The dissertation evaluates about Rural Women s Productive Organization Program effectiveness of Western Rio Grande do Norte(2008-2012). Specifically, it has aimed to: 1) Describe about Rural Women s Productive Organization Program characteristics in Western Potiguar Region; 2) Investigate which social economic changes the program has caused in Rural Women s lives from Western Potiguar Region; 3) Evaluate whether women s participation in the feminist social movement has contributed in order to facilitate access to the program; 4) evaluate whether rural women s participation from western Potiguar region in POPMR has provoked some questions in relation to labor sexual division in policy all female users or whether it has amplified their capacities for their economical autonomy conquest. The evaluation has been as reference the development concept as freedom according to Amartya Sen (2000) and labor sex division sustained by separation and hierarchy activities performed by men and women according to Kergoat (2009). The qualitative character investigation was made up by a bibliographical and documental research, semi-structured interviews and focal group. The interviews with female mediator agents and female public managers have demonstrated the paths how to create the program by explaining the difficulties and possibilities. Minimum Service Standards (MSS) in
Indonesia is a measurement for evaluation of the local
government performance in the implementation of obligatory
functions related to basic services. The combination of
obligatory functions, accompanied by MSS, aim to provide
access for citizens at the minimum level of quality at a
given time. The frameworks of MSS were developed started in
early 2000 in respond then Law 32/2004 been intensively
developed in Indonesia following the issuance of Law 32/2004
which stated in Articles 11 and 12 that while measuring the
performance of obligatory functions government will refer to
a MSS. These provisions are elaborated, which is defines MSS
as a measurement of a type and quality of basic public
service that all citizens have the right to receive. The
program is a Government of Indonesia (Directorate General
Bangda, MoHA) initiative, supported in its implementation by

The development community is
increasingly accepting the importance of evidence, feedback,
and learning. Some of which is generated through research,
monitoring, and self-evaluation during policy-making,
program design, and implementation. Others come from
feedback from people directly affected by interventions who
have gained a greater voice, be it through third-party
feedback mechanisms, social media, beneficiary surveys, or
otherwise. And, there is independent evaluation. At the
World Bank Group, the independent evaluation group (IEG) has
over the past years deepened the evidence that can help
development finance succeed in translating the sustainable
development goals (SDGs) into actions and results. This
paper brings together insights from a cross-section of
relevant evaluations that cover various aspects of the
large, multifaceted agenda of the SDGs and their financing needs.

The goal of this study is to provide a
better understanding of how a school system can operate
efficiently under adversity. The results of this work will
be useful in identifying relevant policies in the Middle
East and North Africa region. Palestine refugees are
achieving higher-than-average learning outcomes in spite of
the adverse circumstances they live under. Their education
system the United Nations Relief and Works Agency for
Palestine Refugees in the Near East (UNRWA) operates one of
the largest non-governmental school systems in the Middle
East. It manages nearly 700 schools, has hired 17,000 staff,
educates more than 500,000 refugee students each year, and
operates in five areas, including the West Bank, Gaza,
Jordan, Lebanon, and Syria. This study examines three: West
Bank, Gaza, and Jordan. Contrary to what might be expected
from a resource-constrained administration serving refugee
students who continually face a multitude of adversities,
UNRWA students outperform public schools in the three

Fundamental and systemic changes would
have to be brought about in the ways that health care is
financed, delivered, organized, and managed in Turkey in
order to meet the ultimate objective of improving the health
status of people, and not only meet but surpass the
health-related Millennium Development Goals. This would
require significant improvements in resource mobilization,
allocation and utilization, enhanced efficiency in
production and delivery of health services, including
primary and hospital care, and greater emphasis on clinical
quality and patient access to health services. Against this
backdrop, the World Bank and the Government of Turkey agreed
to undertake an intensive review of all aspects of the
health sector, and the present report is produced from this
effort. One objective of an evaluation at this juncture is
to lay the foundation for developing a medium-term health
sector strategy and a prioritized action plan aimed at

Worldwide, patterns of violence against women differ markedly from violence against men. For example, women are more likely than men to be sexually assaulted or killed by someone they know. The United Nations has defined violence against women as "gender-based" violence, to acknowledge that such violence is rooted in gender inequality and is often tolerated and condoned by laws, institutions, and community norms. Violence against women is not only a profound violation of human rights, but also a costly impediment to a country's national development. While gender-based violence occurs in many forms throughout the life cycle, this review focuses on two of the most common types-physical intimate partner violence and sexual violence by any perpetrator. Unfortunately, the knowledge base about effective initiatives to prevent and respond to gender-based violence is relatively limited. Few approaches have been rigorously evaluated, even in high-income countries. And such evaluations involve numerous methodological challenges. Nonetheless, the authors review what is known about more and less effective-or at least promising-approaches to prevent and respond to gender-based violence.
