 and 1930, empire building involved the establishment of a network of naval bases and coaling stations. By focusing on energy, I reconceptualize the American overseas empire as neither inevitable nor geographically predetermined. I trace how coal shaped U.S. expansion, how this expansion influenced ideas about national security, and how these security concerns affected the global environment. Coal reveals continuities in American foreign relations that link overseas expansion to responses to the introduction of steam power into ocean travel. As the Navy sought coal, it progressively assembled the familiar contours of America's global reach. The dissertation addresses both global and local history. It shows how policy makers before the Civil War demonstrated tremendous creativity in initiating geological investigations, diplomatic arrangements, and commercial agreements in foreign territories. Between the Civil War and 1898, these approaches gradually gave way to a more singular effort by the Navy to control strategic ports around the world.
