In 2004, the Calouste Gulbenkian Foundation invited the University of Aveiro to develop an education and training program in advanced topics of ICT for Cape Verde. The focus should be on technologies to support the development of distance education. Two years later, when the program was started, the University of Aveiro had a high-performance videoconferencing Studio installed by the Foundation for National Scientific Computing. However, the investment to duplicate this high quality structure and operating costs were not compatible neither with the project’s budget nor with the technological options available in Cape Verde. This paper demonstrates the decision-making process by an economically viable option to meet the needs and local peculiarities.

Videoconferencing has become an increasingly viable tool in psychiatry, with a growing body of literature on its use with a range of patient populations. A number of factors make it particularly well suited for patients with psychosis. For example, patients living in remote or underserved areas can be seen by a specialist without need for travel. However, the hallmark symptoms of psychotic disorders might lead one to question the feasibility of videoconferencing with these patients. For example, does videoconferencing exacerbate delusions, such as paranoia or delusions of reference? Are acutely psychotic patients willing to be interviewed remotely by videoconferencing? To address these and other issues, we conducted an extensive review of Medline, PsychINFO, and the Telemedicine Information Exchange databases for literature on videoconferencing and psychosis. Findings generally indicated that assessment and treatment via videoconferencing is equivalent to in person and is tolerated and well accepted. There is little evidence that patients with psychosis have difficulty with videoconferencing or experience any exacerbation of symptoms; in fact, there is some evidence to suggest that the distance afforded can be a positive factor. The results of two large clinical trials support the reliability and effectiveness of centralized remote assessment of patients with schizophrenia.

Uncompressed high-definition (HD) video image quality is superior to compressed HD video provided in most commercially available videoconferencing products. Uncompressed HD videoconferencing tools provide a more immersive experience because there is no reduction of image information and, in most cases, lower latency. Four open source uncompressed video applications are reviewed that have been tested at the National Library of Medicine: three transmitting uncompressed HD video and one transmitting loosely compressed standard-definition video. The technical requirements for implementing each are described, and test results in terms of image quality, latency, and application reliability are presented. Because the hardware and bandwidth requirements for uncompressed HD video are relatively high and most applications are still under development, they are generally not ready for mass deployment. Some are, however, ready for pilot testing and experimentation in clinical settings by either those who have or anticipate having bandwidth sufficient to support them or those interested in researching the effects higher-quality video may have on diagnostic and other clinical outcomes.

Web-based videoconferencing can improve access to substance abuse treatment by allowing patients to receive counseling services in their homes. This randomized clinical trial evaluates the feasibility and acceptability of web-based videoconferencing in community opioid treatment program (OTP) participants. Participants that reported computer and Internet access (n = 85) were randomly assigned to receive 12 weeks of weekly individual counseling in-person or via eGetgoing, a web-based videoconferencing platform. Fifty-nine of these participants completed the study (eGetgoing=24; In-person=35), with most study withdrawal occurring among eGetgoing participants. Participants exposed to the study conditions had similar rates of counseling attendance and drug-positive urinalysis results, and reported similar and strong ratings of treatment satisfaction and therapeutic alliance. These results support the feasibility and acceptability of web-based counseling as a good method to extend access to individual substance abuse counseling when compared to in-person counseling for patients that are able to maintain a computer and Internet connection for reliable communication.

This paper presents the research framework and early results from a study that is exploring the use of Videoconferencing Systems (VCS) and its influences and impacts on worker productivity within a professional services firm. Worker productivity is the quantity of output produced with optimum quality of work and is measured by examining the comparative resources consumption in physical and VCS enabled tasks. The theory framework is based on a combination of Media Richness Theory, Task Technology Fit Theory, and VCS concepts. The study is using a Mixed Methods Research (MMR) approach that includes a pilot and major ethnographic case studies, coupled with business process analysis; automated content analysis; and directed (vector) graph and adjacency matrix algebra to investigate the phenomenon. Some early findings show that a major capital city office of the firm is having some success with realising reduced resources consumption and increased worker productivity where VCS is implemented.

While deployed at sea, sailors are traditionally provided much of their education at sea through correspondence and pace courses. But with recent developments in the Internet and videoconferencing, it is now feasible to deliver real time educational material anywhere, even to a ship at sea. This thesis investigates the current status of networked desktop videoconferencing technology, and its use in support of Joint Vision 2010, with respect to Distance Learning. It provides an analysis of videoconferencing protocols, standards, and applications, as well as a videoconferencing pilot project. The objective of the analysis is to determine the viability and economical benefits of using videoconferencing technology and collaboration tools, from the desktop, as a means for simultaneously delivering synchronous and asynchronous distance learm%g material from an academic location to multiple students at remote locations. The results show that desktop videoconferencing technology, via IP based networks in the Defense Information Infrastructure, is a viable tool that can add numerous economical benefits, such as a decreased spending for travel and eliminating the need to rely on large, room-based systems

Background Healthcare providers are continuously challenged to find innovative, cost-effective alternatives and to scale up existent services to meet the growing demand upon mental health care delivery. Due to continuous advances in technologies, telepsychiatry has become an effective tool for psychiatric care. In 2012, the Institute of Psychiatry of the University of São Paulo Medical School started a randomized clinical trial of home-based telepsychiatric outpatient care via videoconferencing. Objective The objective of this article is to describe the design, methodology and implementation of a pilot project, which aimed to verify the applicability and efficiency of psychiatric attendance via Internet-based videoconferencing in a resource-constrained environment. Methods The project consisted of a 12 months follow-up study with a randomized clinical trial, which compared various quality indicators between home-based telepsychiatric aftercare via videoconferencing and face-to-face aftercare. Results The final sample comprised 107 outpatients (53 in the telepsychiatry group and 54 in the control group). Among 1,227 realized consultations, 489 were held by videoconferencing. Satisfaction with the aftercare by videoconferencing and the medication delivery was high among patients. Attending psychiatrists were satisfied with the assistance by videoconferencing. Discussion The experiences during this pilot project have overall been very positive and psychiatric outpatient care by videoconferencing seems viable to treat patients even in a resource-constrained environment.

This thesis discusses the capabilities and the requirements for integrating videoconferencing technology into the Army's communication system. As the bandwidth requirements for videoconferencing are lowered and the bandwidth availability increases, it is becoming more feasible to incorporate a videoconferencing system into a commander's communication structure. The current family of videoconferencing equipment is reviewed and current standards that govern videoconferencing are examined. Videoconferencing systems are described in both a tactical and garrison environment with an emphasis on bandwidth requirements, survivability, and system security. Also, current tactical examples of videoconferencing use are discussed to provide insight as to the possible future uses of systems. Currently videoconferencing systems are used for staff planning, videomedicine, and videotraining. Finally, a projected videoconferencing architecture for a corps/division is analyzed with possible locations of the videoconferencing sites and communication systems that could link the videoconferencing sites together. A breakdown of possible users is provided to show that videoconferencing can play a successful support role in the Army.; Captain, United States Army

Attending conferences is important for doctors and residents in family medicine. Nevertheless, departments of family medicine at many hospitals find it difficult to hold regular conferences. Holding joint videoconferences between Family Medicine Departments of several hospitals through a videoconferencing system could solve this problem. Therefore, Family Medicine Departments of Seoul National University Hospital, Seoul National University Bundang Hospital, and Kangwon National University Hospital decided to hold regular joint videoconferences via a videoconferencing system. Eighty-one joint videoconferences were held from April 1 to October 29, 2010. PowerPoint slideshows were transferred to the other two locations in the same resolution as presenter's monitor. Image and voice of the speaker were transferred in real time and in acceptable quality. Joint videoconferences are feasible, satisfactory and useful for medical education, especially when individual family medicine departments are small and lack resources to hold face-to-face conferences. We expect that more family medicine departments will choose to participate in implementing similar joint videoconferencing systems in the future.

Background: Autism affects as many as 1 in 88 children. Best practices recommend early identification and intervention for optimal outcomes. Currently, a gap exists between time of first concern and diagnosis, particularly for families living in rural areas. Telemedicine as a tool for assessment and diagnosis of autism is one way to address this disparity. Emerging evidence suggests telemedicine as a viable option for assessing children with a variety of special needs. Materials and Methods: This study expands upon the current literature by investigating clinicians' ability to assess autism via telemedicine. Using interactive videoconferencing, we simulated autism assessment procedures with families with an existing diagnosis (autism or developmental disability) using current gold-standard assessment tools. We compared diagnostic accuracy, item-by-item reliability on the Autism Diagnostic Observation Schedule (ADOS)—Module 1, and the Autism Diagnostic Interview—Revised (ADI-R) as well as parent satisfaction in an in-person and interactive videoconferencing condition. Ten children (3–5 years old) with developmental delays and 11 children matched on chronological age with a diagnosis of autism were assigned to be assessed and interviewed either in-person or over videoconferencing. Clinicians observed both in-person and through videoconferencing regardless of patient assignment. Results: Results indicated no significant difference in reliability of diagnostic accuracy...

Videoconferencing transmission over wireless channels presents relevant challenges in mobile scenarios at vehicular speeds. Previous contributions are focused on the optimization of the transmission of multimedia and delay-sensitive applications over the forward link. In this paper, a new Quality of Service (QoS) parameter adaptation scheme is proposed. This scheme applies the Cross-Layer Design technique on the reverse link of an 1xEV-DO Revision 0 channel. As the wireless channel parameters and the vehicle speed have significant influence in the network layer packet loss rate, it is proposed that the data rate generated by the application adapts itself to the throughput offered by the lower layers as a function of such packet loss rate. Simulations of the proposed model show a significant reduction in losses caused by wireless channel impairments and vehicle mobility, resulting in an improvement in the performance of the mobile videoconferencing session.
