Surveillance Levels (SLs) are categories for medical patients (used in Brazil) that represent different types of medical recommendations. SLs are defined according to risk factors and the medical and developmental history of patients. Each SL is associated with specific educational and clinical measures. The objective of the present paper was to verify computer-aided, automatic assignment of SLs. The present paper proposes a computer-aided approach for automatic recommendation of SLs. The approach is based on the classification of information from patient electronic records. For this purpose, a software architecture composed of three layers was developed. The architecture is formed by a classification layer that includes a linguistic module and machine learning classification modules. The classification layer allows for the use of different classification methods, including the use of preprocessed, normalized language data drawn from the linguistic module. We report the verification and validation of the software architecture in a Brazilian pediatric healthcare institution. The results indicate that selection of attributes can have a great effect on the performance of the system. Nonetheless, our automatic recommendation of surveillance level can still benefit from improvements in processing procedures when the linguistic module is applied prior to classification. Results from our efforts can be applied to different types of medical systems. O ensino da Engenharia por meios eletrônicos de aprendizagem demanda a implementação de métodos práticos que facilitem ao aluno aprender conteúdos do tipo procedimentos e atitudes, por meio da ação, da interação dos participantes, e da integração de conhecimentos de diferentes áreas. Esta aprendizagem só pode ser efetiva em contextos significativos e a partir de situações específicas, que são estimulados com a utilização do método de projeto. A eficácia deste método é alcançada quando utilizado em grupos, onde um membro aprende na integração com outro, compartilhando recursos e conhecimentos, e adquirindo ou exercitando um conjunto de habilidades pessoais, atualmente muito necessárias no trabalho profissional do Engenheiro. O principal interesse desta pesquisa foi descrever e analisar o resultado do aprendizado de conceitos relacionados ao tema equilíbrio químico buscando as concepções dos alunos, sobre aspectos gerais dos sistemas em equilíbrio químico e os aspectos gerais de sistemas ácido base em equilíbrio químico. Para isso acompanhamos e gravamos o áudio das aulas referentes ao ensino do conceito de equilíbrio químico ao longo das disciplinas de Química Geral II e Química Analítica I, no IQUSP. This paper presents novel simulation tools to assist the lecturers about learning processes on renewable energy sources, considering photovoltaic (PV) systems. The PV behavior, functionality and its interaction with power electronic converters are investigated in the simulation tools. The main PV output characteristics, I (current) versus V (voltage) and P (power) versus V (voltage), were implemented in the tools, in order to aid the users for the design steps. In order to verify the effectiveness of the developed tools the simulation results were compared with Matlab. Finally, a prototype was implemented with the purpose to compare the experimental results with the results from the proposed tools, validating its operational feasibility. © 2011 IEEE.

The correct classification of sugar according to its physico-chemical characteristics directly influences the value of the product and its acceptance by the market. This study shows that using an electronic tongue system along with established techniques of supervised learning leads to the correct classification of sugar samples according to their qualities. In this paper, we offer two new real, public and non-encoded sugar datasets whose attributes were automatically collected using an electronic tongue, with and without pH controlling. Moreover, we compare the performance achieved by several established machine learning methods. Our experiments were diligently designed to ensure statistically sound results and they indicate that k-nearest neighbors method outperforms other evaluated classifiers and, hence, it can be used as a good baseline for further comparison. © 2012 IEEE.

In recent years, the training initiatives in blended learning increased enormously as a result of the different demands to integrate the Information and Communication Technologies (ICT) in educational systems. In Higher Education, the blend approach is highly pursued because of its unique flexibility that allows the teacher to propose, in every situation, more advantageous train- ing solutions for their students, contrary to mandatory classroom in Basic and Secondary schools. It seems that the blended learning approach, a concept often bordering others such as e-learning, distance education, online learning or open learning, allows you to get the best of both worlds, the face-to-face and the virtual, and be an alternative to the traditional classroom teaching models and to enhance the new forms of electronic learning environments that use only the virtual and the distance. The objective of this paper is to share the experiences and good practices of early business registry reformers who implemented web-enabled and automated electronic business registries (e-BRs). These lessons are hoped to be of help to EU New Member countries as they embark on delivering EU-conformant e-BRs. At the same time, policymakers in other developing countries may also find these lessons of use. This paper cites examples of good practices rather than best practices. As elsewhere in the development agenda, solutions that have worked well in some countries may not work in other local circumstances. In the case of e-BRs, success depends on a broader set of reforms; as will be discussed in a subsequent chapter, e-BRs require a supportive legal and regulatory infrastructure, such as electronic signature laws and document authentication. Meetings are very important in any organisation and the Australian public service is no exception. Unfortunately, meetings are costly and time consuming, and often are ineffective and inefficient. Participants are regularly left with feelings of dissatisfaction after the meeting. Electronic meeting systems (EMS) were first developed in the United States in the 1980s to make meetings more effective and efficient. They are now more user-friendly, internet-connected and support multimedia. However, EMS have not been adopted to the extent that could be expected. This study draws from an extensive literature review supplemented by three case studies of Australian companies that provide EMS products and services (Global Learning Pty Ltd, Grouputer Pty Ltd and Zing Technologies Pty Ltd). The study provides answers to six questions: • What are electronic meeting systems (EMS)? • What is the evidence that using an EMS does improve meeting productivity (efficiency and effectiveness) and satisfaction? • Are there other benefits from using these systems? • How does the use of an EMS bring about these improvements in meetings and group collaboration? • What factors need to be managed in order for the organisation to obtain the most benefit from these systems? • Could EMS be used to improve meetings and business processes in Australian (including state/territory) government organisations? The brain uses computational primitives that are analogous with but qualitatively different from the computational primitives used in electronic computer systems. The primary computational primitives of the brain are described, and their implementation in anatomy and physiology discussed. Combinations and sequences of these primitives implement cognitive tasks. Many of the primitives have also been implemented electronically. This thesis presents a versatile study on the design and Very Large Scale Integration(VLSI) implementation of various synaptic plasticity rules ranging from phenomenological rules, to biophysically realistic ones. In particular, the thesis aims at developing novel spike timing-based learning circuits that advance the current neuromorphic systems, in terms of power consumption, compactness and synaptic modification (learning) abilities. Furthermore, the thesis investigates the usefulness of the developed designs and algorithms in specific engineering tasks such as pattern classification. To follow the mentioned goals, this thesis makes several original contributions to the field of neuromorphic engineering, which are briefed in the following. First, a programmable multi-neuron neuromorphic chip is utilised to implement a number of desired rate- and timing-based synaptic plasticity rules. Specific software programs are developed to set up and program the neuromorphic chip, in a way to show the required neuronal behaviour for implementing various synaptic plasticity rules. The overriding objective of a national public procurement system is to deliver efficiency and value for money in the use of public funds, while adhering to fundamental principles of non- discrimination, equal treatment, and transparency. Procurement is therefore at the core of the Public Finance Management (PFM) system and contributes greatly to several of its objectives, including efficiency, transparency, and accountability. This paper addresses an important issue, known as sensor drift that behaves a nonlinear dynamic property in electronic nose (E-nose), from the viewpoint of machine learning. Traditional methods for drift compensation are laborious and costly due to the frequent acquisition and labeling process for gases samples recalibration. Extreme learning machines (ELMs) have been confirmed to be efficient and effective learning techniques for pattern recognition and regression. However, ELMs primarily focus on the supervised, semi-supervised and unsupervised learning problems in single domain (i.e. source domain). To our best knowledge, ELM with cross-domain learning capability has never been studied. This paper proposes a unified framework, referred to as Domain Adaptation Extreme Learning Machine (DAELM), which learns a robust classifier by leveraging a limited number of labeled data from target domain for drift compensation as well as gases recognition in E-nose systems, without loss of the computational efficiency and learning ability of traditional ELM. Mobile phones are becoming a popular platform for a range of applications. However, due to size restrictions, the interfaces of these applications can be difficult to use. Customising an interface for a particular user offers the potential to improve an interface's efficiency. In this paper, we propose customising a mobile phone's Profile application. We apply a machine learning approach to discover concepts that describe a user's profile-activations in terms of their scheduled appointments. This paper discusses the assessment and comparison of the life cycle energy impacts of paper-based and electronic environmental reports in the Japanese automotive industry By January 2007, there were 129 031 ISO 14001 certified organisations and an additional 5389 certified to the European eco-management and audit scheme (EMAS). Energy use and the environmental burdens of environmental reporting by these companies, has grown and can no longer be ignored. Electronic systems are often portrayed as being more environmentally beneficial than traditional ones, for environmental reporting. However there are no known assessment methodologies that address this subject. This paper therefore creates a framework for analysing the two systems. Energy consumption models are developed within a life cycle assessment (LCA) framework and applied to the traditional and electronic systems respectively. A postal system model is developed for energy consumption in traditional mail distribution in Japan under six different scenarios. Data gaps in the Japanese automotive industry are compensated for by the use of justified assumption and sensitivity analysis of the variables concerned. Simulation results are analysed and some decision issues deciphered. A comparative analysis of electronic and traditional environmental reports identifies the necessary preconditions for reducing environmental burdens of the overall environmental management system (EMS).

This paper aims to present a learning model for coordination schemes in Multi-Agent Systems (MAS) based on Cultural Algorithms (CA). In this model, the individuals (one of the CA components) are the different conversations that may occur in any multi-agent systems, and the coordination scheme learned is at the level of the way to perform the communication protocols into the conversation. A conversation can has sub-conversations, and the sub-conversations and/or conversations are identified with a particular type of conversation associated with a certain interaction patterns. The interaction patterns use the coordination mechanisms existing in the literature. From this perspective and with the aim of integrating the areas of programming, databases and systems engineering, an initial exploratory study was carried out with faculty members and a group of students from the fourth level of the curriculum. The findings show several limitations, such as mismatches between the course contents, lack of faculty commitment to collaborative work and student resistance. They also show the need of establishing strategies to create, from the early years of the curriculum, the necessary conditions to promote a positive attitude towards curricular integration processes and therefore overcome, at least partially, the identified limitations
