The segment of residential building rehabilitation has been growing slowly...

The technical recommendations regarding ventilation in various countries propose average rates of one hourly renewal in main rooms (bedrooms and living/dining rooms) and four renewals per hour in service rooms (kitchens and bathrooms). Most recently built residential buildings in Portugal may not comply with these rates. The adoption of “general and permanent ventilation” systems is essential. A survey was conducted in the spring of 2000 with the purpose of characterizing the ventilation systems of residential buildings under construction. Questionnaires were sent to 6700 construction companies in the northern region. Answers were obtained regarding 2700 dwellings, the main conclusions of which are presented in this article. The implications of prNP 1037-1: “Ventilation and combustion products evacuation from places with gas-burning appliances, Part 1: Dwellings, Natural ventilation” project are also analyzed.

This thesis is written through the front-line perspective of a child/youth worker who has experienced ‘rupture’ in her personal understanding of the Child Youth Care (CYC) practice. Using a collection of personal journal entries written about her individual experiences of CYC education, mentorship/training, front-line residential practice and frequently used interventions, this thesis takes the reader (and the writer) on a discovery of prominent discourses that exist within the residential CYC profession. Focusing on the use of physical restraints on children by residential Child/Youth Workers, this research project utilizes Deconstructive Discourse Analysis and Liberation Psychologies to illustrate a critical examination of power-knowledge and scientific/medical discourses in CYC practice. By focusing on Foucault’s concepts of disciplinary power, binary division and theory of panopticism, the writer seeks to explore a personal reflection and comprehension of how power is used to assert control over children/youth through mental health treatment and physical interventions.

non-peer-reviewed; This thesis addresses the role of intuition in project selection in residential property development. The paper provides a comprehensive review of existing literature in relation to project selection and decision making. In addition, the examination of the project files of M.A. Ryan & Sons Ltd., a medium sized property development company, has enabled a case study to be carried out on three projects carried out by the organisation. Through the case study, the paper analyses how decision making in project selection can impact on the success or failure of a project. The use of a rational decision making process in project selection is contrasted with projects where intuition alone was used to select a project and where a combination of both intuition and rationality were used. The evidence from this case study would suggest that intuition does have a role in project selection within the Irish residential property development industry. Nevertheless, this paper finds that intuitive decision making is not preferable to rational decision making processes in project selection. The report finds that decision making processes within project selection are most effective when a comprehensive rational analysis of the feasibility of the project is used in conjunction with intuition...

Higher dwelling densities in low density cities such as Adelaide are being widely promoted by planners, policy-makers and academics to reduce travel time, increase accessibility and consolidate space within the existing urban area. This is largely in response to the negative impacts of 'urban sprawl' in suburban, car oriented cities in Australia and the United States. Mawson Lakes, in Adelaide, South Australia, has had a lot of marketing hype as the place to 'live, work and play', and the diverse housing options offered come in stark contrast to typical suburban housing developments constructed in the past. This research explored residents‟ level of satisfaction with this new urbanist development style, and drew comparisons to the similarly timed, suburban Blackwood Park development in the suburb of Craigburn Farm, South Australia. This study finds that higher density housing in Mawson Lakes delivered reduced levels of dwelling satisfaction, particularly in the areas of privacy, open space and value for money when compared with larger, detached homes in both developments. However, with respect to neighbourhood factors, this study finds that Mawson Lakes delivers greater levels of neighbourhood satisfaction, particularly in the areas of proximity to work...

This case study, which describes the residential Lithuanian energy efficiency (EE) program and lessons learned, was prepared in support of the Energy Sector Management Assistance Program (ESMAP)-funded technical assistance activity Scaling Up of Energy Efficiency in Building in the Western Balkans. During the first period (1996-2004), the World Bank- and donor-funded Energy Efficiency Housing Pilot Project was implemented around investments of US$28.6 million. In addition, technical assistance (TA) was included to facilitate energy auditor market development, establish centers to provide legal advice to homeowner associations (HOAs), train bank officials, and develop a housing agency to further promote EE investments in the residential sector. These changes accelerate the modernization process in Lithuania from about 70 apartment buildings a year to 490 buildings a year. Subsidy procedures for low-income persons were also revised: a May 2013 law to provide support to low-income families was amended to require eligible households to implement a renovation project or risk a cut in their state subsidy from 50 percent to 0 percent for heating costs for a period of three years. This has facilitated the renovation decision-making process among low-income apartment owners.

International experience suggests that in the realm of urban transport, a public participation process can be a valuable complement to the technical planning process in generating good projects with widespread distributional benefits that minimize concentration of adverse impacts. If properly designed, participation processes also offer an opportunity to incorporate the interests of vulnerable groups into the planning process. This paper presents a recent case study of a World Bank financed urban infrastructure improvement project in Liaoning, China, where the successful development of a meaningful public participation process influenced project design to better address the broad needs of the project beneficiaries. Particularly, the participatory process significantly influenced the project design and raised city leaders' sensitivity to public needs. Through the process the project shifted focus from major road expansion to secondary road improvements. Additionally, the participation processes picked up latent issues to better address needs of non-auto users...

Two landmark policy interventions to improve the lives of youth through neighborhood mobility—the Gautreaux program in Chicago and the Moving to Opportunity (MTO) experiments in five cities—have produced conflicting results and have created a puzzle with broad implications: Do residential moves between neighborhoods increase or decrease violence, or both? To address this question, we analyze data from a subsample of adolescents ages 9–12 years from the Project on Human Development in Chicago Neighborhoods, a longitudinal study of children and their families that began in Chicago—the site of the original Gautreaux program and one of the MTO experiments. We propose a dynamic modeling strategy to separate the effects of residential moving across three waves of the study from dimensions of neighborhood change and metropolitan location. The results reveal countervailing effects of mobility on trajectories of violence; whereas neighborhood moves within Chicago lead to an increased risk of violence, moves outside the city reduce violent offending and exposure to violence. The gap in violence between movers within and outside Chicago is explained not only by the racial and economic composition of the destination neighborhoods but also by the quality of school contexts...

The teaching of basic employability competence from a very early age is of preventive value in the transition of young people in residential care to adulthood. The present research relates employability competence (finding and holding down a job and gaining promotion in the labour market) with positive career outcomes and employment opportunities. In this study, conceptual methods for understanding employability are analysed and some existing international studies of employability skills are reviewed, although all of these are deemed partial approaches to the needs of children and young people in residential care. Our proposal, the IARS (Infancia y Adolescencia en Riesgo Social [Children and Young People at Social Risk]) Employability Competence Framework, developed by means of a collaborative and integrated approach with experts, provides a complete picture of how employability competences are important for preparing young people in residential care not only for active labour insertion but also in terms of their comprehensive development. A selection of a cluster of eight employability competences (self-organisation, decision-making and problem-solving, teamwork, communication, perseverance, professional project development, flexibility and responsibility) and their components are presented...

Duke University aims to achieve carbon neutrality by 2024 by a combination of efforts to reduce on campus energy consumption and off campus carbon offset generation. One of the offset options that DCOI is evaluating is energy efficiency retrofits in residential buildings leading to indirect emission reductions. The problem we have attempted to address in our project is how Duke University can identify potential carbon offset opportunities in terms of improving energy efficiency in homes and businesses and how these offsets can be verified and quantified. In order to determine the feasibility of energy efficiency carbon offsets the team started with evaluating data from a similar residential retrofitting project implemented by the City of Durham’s Sustainability Office. The pre and post retrofit energy consumption data from these houses was analyzed to determine the energy savings and resultant carbon emissions reduction. The average emission reduction obtained from this project was then used to determine the carbon price. This carbon price was used to conduct a comparative analysis with carbon prices found in the market, literature and regulations. The second step of the project involved studying energy efficiency retrofit projects that have been undertaken in other regions at various levels and sizes. The last question that this project aimed to answer was regarding the suitability of various financing mechanisms for the retrofitting project. In order to address this question a demand assessment survey was designed to determine the willingness of Duke employees to participate in such a program and pay for the retrofits. DCOI plans to conduct the survey in the foreseeable future. The results of our analysis showed that average electricity savings of 113.13 KWh per month can be generated through retrofits including air and duct sealing and insulation enhancement. The average cost of retrofit was determined to be $1/sq feet of heated area. Using this investment cost and annual savings...

This Capstone Project addresses the important problem of low energy efficiency in residential buildings in Kosovo. The building sector is one of the biggest energy users and therefore a cause for being a CO₂ emitter. According to the Kosovo Statistical Office of the Ministry of Public Administration, the total number of households in Kosovo is 370,000, of which 10% or approximately 36,400 are apartments. This percentage of the housing stock consists of privatized apartments from the formerly public rental housing and new apartments’ buildings block, and the other 90 % is individual housing. Based on the information of PHE of Prishtina [18] the privatized housing stock is up to 50 years old and not refurbished, due to the lack of funds and longtime absence of complete legal framework. Also, after the war the new housing construction has increased, increasing home ownership and therefore electricity consumption. In Kosovo, concrete initiatives regarding energy efficiency are limited both from the public and private sector. Actually, the Government of Kosovo has approved several laws and regulations for energy, but there has been very little research and development activities undertaken to show energy efficiency importance and especially the direct impact of housing and construction regulation on the energy efficiency. The construction sector of Kosovo over the past ten years was not working based on a defined construction norms and regulations. This is besides the fact that Construction Law 2004/25...
