This paper seeks to engage the organization theory community in contemporary
debates over the role of the cxxporation in American society by building a stakeholder
theory of the t%n. We develop a set of normative premises and positivist propositions
derived from these debates, from a combination of organization and industrial relations
theories, and by using data from the Saturn Corporation. Three questions are posed for
a stakeholder theory: (1) Under what conditions is a stakeholder firm likely to emerge,
(2) what are the critical determinants of performance in a stakeholder firm, and (3)
what will determine the sustainability and diffusion of this organizational form in the
American environment? The history, design features, and dynamics of the labormanagement
partnership at Saturn are used to illustrate and interpret a specific case of
employees as stakeholders. Saturn?s governance structure, work organization, and
internal processes fit the characteristics of a stakeholder firm. Employees establish
themselves as critical stakeholders by using their knowledge to improve organizational
performance. The local union likewise contributes to firm performance by organizing
workers into a dense social network that contributes to problem solving...

Anti-corruption initiatives increasingly
use multi-stakeholder groups, comprised of representatives
from government, private sector, and civil society
organizations, to drive implementation at the local level
and serve as a force for transparency. In theory, the
multi-stakeholder groups ideal is quite appealing -- each
stakeholder has its own interest in the initiative and
contributes its unique capacities. In practice, many
multi-stakeholder groups have fallen short of expectations.
This paper considers two separate but related questions.
First, what are the unique barriers to implementation facing
multi-stakeholder groups? Second, what policy measures can
be taken to improve the likelihood that multi-stakeholder
groups will succeed? The authors use existing research in
political science and economics to develop a multi-level
framework that accounts for the "nested nature" of
multi-stakeholder groups. The framework is then applied to
experiences of MSGs from the Construction Sector
Transparency Initiative...

This toolkit provides guidance to
strengthen the results and effectiveness of
multi-stakeholder development planning, including practical
tools and processes. The toolkit guides collaborative steps,
such as setting goals, diagnosing institutional problems and
monitoring outcomes, all to produce a multi-stakeholder,
outcome-based results framework to prepare a development
strategy or plan and to implement with a strong result
focus. It also includes guidance to use the results
framework to highlight potentially high-impact areas for
strengthening multi-stakeholder activities and to integrate
monitoring and budget planning to a common set of outcomes.
The toolkit gives special attention to the fragile context
for development practitioners working in this area. The
toolkit modules provide customizable resources to create a
multi-stakeholder, outcome-based results framework. The
modules can be used together as a complete resource or
separately, focusing on modules that are of immediate
interest. Although WBI originally developed the modules to
support strategy design at the national level...

In countries such as Germany, the legal system is such that firms are necessarily stakeholder oriented. In others like Japan social convention achieves a similar effect. We analyze the advantages and disadvantages of stakeholder-oriented firms that are concerned with employees and suppliers compared to pure shareholder-oriented firms. We show that in a context of imperfect competition stakeholder firms have higher prices and lower output than shareholder-oriented firms. Surprisingly, we also find that firms can be more valuable in a stakeholder society than in a shareholder society. With globalization stakeholder firms and shareholder firms often compete. We identify the circumstances where stakeholder firms are more valuable than shareholder firms, and compare these asymmetric equilibria with symmetric equilibria with stakeholder and shareholder firms. Finally, we show that, in some circumstances, firms may voluntarily choose to be stakeholder-oriented because this increases their value.

Capacity development is widely accepted
as critical to achieving the Millennium Development Goals
(MDG) and other development outcomes, but the results from
capacity development initiatives have often been
disappointing. This challenge signifies the urgent need to
advance capacity development knowledge and practice. As a
contribution to addressing this challenge, the World Bank
Institute (WBI) has developed a strategic, country-led and
approach to results focused capacity development, which
involves collective action across society and an emphasis
throughout on achieving results. The conceptual framework
and processes for WBI’s approach are captured in the
Capacity Development and Results Framework (CDRF) (Otoo,
Agapitova and Behrens 2009). The focus of this paper is on
the strength of stakeholder ownership. Drawing on a review
of recent studies, literature and relevant examples, this
paper seeks to deepen understanding of the importance of
stakeholder ownership and its contributing institutional
characteristics to achieving development goals. The paper
identifies future collaborative research that would shed
light on which change strategies are likely to be most
effective in strengthening stakeholder ownership in
different contexts.

Approved for public release; distribution in unlimited.; The purpose of a United States Army Directorate of Contracting (DOC) is to award or execute contracts for supplies or services and perform post-award contract administration functions for the Army installation and Army units stationed at the installation. The DOC accomplishes its purpose within the context of the Federal Acquisition System's Vision, which is to deliver on a timely basis the best value product or service to the customer, while maintaining the public's trust and fulfilling public policy objectives. A DOC must consider many external stakeholders to achieve its purpose. The basic premise of this thesis research is to improve a DOC's organizational effectiveness through the examination of its external environment, particularly, external stakeholders. The concept of stakeholder management concentrates on an organization's need to consider its relationships with specific stakeholder groups. An organization's ability to satisfy the desires of key stakeholders, meeting the stakeholders' criteria, is the key to an effective organization. Data were gathered from 15 government stakeholders and 14 contractors using a questionnaire that addressed such questions as: What are your organizations expectations and requirements of the DOC? How well did the DOC meet your needs and expectations? Does your organization control a resource needed by the DOC? The thesis summarizes findings and provides recommendations. The overall benefit of this thesis research is improved environmental awareness...

Reform programs sometimes falter because
they are politically infeasible. Policy change inevitably
creates winners and losers, so those with vested interests
strike bargains to determine how far and how quickly reform
should advance. Understanding these micro political dynamics
of reform can mean the difference between a successful
intervention that gains political traction and a
well-intentioned gambit that falls short of achieving its
developmental objectives. Donors like the World Bank have
been searching for ways to take these political factors more
fully into account as they design programs to support
country reforms. This initiative sought to introduce a
rigorous and operationally usable political analysis tool
that could be systematically integrated into the World
Bank's country programming cycle. The East Asia and
Pacific region carried out a multi-country pilot of the
Agent-Based Stakeholder Model. This innovative analytical
approach entails a quantitative simulation of the complex
bargaining dynamics surrounding reform. The model
anticipates stakeholder coalition formation and gauges the
political feasibility of alternative proposed interventions.
This paper provides a review of the Agent-Based Stakeholder
Model pilot experience...

This study investigates the relationship between social responsibility programmes of organizations and stakeholder
satisfaction. Based on stakeholder theory, an online survey was administered to managers of Portuguese
organizations with certified management systems. The findings suggest that stakeholder satisfaction is indeed
increased with a social responsibility programme, as suggested by Freeman’s stakeholder theory. The components
of social responsibility programmes that we discussed in this paper comprehend, among others, the “best
governance practices”, “best customers, suppliers and partners management practices” and “best social inclusion
and society support and relationship practices”, and do provide a balanced and continuously satisfaction to the
different sets of stakeholders as shown by our survey results.

In this stakeholder analysis related to the artificial reef (AR) program located in the Algarve (Southern Portugal mainland) 21 different stakeholder clusters were identified. Stakeholders were classified as primary, secondary and external. It was found that stakeholder interaction with the structures can be of private, public or cooperative interest. In the analysis there were also identified and mapped the impact of the program on stakeholders and their power to influence the ARs' outcomes. Stakeholders' interactions with the ARs were studied, along with their likely attitudes and behavior towards the man-made structures. Finally, all stakeholder clusters were classified according to their expected degree of involvement throughout the different AR stages. The purpose of this stakeholder analysis was to find out winners and losers connected with the reef deployment. It was found that most stakeholder clusters were affected positively, but also four clusters affected negatively. However, it is believed that those that may be affected negatively do not pose a serious threat to the expected AR development along its lifetime.

Public participation has become an increasingly important component of effective watershed management over the last twenty years. Conducted by the North Carolina Division of Water Quality, the Falls Lake Stakeholder Project is a collaborative stakeholder process that includes interested parties in drafting a federally mandated Nutrient Management Strategy. The Falls Lake Stakeholder Project worked to improve the stakeholder process by responding to issues recognized in a prior North Carolina Division of Water Quality project, the Jordan Lake Stakeholder Project.
This master’s project evaluated the Falls Lake Stakeholder Project based on a set of predetermined factors – substantive, procedural, and outcome – to allow for cross-case comparison. Data analyzed was gathered through archival research, stakeholder meeting observation, stakeholder surveys, and convener interviews. The stakeholder survey and convener interview contained questions about five procedural evaluative criteria, including process design, process fairness, process execution, technical support, and predicted outcomes.
Results were based on fourteen returned stakeholder surveys and four convener interviews. Analysis of results indicated that technical support in the Falls Lake Stakeholder Project was the criterion with which stakeholders were least satisfied. Lessons learned from the Jordan Lake Stakeholder Project were applied in the Falls Lake Stakeholder Project and improved overall stakeholder experiences. Many of these aspects introduced in the process...

The North American Monarch butterfly (Danaus plexippus) population has declined by 90% in the last twenty years. Scientists cite a number of factors for their decrease, including changing pesticide use, weather, and habitat loss. In December 2014, the negative trend prompted the United States Fish and Wildlife Service to initiate a status review of the Monarch butterfly under the Endangered Species Act.
Given their relatively large land-holdings in developed landscapes, parklands could serve as important habitat for Monarch butterflies and other pollinators. Park management and interpretive strategies can help shape public attitudes about the environment. This study uses stakeholder analysis to research perceptions and priorities for addressing pollinator conservation at Oakland County Parks and Recreation (OCPR). OCPR manages 13 parks encompassing 6,701 acres, including 3,146 acres of natural areas in southeastern Michigan. This research answers the following questions to assist OCPR in implementing conservation actions that appropriately engage internal and external stakeholders.
1. Who are the stakeholders involved with Monarch butterfly and pollinator conservation in Oakland County?
2. What is the extent of current Monarch butterfly and pollinator conservation both internally and externally?
3. What are external stakeholder perceptions for OCPR’s priorities in Monarch butterfly and pollinator conservation?
4. How can stakeholder values and interests be integrated into program design for an Oakland County pollinator conservation plan?
5. How do local park efforts relate to national conservation programs?
The methods section reviews stakeholder theory and its application in natural resource management and program design. Past research indicates that stakeholder actions can be coordinated in ways to maximize the efficacy and efficiency of a system. Through an analytical categorization...

The Waccamaw River in coastal North and South Carolina is known for its tannic waters, hardwood swamps, and endemic plant and animal species. Yet, despite this beauty and ecology, water quality and habitat impairments exist. After decades of silviculture, or timber production, the Waccamaw River’s wetlands have been diminished through ditching and draining techniques. Within the past 25 years, greater emphasis has been placed on restoring wetlands and ecosystem services nationally and within the watershed.
My master’s project evaluates stakeholder perceptions of wetland restoration within the Waccamaw River watershed, particularly on silviculture lands. As watershed-based organizations begin to collaborate with stakeholders on restoration projects, there is an increasing recognition of the benefit of understanding stakeholder perceptions. Scoping within the Waccamaw River watershed revealed limited understanding of the restoration initiatives by the primary stakeholders. Data were collected through semi-structured, key informant interviews with the primary stakeholders from public, private, and non-governmental organizations and the timber industry involved in wetland initiatives in the Waccamaw River watershed. The interviews identified current and past wetland initiatives and evaluated stakeholder perception of the need for wetland restoration within the watershed...

The development of scenarios is often criticized for being very costly and complex, a factor that limits its broad implementation in organizations, especially if the methods described in the literature are followed in all their details. The main goal of this article is to propose a method for scenario planning, comprehensible enough to make it operationally viable, but carrying the needed methodological rigor. The method is based in the intuitive logic methodology and uses stakeholder analysis to generate the variables for scenario building. There is also a second objective in testing the model, what happened in the retail automation industry in Brazil. The foundings showed that the proposed method is operationally viable and that stakeholder analysis is a useful tool for this kind data gathering. Regarding to the retail automation industry in Brazil, were found that the Federal Government, the competition, the distribution uncertainties in that industry are related to Fiscal Law Reformation and to the changes in the behavior of consumers and retailers.; Los métodos de construcción de escenarios muchas veces reciben críticas porque son excesivamente costosos y complejos, lo que dificulta la implementación en las organizaciones. El primer objetivo de este trabajo es proponer un método de escenarios que...

Managers working in South Africa, Peru and the United States were classified as stakeholder- and/or shareholder-oriented along the Perceived Role of Ethics and Social Responsibility (PRESOR) scale. The relationship between stakeholder/shareholder orientation and perceptions of organisational performance was further explored. In South Africa and overall, respondents with both high stakeholder and low shareholder orientations reported the greatest performance satisfaction. In Peru, managers with a high stakeholder orientation reported the greatest satisfaction with organisational performance. A significant link between stakeholder or shareholder orientation and performance satisfaction was not found in the United States, however. Directions for future research are outlined.
